1. Purpose of Monitoring Environmental Impact According to the environment management plan and relevant requirements specified in the Final Report of Technical Assistance for Hefei Urban Environment Improvement Project under ADB Loan, routine monitoring of the environmental impact of the Project is to be carried out over the course of the project construction period, as well as during the initial operations upon the completion of construction. In line with targets aimed at reducing the negative environmental impacts of the Project and in accordance with all the relevant specifications and standards of , as well as the policies of the Asian Development Bank (ADB), environmental impact monitoring and data analysis must evaluate: (i) the effect of the environment protection measures and whether these comply with the requirements of the relevant laws and regulations; (ii) the development of the environmental impact of the Project; (iii) the overall effect of the project environment management plan during the construction period and pilot operations upon the completion of construction. External Environment Monitoring Reports for Hefei Urban Environment Improvement Project under ADB Loan have previously been submitted in July 2008 and December 2008 respectively. In order to prepare a 3rd report, and according to the ADB’s requirements, a 3rd field survey of the project site was conducted in June 2009. Site investigations into the environmental conditions within the project area and field monitoring of the environmental status of the site were carried out.

2. Project Profile

2.1 Background

As the capital city and industrial centre of Anhui Province, Hefei has a population of 4.5 million and administrates four districts and three counties, with an area of 7,029 km2. Hefei City is positioned between the Changjiang River and the Huaihe River and is approximately 15 km northwest of Lake, one of the five major fresh water lakes in China. Hefei region has a generally flat topography, with an average altitude of 12~15m. Partly due to the flat topography of the region, Hefei is at an increased risk of urban flooding. Rapid urban and industrial development in the region has resulted in an increase in pressure on the capacity of municipal infrastructure in the city. In recent times, the issue of environment protection has become extremely critical, with Hefei now facing problems due to serious industrial and automobile air pollution. Untreated sewage is being discharged into the rivers and lakes and has started to endanger the availability and safety of drinking water supplies. Aware of the worsening environmental conditions, Hefei Municipal Government has formulated a complete trans-departmental environmental improvement program to help resolve the urban environment problems in accordance with national guidance and policy for the environmental protection and sustainable development of Hefei City. To this end, Hefei Municipal Government has defined a series of key projects. The proposed Hefei Urban Environment Improvement Project under ADB Loan is an important part of the above program. The Project will improve the environment in Hefei by improving the provision of municipal wastewater treatment, flood control and traffic services of

Hefei City. In addition, the project will help to reduce poverty, increase employment, enhance investment and business opportunities in the city and reduce the probability of the population becoming infected by diseases associated with untreated sewage and poor atmospheric condition. Subsequently, the quality of life for Hefei residents should be significantly improved.

2.2 Overview of the Project

The Hefei Urban Environment Improvement Project encompasses four major componants: urban water resource management; sewage treatment; refuse disposal and environment improvement; and pipeline construction. Currently, 8 sub-projects have been defined: Urban Sewage Pipeline System Improvement Project; Comprehensive Renovation Project of Qingxi Road Landfill; Sili River Comprehensive Control Works; Banqiao River Comprehensive Control Works; Ershibu River Comprehensive Control Works; Shiwuli River Wastewater Treatment Plant and Pipeline Works Phase-I; Wangtang Wastewater Treatment Plant and Pipeline Works Phase-II; and Hefei Chaohu Lake Bank Ecological Environment Comprehensive Control Works.

2.3 Organisational Structure of the Project

For the organizational arrangemnet of the Project, please see Fig. 2-1 and Fig 2-2 below.

3. Environmental Management Measures

3.1 Purpose of Environmental Management

Environmental management measures are applied to all sub-projects in order to prevent severe environmental pollution as a direct result of construction and operation, to minimize the negative impact of the Project on the environment during the implementation and eventually achieve the overall project objective of improving the urban environment of Hefei City.

