This is to inform you of the Postal Service's decision to consolidate all originating operations, except Priority Mail, from the Flint, Michigan Processing and Distribution Center (P&DC) to the Michigan MetroPlex, Michigan P&DC.

On May 8, 2006, you were advised of our intent to conduct an Area Mail Processing (AMP) feasibility study. After review, it was decided that this consolidation is in the best interest of the Postal Service. Implementation of the Flint AMP is expected to be completed by October 2009. Enclosed, per your request is a copy of the completed study.

The Postal Service must continually look to improve productivity and increase efficiency while maintaining excellent service. The decline in mail volume and revenues due to the economic downturn has only heightened the need for such improvements. The consolidation of operations from the Flint P&DC to the Michigan MetroPlex P&DC will allow us to accomplish this goal by making better use of excess space, staffing, and equipment, and to process mail more efficiently.

It is projected that this consolidation will result in significant savings for the Postal Service. Some affected career employees may be reassigned to the Michigan MetroPlex P&DC or to other vacant positions. Reassignments wiil be made in accordance with the collective bargaining agreement.

1. BACKGROUND The Flint P&De is a USPS owned facility that processBS all Originating and Destinatingmail for the 484-485 ZIP Code range. Along with mall processing operations, the building housesa retail unit and a Business Mail Entry Unit (BMEU). There is also on site a vehicle MaintenanceFacility (VMF) in a separate bUilding. The Flint P&De is located approximately 38 miles from the Michigan Metroplex P&DC in Pontiac, MI.

For the time periodused for the baselineAMP data (JUly 1, 2007- June 30, 2008), the Function 1 processing for the 480 SCEand 483 SCEconsisted of four main mail processingfacilities. The Royal Oak P&De was in a USPS owned building that housed letter mail OJ)el"atloM including operationsassociatedwith collection mail. The Troy Automation Facility (TAF) was a leasedfacility that housedflat and parcel operationsand the P&DCadministrativeoffices. DDC1 had a total of 21 DBCS machinesand 6 docks. DDC2had a total of 18 DBCS machines and 7 docks. Both DOC's were leasedfacilities. Mail processing operationsalso took place at the Southfield and UticalSteriing Associate OffIces(LOC 41). Mail processingoperationsfrom these six locationswere consolidatedinto the new Mktligan MetroplexP&DC loealed In the city of Pontiac, Ml in summer and fall of 2008 (Which is after the period usedfor current baselinedata). Data for the baselinetimeframe was not from the four most recent quartel'8to avoid splitting the baselinetimeframe betweenthe old facilities and new one.

An originatingAMP of all products except Priority Mail is proposed. The total FHP to be transferred(average daily volume) is 294,892 pieces.

The MichiganMetroplex P&DCwiiJ continueto send originating Priorityand Expt8S$ Malt to the Detroit PriorityMail Centerforprocessing,as they Currently do. The Flfnt P&DC will continue to keep originating Priority and process as current Flint's ExpressMail will also remain at the Flint P&DC since It flies out of Bishop IntemaUonal Airport in Flint. The FlintP&ce will send its RegistryMail and CFS mail to the MichiganMetroplex.

3. CUSTOMER SERVICE CONSIDERATIONS The proposed AM~ would result in an overall improvement in servIcefor FirstClass Mail. The service standardfor FirstClaGG Mallgoingfrom Flint484-4135 10 RoyalOak 480, 483wouldgo from lwo day to one dayand mailgoingfrom RoyalOak 480,483 to Flint484-465 would go from twoday to oneday. Mailgoing from Film484-485 to Saginaw 486-487 would go from one day 10twoday. TI1I& Is net improvement of 35,044 pieces per day.

VIhlile the 'Service Standards Impacf' tab in the Flint AMP workbook shows upgrades and downgrades to Priority Mall service, we do not intend to change, as a resutt of the AMI?, the current method or location for processing Flinfs originating Priority. It will remain at the Flint P&DC for now. The Michigan Metroplex does not process its own originating Priority Mall (it is done by the Detroit priority Mail Center), so it doesn't make sense to send Flint's originating priority to the Michigan Metroplex. In the future wewill re-vlslt, separate and Independent from the AMP, the feasibility of sending Flint's originating Priority directly to the Detroit Priority Mall Center.

There will be no changes to the Retail or BMEU units et either facility as a result of the AMP.

The l201 Labeling List for entry zip codes 484, 485 will be labeled as OMX METROPLEX MI4SO.

5. STAFFING IMPACTS Movement of mail will have an Impact on staffing and will require movement of personnel. A total of 35 FTE Function 1 positions at the Flint P&DC will be affected by implementation of the AMP withan increase of 23 FTe Function 1 positions at the Michigan Metroplex P&DC. This is a net decrease of 12 FTE mall processing positions.

There will not be an impact to Function 3A staffing since Rlnt does not have PVS service (LOC 34). Five (5) FTE Function 36 positions at the Flint P&OC will be impacted by the AMP. The Michigan Metroplex P&DC would not increase. This Is a net decrease of 5 FTE In Maintenance. (Savings in MPE Maintenance, Custodial & Training.)

