OXFORDSHIRE COUNTY COUNCIL ( CENTRAL) (CONTROLLED PARKING ZONE AND VARIOUS RESTRICTIONS)(VARIATION No.12*) ORDER 20**

OXFORDSHIRE COUNTY COUNCIL (DISABLED PERSONS PARKING PLACES – OXFORD) (AMENDMENT No.11*) ORDER 20**

NOTICE IS HEREBY GIVEN that Oxfordshire County Council proposes to make the above mentioned orders under sections 1, 2, 4, 32, 35, 45, 46, 49 and 53 of and Part IV Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

The proposed orders will have the effect of varying the Oxfordshire County Council (Headington Central) (Controlled Parking Zone and Various Restrictions) Order 2005 as amended, the Oxfordshire County Council (Disabled Persons Parking Places – Oxford) Order 2007 as amended and the Oxfordshire County Council (City of Oxford and ) (Bus Lanes, Cycle Lanes and Traffic Management) Order 2006 as amended in order to reflect reconfiguration of traffic management measures on London Road, Headington between Osler Road/New High Street and Stile Road. The principal variations are as follows:-

1. To change the loading restrictions at the junction of London Road with Osler Road, Stephen Road, Old High Street, New High Street, Kennett Road, Windmill Road, Holyoake Road so that they apply from 7.00am to 8.00pm, Monday to Saturday instead of 8.00am to 9.30am and 4.30pm to 6.00pm.

2. To introduce loading restrictions at all times on both sides of London Road for about 30 metres westward from approximately 10 metres west of Stephen Road (where there is to be a new pedestrian crossing to replace the subway) in place of loading restrictions from 8.00am to 9.30am and 4.30pm to 6.00pm Monday to Saturday.

3. To introduce loading bay areas on both the north and south side of London Road between Osler Road/New High Street and Stephen Road/Kennett Road, on the north side of London Road between Stephen Road and Old High Street and on the south side of London Road between Holyoake Road and Stile Road. These will operate between 7.00am and 8.00pm, Monday to Saturday, time limited to one hour with no return within one hour. There will also be a loading bay on the south side of London Road to the west of the junction with Windmill Road which will operate from 8.00pm to 7.00am the following day, Monday to Sunday with no time controls.

4. To introduce some 30 minute parking places (no return within 1 hour) on the south side of London Road between New High Street and Kennett Road and Holyoake Road and Stile Road (which replace 1 hour parking places) and on the north side of London Road between Stephen Road and Old High Street and Old High Street and Stile Road . They will operate from 7.00am to 8.00pm, Monday to Saturday.

5. To introduce a motor cycle parking bay on the north side of London Road between Old High Street and Stile Road to operate at all times.

6. To introduce additional disabled parking places on the north side of London Road between Stephen Road and Old High Street and Old High Street and Stile Road and on the south side of London Road between Kennett Road and Windmill Road and Holyoake Road and Stile Road and to reposition the disabled parking bay on the south side of London Road between New High Street and Kennett Road.

7. Other Variations. The bus lane on the south side of London Road and to the east of Stile Road will be reduced by about 26 metres in consequence of the new bus gate and the no stopping clearway on both sides of London Road will be reduced so as to start from just west of the junction of Stile Road. Bus stops and a couple of taxi ranks will be repositioned or installed (although these do not require traffic order provisions).

Objections to the proposal, specifying the grounds on which they are made, and any other representations, should be sent in writing to the Director for Environment and Economy (ref: JW/H’ton) at the address given below no later than 27 May 2010.

The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