3.2 Environmental Management Measures

For the particulars of the environment management measures taken by different sub-projects, see Tables 3-1—3-4:

4. Environment Protection Targets

In line with the environmental management plan and relevant requirements specified in the Final Report for Hefei Urban Environment Improvement Project under ADB PPTA project, the external environmental monitoring should be conducted for dust, odor, noise, sewage and solid water discharged from the workshop and work site, underground water pollution, soil corrosion, land impact, infectious diseases and occupational health during the construction and for overflow of the sewage treatment plant, underground water

5. Particulars of the Environment Monitoring

As previously stated, site investigations and monitoring works were undertaken in order to prepare this 3rd External Environment Monitoring Report. The particular activities undertaken are detailed below. Note: 1. The particular location and time for monitoring were defined according to the Project’s actual work progress, site construction items and routes. 2. The monitoring locations were focused on areas considered to be sensitive to pollution, such as residential areas, schools, etc. While covering the protection targets specified in the environment impact report, reference is made to the population density, construction items, site, and progress of the project. The monitoring points are selected at the representative factories and sites. 3. During monitoring, brief records were taken of the major contractors, major works, timetable of works, and major construction equipment on site.

5.1 Surface Water Environment Monitoring

1. Construction of Wastewater Treatment Plant Monitoring Parameters: pH, SS, COD, petroleum. Monitoring location: Shiwuli River Sewage Treatment Plant Phase I, Wangtang Wastewater Treatment Plant Phase II, Hefei Chaohu Lake Bank Ecological Environment Comprehensive Control Works’ wastewater of utility area during construction period. Monitoring time: sampling respectively at 10: 00, 15: 00 and 18: 00,June 8, 2009. 2. Water Quality of Nanfei River

Monitoring Parameters: pH, TP, COD, BOD5, NH3-N. Monitoring location: 1 sampling 100m upstream of the Nanfei River landfill sewage outletsection set up respectively at 100m upstream and at 500m and 1000m downstream of outlet. Monitoring time: once a day for three days from June 9 to 11, 2009.

3. Surface Water Quality of Sili River , Banqiao River and Ershibu River

Monitoring Parameters: pH, TP, COD, BOD5, NH3-N. Monitoring location: Bridge of Linquan Road downstream,Sili River and Railway Bridge overflow dam downstream, Banqiao River. Rrshibu River Daxingji downstream. Monitoring time: once every day continually for three days from June 15 to 17, 2009. 5.2 Underground Water Environment Monitoring Parameters: pH, fluoride, total hardness, cyanide, Hg, Cu, As, total coliform group and bacterial count. Monitoring Location: 1 background well, 50m upstream of Nanfei River; 1 diffusion well respectively at 30 m downstream of Nanfei River and 30m south of Qingxi Road; 1 monitoring well for the underground water well within the site; Monitoring time: sampling once at each monitoring point on June 8, 2009.

5.3 Leachate environment

Monitoring Parameters: COD, BOD5, NH3-N, TP, SS, Hg, Pb, As, Cd. Monitoring Location: leachate regulating tank. Monitoring time: sampling once on June 9, 2009.

5.4 Atmospheric Environment

1 Construction Dust Monitoring Parameters: TSP. Monitoring Location: atmosphere environment sensitive point near Wangtang Sewage Treatment Plant Phase II, work site camp of Chaohu Lake Bank Comprehensive Control Project. Monitoring time: TSP sampling for at least 45 minutes per hour, at least 12h per day continually for three days from June 8 to 10, 2009. 2. Air Odor at the Sediment Dumping Yard

In comparison with the first and second environmental monitoring reports, the water quality of Nanfei River is considered to be remaining at a stable level. 3. The leachate collection system of Qingxi Road Municipal Solid Waste Landfill consists of a leachate collection well, a leachate collection pipeline and a leachate regulating tank. In low-lying areas of the Landfill, the leachate collection wells are set up every 1000m and are connected by HDPE pipes to the leachate regulating tank for discharging into the Wangtang Wastewater Treatment Plant. According to the relevant stipulations of the Municipal Solid Waste Landfill Pollution Control Standard (GB16889-2008), where the existing the municipal waste landfill cannot meet the water pollutant concentration limit requirement specified in Table 2 but can satisfy the