The net change to aU craft staffing is 8 reduction of 17 FTE positions.The proposed AMP will also result in a net reduction of 2 EAS supervisory positions.

6. EQUIPMENT RELOCATION AND MAINTENANCE IMPACTS Two DBCS·OSS machines and one ClOSS machine will be transferred from the Flint paDe to the Michigan Metroplex P&DG. The Flint P&DC Will receive three regular DBCS rnecnnee from the Melroplex P&DC to replace the lost equipment. One LMlM will also move from the Flint P&DC to the Michigan Metroplex. The cost to relocate needed equipmentis $47,775.

The two AFCs/OCR (with 80S and VFS) at Flint P&De will no longer be utilized by either facility. The expense associatedwith relocating the excess equipment Is not Included in the AMP.

The Melroplex DAR allocates $141,800 for Flint P&De equipment relocation costs. The equipment relocation costs in the FlintAMP workbook have not been reduced to account for this DAR allocation.

Maintenanceannual labor savings of $420,757 8Ct'OSS LDC 38, LOC 38, and LOe 93 will be realit.ed at the Flint P&DG. The Michigan Metroplex will add $2,366 In cost to lOC 93. The net Maintenancelabor savings is $418,391.

7. TRANSPORTATION CHANGES The Flint P&OC will serve as the lransportation hub for all collection trips. A portion of the Tour 3 work hours were left in dock operation 210 to account for the consolidation and cross-docklngoperation In FDnt.

8.OTHER POTENTIAL COST SAVINGS The Flint P&OCcurrently uses the Fort Wayne REC while the Michigan Melroplex P&nC utilizes the Salt lake City REC. It is assumed that letter and flat images from the Flint P&nc would be processed by the Salt lake City REC underthe proposed AMP.

9. MICHIGAN METR9PLEX CONSQUQATION DAR IMPACTS Priorto the AMP occurring the following four Function 1 facilities wereconsolidated into one building, the Michigan MetroplexP&DC. The facilities were the Royal Oak P&Oe (Bellinghambuilding), Troy Automation Facility (TAF), DDC­ 1 (BOSH), DDG-2(Indusco Building). As stated in the DAR, this consolidationwasestimated to result in an annual savings of 65,077 work hours. In the AMP workbook, the Michigan MetroplQ1( base has not been adjusted to account for the reduction In Function 1 hours (65,On hours) or complement (37 FTE) associated with the consolidation. Eventsoutside the scope & timeline of the AMP are not included in the base of the AMP workbook.

While not explicitly addressed In the OAR for the Michigan Metroplex P&DG, demand for Powered Industrial Vehicle (PIV) operations in the new Michigan Melrop!ex Is much greater than in the previous Royal Oak P&DC. This increase Indemand Is not reflected in the gaining site base work hours used for the AMP study. The base work hours for the gaining site is from the time period d July 1, 2007 to June 30, 2008. Duringthis time period the gaining site was locatedat the RoyalOak P&CC. The Royal Oak P&DC was a collection offour smaller buildings in which the distance from the machinesto the dock was relatively short. Relatively few work hours were spent transporting mail and those hours were not logged to Operation 229 and 230 because the method of transport was walking. The Michigan Metroplex P&DC, however, 1$a single large buJlcling where a long distance separates the machines and the dock. The greater distancerequires a different method of transport - l.e. Powered IndustrialVehicles. The additional work hours due to InCl8ased PIVoperalioos in the Metroplex is estimated to be 17,161 per year although this was nol included as a flow adjustmentin the AMP wotkbook.

10. MICHIGAN METROPLEX MATERIAL HANDUNG DAR IMPACTS The new Michigan Metroplex building has an extensive material handling system. The system was sized, designed, and built to accommodatethe mall volumes from all Function 1 facilities In Southeast Michigan PerformanceCluster and the proposed collection volumes from the Flnt P&OC. As staled In the DAR, the expected annual work hour savings is 132,112. In the AMP workbook the Michigan Metroplex base has not been reduced to account for these savl~s in work hours or compJemenl Events outside the scope & timellne of the AMP are not included In the base of the AMP wotkbook.

11. EXISTING SATURDAy AMP IMPACT During thetimeframe of the AMP study (July 1, 2007 to June 30, 2008) the Frlot P&OCprocessed its originating cancellation mail 6 days per week.

12. FUNCTION 4 CPS IMPACTS For the time period used for the baseline AMP data (July 1, 2007 - June 30, 2008), some Southeast Michigan District CPS zones were processed on OBCS machines at two Associate Offices, the Southfield Post Office and the UticalSterling Heights Post Office. Other Southeast Michigan DistrictCPS zones were processed on csees machines In three other As$ociate Offices. The Michigan Metroplex currently precesses all of these DPS acnee but base volume and work hours in the AMP workbook were not adjusted for these LDC 41 operations.

13. MICHIGAN METROPLEX DAR I EXPANS'ON OR RENOyATION The DAR for the Michigan Metroplex P&OC was approved by the Board of Governors. There are no expansion or renovation projects associated with this AMP. One-time demolition costs of $66,060 for the 010 Barney J DPRC system at the Flint P&DC are included,
