Urban Development Plan of Bostan Municipality of Novo Brdo URBAN DEVELOPMENT PLAN OF BOSTAN Schweizerische Eidgenossenschaft Confédération suisse Confederazione Svizzera Confederaziun svizra Swiss Cooperation Office Kosovo Urban Development Plan of Bostan Document is prepared by the Municipality of Novo Brdo The Directorate for Urbanism, Cadastre and Protection of Environment in cooperation with other Directorates and sectors of the Municipality, Financially supported by HELVETAS Swiss Intercooperation Professionally supported by “INSI” LLC Novo Brdo October/ 2012 2 Urban Development Plan of Bostan FOREWORD Considering the Urban Development plan as a document for regulation, use and development of the settlement area, in the second half of 2011, we have taken the decision to draft this plan and started the process of its drafting. This decision was based on two main reasons: the need for treatment (protection and development) planned for the Bostan settlement, and establishing bases of a sustainable and long-term development in the function of stopping illegal development, and the second reason, the preparation of this document is based on legal obligations that we had as a Municipality, ever since the adoption of the Law on Spatial Planning in 2003. One may count tens of other reasons, such as: the need to follow trends and standards in this area, as well as the creation of a planned structure which will ensure efficiency and quality for current generations without threatening generations to come. We are convinced that the achievement of the vision and strategic objectives that are defined in this document will contribute in many aspects. I would specify three of these aspects: • Social aspect • Economic aspect • Environmental aspect The drafting process of the Urban Development Plan of Bostan was developed in not so favourable times and circumstances by taking into consideration all aspects. But I hope that its implementation will be done in other circumstances, and we, all together, will have the privilege but also the responsibility to implement this plan in accurate way, which will be a guide in the stage of development and ongoing quality improvement as well as achievement of European Standards. After many analyses and studies, we now all agree that the level and pace of economic and social development of our settlement will be based on this plan, and it will depend on the level of accumulated knowledge reflected by our experts in the Municipality and others who have helped in this process. Throughout a comprehensive and transparent process during the drafting of the Urban Development plan, we have achieved a broad political, civic and professional consensus. Such an approach has made that interests and specifications of all groups of society have been included in the plan, which is a good basis in the implementation process to have broad support from all stakeholders. The Municipality has welcomed the commitment of all stakeholders who have participated in this process, who have enriched the Urban Development Plan draft, originally prepared by experts, with remarks, suggestions and proposals. On this occasion, I would like to express my personal and the Municipality's gratitude and thanks for the working groups: the Council of Experts, the Representatives of the Civil Society, the Private Sector, the Leadership of all political parties, as well as for all those who have participated in the preparation of this important document. The Municipality expects from institutions, donators, partners and friends of the Municipality to help the implementation of this document in order to open all together new perspectives for sustainable development of this Bostan settlement. With our joint work in the implementation of this plan, we will contribute that our citizens live with dignity. The Berlin Process was launched in 2014 by the German Chancellor Angela Merkel to facilitate this coopera- tion, among others aiming to improve connectivity both within the WB countries and between the WB and the EU. The ultimate goal of which is to improve living standards and quality of life for the citizens. This mutual commitment by the WB countries and EU has been further strengthened through the EU Connectivity Agenda for the WB (launched in 2015), a combination of political commitment and monetary funds to strengthen the transport and energy sectors. Since the Berlin Process, several projects were undertaken or are currently underway. Until 2019, the Agenda supported 39 projects with an investment value of EUR 3.2 billion, grant value of EUR 880 million and EUR 97 million on technical assis- tance for project preparation. However, all WB countries lag behind in both sectors in comparison to EU members’ states. Key challenges identified include low operation and administrative capacity, limited progress and investment in renewable energy options, old infrastructure to demand for higher monitoring and cooperation.