Hefei Municipal Research Institute of Environmental Protection 21 Hefei Urban Environment Improvement Project under ADB Loan External Environment Monitoring Report following conditions, the leachate can be shipped to the municipal secondary wastewater treatment plant for treatment: (1) With the leachate treated at the landfill, the concentration of such pollutants as Total Hg, Total Cd, Total Cr, Cr (VI), Total As and Total Pb reaches the concentration limit specified in Table 2; (2) The leachate total treated daily by the city secondary wastewater treatment plant does not exceed the wastewater treatment volume by 0.5% and the rated wastewater treatment capacity of the city secondary wastewater treatment plant; (3) The leachate of municipal waste should be all discharged to the city secondary wastewater treatment plant; (4) Without affecting the wastewater treatment ability of the city secondary sewage treatment plant. From the findings in Table 7-5, it is clear that the leachate quality after pretreatment in the leachate regulating tank at the landfill site is sufficiently comply with Table 2 of the Municipal Solid Waste Landfill Pollution Control Standards (GB16889-2008) and thus the leachate can be be discharged to the Wangtang Wastewater Treatment Plant for treatment.

According to the findings from the environmental; noise monitoring in Table 7-8, it is observed that the major sensitive points involved in the Project all meet the Environmental quality standard for noise (GB3096-2008): Class 1 and 2 Standards. This indicates that during the construction, the Project has undertaken successful environment management measures to ensure the noise at the work site boundary is lower than the specified limit, with no major impact on surrounding noise sensitive locations.

8. Conclusions and Recommendation

Conclusions: As shown in the above report, the Project has implemented the relevant environment management measures proposed in the environment impact report of the Project and given appropriate consideration to the possible unfavorable impacts on the environment that may occur during construction. According to the findings of the external environment monitoring undertaken to inform this report, the Project has undertaken relevant measures to minimize the risk of any potentially unfavorable impacts on the environment. The external environment monitoring report concludes the following: 1. Relevant environmental measures have been undertaken for the waste water produced as a direct result of construction. The construction at Sili River and Banqiao River has been basically completed. After taking relevant environmental management measures, the water quality of Sili River and Banqiao River has been improved downstream of the construction site. However the two rivers are still exceeding the standards on a number of parameters. Parameters on which the water quality is failing are COD, BOD5 and NH3-N respectively. 2. At Qingxi Road Landfill, the leachate of municipal solid waste is treated in the leachate regulating pool. With the concentration of pollutants such as heavy metal complying with the standard, the leachate is shipped in a closed container to Wangtang Wastewater Treatment Plant for treatment, thus effectively preventing leachate from solid waste from entering Nanfei River and causing pollution of Nanfei River. The water quality of Nanfei River has subsequently improved. 3. The landfill gas pipeline and combustion system has been completed, with the relevant environment management measures undertaken at the Project’s work sites. The Comprehensive Renovation Project of Qingxi Road Landfill has passed the relevant acceptance checks. 4. During construction, the Project has carried out relevant environmental management measures and ensured that the noise of the work site is lower than the maximum acceptable amount.

5.The works have been basically completed according to the project scheduling. However, the Ershibu River Comprehensive Control Work is progressing more slowly than expected. Recommendations: 1. The contractors should continue to carry out EHS mangement to help reduce the impact of the Project on the surrounding environment. 2. The contractors should continue to strictly adhere to the Project’s environment management plan and measures to reduce the adverse environmental impact of wastewater, dust and mechanical noise during construction; 3. Strengthen the training for the contractors’ personnel for environmental impact management in order to enhance their awareness of the need for environmental impact management. This will help ensure the safe and orderly completion of the Project.
