We also understand that you are particularly aware of the need for manpower and equipment to be operated in a sensitive and considerate way with careful consideration being given to the transit to the graveside and the immediate vicinity of graves. Approach We have a dedicated team maintaining the four large cemeteries in Oxford as well as managing the burial process through a highly emotional time for families and friends. Our work is carried out by qualified, experienced and trustworthy staff, all of whom are trained to Institute of Cemetery & Crematorium Management (ICCM) standards. Our Cemeteries Team are based at Cutteslowe Park Depot in North Oxford, only a few miles from South Hinksey, and together they have decades of experience covering a wide range of burial services, including interments, exhumations and memorial inspection programmes, as well as the grounds maintenance of large cemeteries and closed churchyards across Oxford. Oxford City Council is a Corporate Member of the ICCM.     APPENDIX I Report of the Ward Boundary Review Working Group to CEB – 20th March 2018 Criteria Used This submission uses the following principles as criteria for the proposed scheme, in addition to the legally required criteria for equality of electorates: the river Cherwell and the river Thames south of the confluence with the Cherwell should be used as boundaries between wards that wards should be based on clearly identifiable communities or collections of communities as far as possible to use arterial roads as the centre of wards rather than boundaries between them where possible – in several parts of the city it is not - current wards should be the starting point for the new scheme Number of Councillors In line with the submission from the Council that has been accepted by the Commission, the scheme is for 48 councillors. Number of Wards Oxford currently has a scheme of 24 two member wards, which has been in place since 2002. This approach replaced the previous system of 17 larger wards, and was supported by the Council and the Commission because a larger number of smaller wards had the following advantages: smaller wards offer better community identity with the political boundaries in multi-member wards all electors rightly expect that each councillor is equally representative of them, and a two-member ward scheme means that each councillor represents 33% fewer electors than a three-member ward scheme, enabling them to be more responsive to the needs of their electors wards make it easier for electors to identify with their councillors the communities that make up Oxford better suit 24 two-member wards than they do any other scheme The experience of the current two member ward system has amply demonstrated these advantages; therefore a 24 ward scheme should be retained.

    MEGA-FOOTPATH PROBLEMS Most of the Diversion and Modification Orders to PRoWs (DMMOs) published by the County Council are not contentious and therefore the Ramblers do not object to them. Sometimes a suggestion to the Modification Order is made by David Godfrey (Oxfordshire Area Footpath Officer) which leads to a better alternative route. However there are a number of major footpath issues currently affecting Public Rights of Way in the Vale of White Horse. They are listed below. 1. Marcham Mill – Bridge repairs - Closure of path since 2013 SU 457953 293/17 (Marcham). This has been closed for a number of years as the land-owner has refused to carry out repairs to the bridge which has become unsafe. He has also refused to allow the County County to erect a temporary bridge over the stream. The latest news from OCC is that representatives of the Land-owner are at last discussing technical issues with OCC staff. 2. Thames Trail – Obstruction at Oxford Boat Hire premises SP 444076 184/55 (Cumnor). Again a long standing problem. The footpath which runs alongside the site has been blocked by overhanding sterns of boats awaiting repairs. This forces walkers to walk through a working boatyard with attendant Health and Safety issues. 3. Sunningwell Quarry – Closure of path 372/8 at GR SP 498012 for many years. The high cost of the construction of a stairway to overcome quarry face has prevented OCC from implementing a project. Recently Sunningwell Parish Council paid for an initial feasibility study which shows how a new path could be provided to overcome the quarry face.

    A brief history of Port Meadow and Wolvercote Common and Picksey Mead, and why their plant communities changed over the last 90 years A. W McDonald Summary A multidisciplinary approach to landscape history enabled the examination of botanical, hydrological and agricultural data spanning some 4,000 years. The results showed Bronze Age humans affecting the vegetation by pasturing cattle on the floodplain extending from Yarnton to Oxford. In the Iron Age pastoralists were over-grazing Port Meadow and, between the sixth and ninth centuries, part of the floodplain was set aside for a hay crop whilst the aftermath or second grass crop continued to be shared as pasture. By Domesday floodplain meads were the most expensive land recorded in this survey and Port Meadow was established as common land belonging to Oxford. Having discussed the soil and water conditions on the floodplain and its potential effect on the plant communities, the management history of Port Meadow with Wolvercote Common is followed by that of Picksey Mead. Finally, the plant communities are discussed. Those established in 1981/2 are compared with data sets for the early 1920s and for 1996-2006. Changes in the species composition between sites are due to different management regimes and those over time and within sites are attributed to changes in the water-table. Introduction The Oxford grassland comprises common pasture and mead situated on alluvium over limestone gravel. It is unusual for its four thousand years of management history and evidence for the effect this has had on the vegetation.     Minutes AGM Wednesday 14th October 2015 Wolvercote Village Hall at 7.30 pm Present: Steering Committee members Christopher Hardman (Chairman) John Bleach, Richard Lawrence-Wilson (Treasurer), Mary Brown, Cllr Jean Fooks, Graham Jones, David Stone, Angela Goff, Cllr Steve Goddard, Jenny Attoe. Other members of the public listed separately. Apologies: None. 1. Chairman welcomed the audience to the second AGM of the Wolvercote Neighbourhood Forum. He explained the order of the Agenda. He proposed that Matters Arising and Questions be left until after item 4, because many matters would be covered in his report under item 4. There would be a number of speakers from the Steering Committee on draft policies for the Neighbourhood Plan at the end of the report. Then there would be speakers in item 5 on supporting projects. He welcomed Sue Brownill from Oxford Brookes, who would speak to number (iii). 2. The minutes of the first AGM of Wednesday 15th October 2014 (previously circulated on the website and at the meeting) These were accepted as correct without any amendments. 3. Matters Arising (Left until after Item 4.) 4. Chairman’s Report (Full text). Progress with the plan this year has been slower than we would have liked. We lost our Secretary and one member of the Steering Group during the year because of pressures from their businesses. We are very grateful to Jenny Attoe for joining us recently to replace our Secretary.
