The purpose of the project was to develop a system of metric-capture and evidence-based assessments to evaluate the success (or failure) of various special operations missions and demonstrate how Army special oper- ations forces contribute to theater and national security objectives. A companion volume—Linda Robinson, Daniel Egel, and Ryan Andrew Brown, Measuring the Effectiveness of Special Operations: Appendixes, Santa Monica, Calif.: RAND Corporation, RR-2504/1-A, 2019—pro- vides the appendixes. This research was conducted within RAND Arroyo Center’s Strategy, Doctrine, and Resources Program.
