Key figures and facts for investors Rural united territorial community (UTC) of Velykyi Kuchuriv is located 7 kilometers away from the regional center - Chernivtsi city and 18 kilometers away from the district center - Storozhynets city. Through the UTC goes the railroad (that was created in 1869), which connects Chernivtsi city with Suceava city (Republic of Romania). Also there are Chernivtsi-Hlyboka and Chernivtsi- Storozhynets motorways. The first election: 25 October 2015 Number of united councils: 3 Community center – village Velykyi Kuchuriv The area of united territorial community: 98,037 km2 Number of starosta's circuits: 2 Total population of the community: 14 344 people. village Velykyi Kuchuriv – 7 142 people; village Tysovets – 3 586 people; village Sniachiv – 1 653 people; village Glibochok – 233 people; village Godyliv – 1 730 people. Natural-geographical and climatic conditions United territorial community of Velykyi Kuchuriv shares borders with Chernivtsi city, united territorial communities of Volokа, Hlyboka and Storozhynets. Climate is moderate continental, mild, damp. Average temperature in January is -5,5°С, whereas in July is +16,5°С. Period with temperature more than +10°С ranges from 145 days. The major part of precipitation occurs in warm period of the year. Snow cover height is 28 cm. The community is located in the Carpathian agro-climatic area of vertical climatic zonation. Information about available land resources The total area, ha v. Velykyi Kuchuriv (including v. Godyliv), v. Sniachiv 3041.1 (including v. Glibochok), 3864.0 v. Tysovets, 2898.6 3. Education, health care, culture and leisure. On the territory of the united territorial community of Velykyi Kuchuriv operate: - 2 pre-school educational institutions, attended by 224 children; - 3 general educational establishments, attended by 1 114 children; - 1 educational or care institution, attended by 342 children. - 6 health-care institutions, with 9 doctors and 20 middle-level medical personnel; - 4 libraries, which employ 4 people; - 5 cultural centres, which employ 13 people. Workforce On the territory of the united territorial community of Velykyi Kuchuriv reside 14 344 people, of which 8 356 people are economically active population. The number of unemployed people is 5000. 5. Transport infrastructure Village Velykyi Kuchuriv as the administrative center of UTC is located 7 kilometers away from the regional center - Chernivtsi city and 18 kilometers away from the district center - Storozhynets city. UAH of own revenues (1.5 times more than during 2016 year). 8. Achievements of the community With the purpose of implementation of good conditions for provision of services to community members was made decisions concerning to reconstruction of old administration building and launching Administrative Service Centre on the ground floor. For this purpose were involved resources of state budget for infrastructure development (1,7 mln. UAH) and grant funds from German Corporation for International Cooperation (1,3 mln. UAH). During 2016 year on the development of medical institutions from rural budget were provided funds amounting to 2,35 mln. UAH. They were directed to major repairs of outpatient clinics of general practice of Rural territorial community of Velykyi Kuchuriv Investment passport family medicine of Velykyi Kuchuriv, Tysovets, Glibochok and acquisition of medical equipment. During 2016 year in the Community were carried out major repairs of gravel roads in Sniachiv and Glibochok, as well as roads in Velykyi Kuchuriv and Tysovets. Also the village council of Velykyi Kuchuriv adopted Program for the maintenance of public order in the community. According to this in 2016 year were allocated funds amounting to 200 thsd. UAH for street surveillance cameras acquisition. Among other projects implemented by the Community, it should also be noted: - project «Measures aimed at improving of medical services that provided for residents of human settlement in Velykyi Kuchuriv's united territorial community in Chernivtsi region» (Funding under the pilot project of German Corporation for International Cooperation «Supporting the decentralization reform in Ukraine»), - acquisition of computer equipment for Tysovets' сomprehensive school of I-II levels, - major repairs of Velykyi Kuchuriv's сomprehensive school of I-III levels, at the expense of subventions for the socio-economic development of territories, - public involvement in the planning of development directions, - Implementation for society the school of registrar/administrator, - renovation of old school to the new kindergarten «Perlynka», - major repairs of сomprehensive school of Sniachiv, improvement of the rural stadium (including the expense of infrastructure subventions) Rural territorial community of Velykyi Kuchuriv Investment passport Chapter II.     