“The Negroes’ Temporary Farewell” JIM CROW AND THE EXCLUSION OF AFRICAN AMERICANS FROM CONGRESS, 1887–1929 On December 5, 1887, for the first time in almost two decades, Congress convened without an African-American Member. “All the men who stood up in awkward squads to be sworn in on Monday had white faces,” noted a correspondent for the Philadelphia Record of the Members who took the oath of office on the House Floor. “The negro is not only out of Congress, he is practically out of politics.”1 Though three black men served in the next Congress (51st, 1889–1891), the number of African Americans serving on Capitol Hill diminished significantly as the congressional focus on racial equality faded. Only five African Americans were elected to the House in the next decade: Henry Cheatham and George White of North Carolina, Thomas Miller and George Murray of South Carolina, and John M. Langston of Virginia. But despite their isolation, these men sought to represent the interests of all African Americans. Like their predecessors, they confronted violent and contested elections, difficulty procuring desirable committee assignments, and an inability to pass their legislative initiatives. Moreover, these black Members faced further impediments in the form of legalized segregation and disfranchisement, general disinterest in progressive racial legislation, and the increasing power of southern conservatives in Congress. John M. Langston took his seat in Congress after contesting the election results in his district. One of the first African Americans in the nation elected to public office, he was clerk of the Brownhelm (Ohio) Townshipn i 1855. -

Background Increased Incidence of Nomination Proposals: Based on publicly reported information published by Activist Insight,[1] during 2012, activist shareholders threatened to initiate or initiated 58 director election proposals, and in 45 of them, succeeded in electing at least one director either in an election contest or by agreement with the target’s board. Meanwhile, during the first quarter of 2013, activist shareholders are reported by Activist Insight[2] to have threatened to initiate or initiated 36 director election proposals, and in an election contest or by agreement, succeeded in electing at least one director in 13 of them. By way of comparison, in the first quarter of 2012, activist shareholders threatened to initiate or initiated only 18 director election proposals. Reaction of Investment Community: Moreover, the activist call for adding shareholder- sponsored directors, typically less than a majority, to public company boards is receiving increasing support in the investment community. Need for Proactive Board Assessment: With short-slate election contests by activist shareholders becoming an increasing risk and reality for public companies, incumbent boards should be taking a proactive approach to assessing the implications of this development and to determining what steps, if any, would be appropriate to take in response. -

Lynn: Preserving the White Man’s Republic: The Democratic Party and the Transformation of American Conservatism, 1847-1860 (Under the direction of Harry L. Watson) In the late 1840s and 1850s, the American Democratic party redefined itself as “conservative.” Yet Democrats’ preexisting dedication to majoritarian democracy, liberal individualism, and white supremacy had not changed. Democrats believed that “fanatical” reformers, who opposed slavery and advanced the rights of African Americans and women, imperiled the white man’s republic they had crafted in the early 1800s. There were no more abstract notions of freedom to boundlessly unfold; there was only the existing liberty of white men to conserve. Democrats therefore recast democracy, previously a progressive means to expand rights, as a way for local majorities to police racial and gender boundaries. In the process, they reinvigorated American conservatism by placing it on a foundation of majoritarian democracy. Empowering white men to democratically govern all other Americans, Democrats contended, would preserve their prerogatives. With the policy of “popular sovereignty,” for instance, Democrats left slavery’s expansion to territorial settlers’ democratic decision-making. -
Michels's Iron Law of Oligarchy
MICHELS’S IRON LAW OF OLIGARCHY Robert Michels ( 1876– 1936), was a young historian who had been unable to get a job in the German university system, despite the recommendation of Max Weber, because he was a member of the Social Democrats. Michels had participated extensively in party activities and had come to the conclusion that the Socialists did not live up to their own ideals. Although the party advocated democracy, it was not internally democratic itself. The revolutionary Marxism of the speeches at conventions and on the floor of the Reichstag was just a way of whipping up support among the workers, while the party leaders built a bureaucratic trade union and party machine to provide sinecures for themselves. Michels’s analysis appeared in 1911 in a book called Political Parties. The phenomenon of party oligarchy was quite general, stated Michels; if internal democracy could not be found in an organization that was avowedly democratic, it would certainly not exist in parties which did not claim to be democratic. This principle was called the Iron Law of Oligarchy, and it constitutes one of the great generalizations about the functioning of mass‐ membership organizations, as subsequent research has borne out. The Iron Law of Oligarchy works as follows: First of all, there is always a rather small number of persons in the organization who actually make decisions, even if the authority is formally vested in the body of the membership at large. The reason for this is purely functional and will be obvious to anyone who has attended a public meeting or even a large committee session. -
