Education Pack Women’s Suffrage in the Isle of Man Contact Details: [email protected] 01624 685520 1 Introduction from the President of Tynwald It is still not widely known that the Isle of Man was the first place in the world where women could vote in a national election. In 2018 the United Kingdom is celebrating the 100th anniversary of women’s suffrage, when women householders, leaseholders, and graduates over the age of 30 were given the right to vote in elections to the House of Commons. By 1918, women householders in the Isle of Man had been able to vote in elections to the House of Keys for 37 years, and women leaseholders had been able to for 26 years. A year later, in 1919, all women resident in the Isle of Man would be given both the vote and the right to stand for election, regardless of their property status. Unlike in the United Kingdom, there was no mass campaigning of the sort organised by the suffragettes. Instead, it appears to have been largely the work and initiative of individuals such as Richard Sherwood MHK, who worked to secure votes for women in the 19th century, and William Crennell MHK, whose efforts achieved universal adult suffrage in the early 20th century. These men were, however, undoubtedly supported in their mission by women and other allies, The Hon Steve Rodan BSc (Hons) whose names and deeds have sadly not been recorded. DIRECTOR Dr Carmel McLaughlin Communications Commission Oaseirys Çhellinsh Director Dr Carmel McLaughlin Response to Ofcom’s Second Public Service Broadcasting Review Phase Two: Preparing for the digital future 4 December 2008 1. Executive Summary The Communications Commission welcomes this opportunity to respond to Ofcom’s Second Public Service Broadcasting Review. The review contained the proposal to merge Border and Tyne Tees news but with separate 15-minute sequences in the main weekday programme for viewers in the Border and Tyne Tees areas and separate late-evening bulletins which would directly affect the Isle of Man (Section 7 and Annex 1 of Ofcom’s review). Following publication of Ofcom’s review, the Commission conducted a public consultation inviting views on proposals to change ITV’s regional news coverage. The issue was reported and debated on the radio, internet and in the Island’s newspapers. In total we received 120 responses from Members of Tynwald, Government Departments, Statutory Boards, Parish Commissioners, Women’s Institutes, Manx Radio and other organisations and individuals from across the Island. The Commission thanks everyone who took time to respond to the consultation and for their considered responses. This submission summarises the responses to the consultation. The Commission, Tynwald and the great majority of respondents to our consultation are of the opinion that viewers and the Island would be better served by the Island’s transmitters switching to ITV Granada rather than being part of the Border/Tyne Tees proposal. The Isle of Man while not part of UK has cultural, economic and social links with the North West of England rather than Border and the North East of England. -

DOUGLAS EAST Quintin Gill House of Keys General Election Thursday 22nd September 2016 WE NEED POLITICIANS WITH COMMITMENT, INDEPENDENCE AND EXPERIENCE 2 The General Election on 22nd September is your chance to cast your vote for MHKs to represent you, your family, friends, neighbours and everyone in our community across the Island. It will be an important election as the Isle of Man faces some pressing challenges and serious threats. I believe that more than ever we need politicians with the vision, skills and commitment to make many overdue and very necessary changes in our Parliamentary and Governmental systems. A further five years of the same attitudes and behaviours will further damage the Isle of Man – possibly irreparably. YOUR DECISION WHO YOU VOTE FOR IS THEREFORE CRUCIAL . EXPERIENCED, INDEPENDENT, COMMITTED 3 The comment I have heard most over the past few years, and certainly since canvassing homes and businesses across the constituency, is one of frustration with, and criticism about, the Government. Certainly the Government has been weak, inconsistent, secretive and arrogant but frankly they have been largely allowed to get away with this as the rest of Tynwald Members have failed to hold them to account, let alone present a coherent and positive opposition. All our new MHKs need to have the courage, character and experience to understand what their new role really is. They will then need to act to make the necessary overdue decisions to turn around the fortunes and future of the Isle of Man. With several long-serving politicians retiring it is more important than ever that we have politicians with the necessary experience to understand and undertake their roles fully and immediately. -

Tribute to former Member, Mr Martyn Quayle The President: Hon. Members, as we prepare to meet the challenges of the future, we now pause to remember the life and work of one who joined in accepting the challenges of the past, Martyn Quayle, former Member for Middle, our colleague and friend, who died on 26th August. I call upon the Hon. Member of Council, Mr Anderson. Mr Anderson: Thank you, Mr President, for the opportunity to pay tribute to George Martyn Quayle, who has tragically passed away since the last sitting of this Hon. Court. I know Mr Speaker has paid tribute in another place, but as being a Member of Tynwald was something he was especially proud of, it is fitting we should add a tribute in Tynwald Court today. Martyn was the youngest of three sons of George and Elaine Quayle, of the well-known farming family of Glenlough, Marown. Being the third son, he decided on a life in the Civil Service, but after a short time he went to work for the Isle of Man Farmers, at that time, the largest agricultural merchant on the Island, serving under Arnold Callin, then a Member of Tynwald, who no doubt cultivated Martyn’s already active political interest. In 1986, he succeeded Arnold Callin as general manager. Throughout his youth, he was a keen and active member of the Young Farmers’ movement and became chair of the Isle of Man Federation of Young Farmers and represented the Island at off- Island events. These started a lifelong involvement with the Young Farmers Ambassadors’ movement, with an exchange visit to an Austrian farming family, who became Martyn’s extended family. -

The minutes of Lezayre Parish Commissioners Meeting held on Thursday 7th November 2019, at 7.00pm, The Community Hall, Clenagh Road, Sulby, Lezayre. Members present: Mr. A D Radcliffe (Chairman), Mrs. V A Quane (Vice Chairman), Mr K Brew, Mrs V Radcliffe and Mr J Teare. Mrs M Rimmer the Clerk took the minutes. There were no members of the public and no members of the press in attendance. The minutes of the previous meeting held on the Thursday 3rd October 2019, having being circulated, were taken as read and signed as a correct record by the Chairman. Matters arising from the minutes The clerk advised that Mr Claque had still not provided a price to carry out work on the Memorial Bench at the hall. The clerk advised the members that the document presented by Minister Thomas on the Rates Modernisation at the meeting held at Ramsey Grammar School recently had been passed by Tynwald. The clerk advised the members that the email received last month in connection with Captain Miles Standish was from the ex MHK Anne Craine. Mrs Quane had sourced some information about Standish and suggested that an exhibition could be held in Lezayre Church. Mr Radcliffe proposed that Mrs Quane investigate this idea further and this matter would be discussed again in the New Year. Mrs Quane thanked Mr Brew for organising the flags when the Princess Royal drove through our Parish following her visit to the Park Hotel in Ramsey. The clerk advised that she had not received a reply from Alan Hardinge regarding the tree issue on the Kella Back Road. -