Vasyl BOTUSHANSKYY(Chernivtsi) THE SOURCES OF STATE ARCHIVES OF CHERNIVTSI REGION AS COMPONENT OF STUDIING THE EVENTS OF THE WORLD WAR I AT BUKOVYNA This article gives an overview of the sources of the State Archives of Chernivtsi region, including funds of the Austrian and Russian occupation administrations acting in Bukovina in 1914 - 1918, which recorded information about the events of World War I in the region and that can serve as sources for research of the history of these events. Keywords: Bucovina, archive, fund, information, military, troops, war, occupation, empire, requisition, refugees, internment, deportation. 1914 year - the year of the First World War, but not last, and a hundred years it was the most ambitious and bloody war, which is known to humanity, killed 10 million. The war engulfed vast areas of the world, first of all the leading countries of military-political blocs: the Triple (Germany and Austria-Hungary) and the Entente (Russia, Great Britain and France). Report of the Committee of Experts on the Charter B. Recommendation of the Committee of Ministers of the Council of Europe on the application of the Charter by Ukraine The European Charter for Regional or Minority Languages provides for a control mechanism to evaluate how the Charter is applied in a State Party with a view to, where necessary, making recommendations for improving its language legislation, policy and practices. The central element of this procedure is the Committee of Experts, set up under Article 17 of the Charter. Its principal purpose is to report to the Committee of Ministers on its evaluation of compliance by a Party with its undertakings, to examine the real situation of regional or minority languages in the State and, where appropriate, to encourage the Party to gradually reach a higher level of commitment. To facilitate this task, the Committee of Ministers adopted, in accordance with Article 15, paragraph1, an outline for periodical reports that a Party is required to submit to the Secretary General. The report should be made public by the State. This outline requires the State to give an account of the concrete application of the Charter, the general policy for the languages protected under Part II and, in more precise terms, all measures that have been taken in application of the provisions chosen for each language protected under Part III of the Charter. The Committee of Experts’ first task is therefore to examine the information contained in the periodical report for all the relevant regional or minority languages on the territory of the State concerned.

    THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION of 1 November 2018, No 1300 MOSCOW On Measures to Implement Decree of the President of the Russian Federation of 22 October 2018, No 592 Pursuant to the Decree of the President of the Russian Federation of 22 October 2018, No 592, On Application of Special Economic Measures in Connection with Unfriendly Acts of Ukraine Against Citizens and Legal Entities of the Russian Federation and in response to unfriendly acts of Ukraine performed contrary to international law to introduce restrictive measures against citizens and legal entities of the Russian Federation, the Government of the Russian Federation resolves: 1. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.

    SUMMARY of Local and Regional Development Policies in Ukraine Implementation period: October 2019 - December 2019 Prepared by: Yehor Kyian, Ihor Petrenko December 2019 ABOUT THE PROJECT The current summary was developed within the project "Promoting transparency and implementation of anti-corruption measures in state-owned enterprises and local governments in Ukraine". The initiative is being implemented by the International Centre for Policy Studies (ICPS) in partnership with the Institute for Economic and Social Reforms in Slovakia (INEKO) and is financially supported by the Official Development Assistance of the Slovak Republic (SlovakAid). The project aims to improve the efficiency of the state administration, self- government and civil society in the area of creation and oversight of regional policies, administration of state-owned enterprises, and monitoring of budgets and information openness of local authorities in Ukraine. The publication represents the fourth and final edition of the series of assessment of policies at the local and regional level, implemented in October 2019 - December 20191. Altogether, 26 regulations were gathered and ranked on a quarterly basis at the end of the project. The main objective of the initiative is to improve the quality of regional and/or municipal regulation and legislation through publishing a regular expert assessment of the socio-economic measures proposed or implemented by local governments in Ukraine. The purpose of the evaluation is to describe practices that can be transferred to other localities as well. The policies included in the current summary were identified and analyzed with the support of Evaluation Council experts that were selected by the International Centre for Policy Studies on the basis of their experience.
