sustainability Article Planning for Railway Station Network Sustainability Based on Node–Place Analysis of Local Stations Joon-Seok Kim and Nina Shin * College of Business Administration, Sejong University, Seoul 05006, Korea; [email protected] * Correspondence: [email protected] Abstract: We principally focus on evaluating the local and entire network performance of railway stations for sustainable logistics management in South Korea. Specifically, we aim to address the issue of dealing with vulnerability in logistics dependent on the degree of connectivity. To resolve this issue, we investigate (i) the current level of local railway station sustainability performance from the perspectives of the value of the station (node) and the geographical location (place), and (ii) how railway station network management can prepare for imminent internal and external risks. Integrating node–place analysis and social network analysis approaches, we demonstrate a means of assessing (i) local railway station performance by comparing how one station’s value differs from that of other stations, and (ii) overall railway network performance by measuring the degree of connectivity based on the centrality characteristics. Consequently, we recommend improvement in planning orders considering the degree of local performance and network vulnerability for railway station network sustainability. Introduction of Rapid Urban Railway System -Construction of Subway Line 9 Introduction of Rapid Urban Railway System - Construction of Subway Line 9 Written by: Seoul Institute Dr. Seung-Jun Kim & Dr. Joon-Ho Ko Policy Area: Urban Railway (Metro) Background of Construction of Subway Line 9 Since the 1950s, the population of Seoul has undergone such explosive growth, that it rose by 630% by 1990. Even in the early 1990s, the population continued to increase. Though the 2nd phase of construction of subway lines was in progress at that time, the need to carry on the 3rd phase of construction was raised for the first time in 1991, because of this explosive growth. In November 1993, a basic plan for the 5 subway lines including new construction of subway line 9~12 and the extension of subway line 3 was announced. At that time, the transport share of the subway lines was 32%. The goal of the basic plan was to raise the transport share to 75% after completion of the 3rd phase of construction of subway lines. The 1995 explosion accident that occurred in the Daegu subway1 caused all subway lines under construction or on the plan list to go through reevaluation of their plans or adjustment of construction periods before construction could be started or resumed, according to the government policies. This caused the completion of the 2nd phase of construction to be delayed. The start of the 3rd phase of construction was scheduled in 1996, but was postponed to 1998 or later because the policy on financing method could not be established in time. -

Recently, and without controversy, the disaster management paradigm has shifted from disaster relief to disaster preparedness, risk mitigation, and vulnerability reduction. This study examines case studies in an effort to document the integral roles that direct victims and their families have played in disaster preparedness. The success of the Foundation for Disaster Preparation, established by survivors of disasters, is analyzed through a framework using media interviews. The results of this study demonstrate that disaster survivors and bereaved families play significant roles as primary agents in the effective management of various regeneration projects as well as in the strengthening of resilience after disasters. As the case studies show, legitimate disaster victims are more informed concerning the requirements for disaster management because they have experienced first-hand the trauma caused by a disaster and its aftermath. These subdivided activities are expected to provide assistance by characteristics of local governments, types of disasters, and targets. -
