Each volume of the series has been prepared by leading international scholars representing one of the research committees of IPSA. This volume is one of the four final volumes in this book series, all published in July, 2012, just prior to the Madrid IPSA triennial World Con- gress. The series consists of 12 volumes in all, published between 2004 and 2012. “The World of Political Science” series is designed to fulfill several dif- ferent objectives. First, it is international in scope, and includes contributors from all major global geographic regions. Second, each volume provides an up-to-date overview of a specific sub-discipline of political science. Third, al- though prepared by leading academic specialists, its volumes are written in a manner accessible both to students of that field and those who wish to learn more about it. Fourth, the books are meant to offer both a state-of-the-art overview of the sub-fields and an explanation of how they have evolved into what they are today. Thus they serve as part of a broader objective of evaluat- ing the current state of development of political science. Fifth, on the basis of their evaluations, the volume editors and authors have made proposals for the future progress and improvement of each sub-field, and also for the discipline as a whole. This eleventh volume in the series was authored primarily by members of IPSA RC 10 (Electronic Democracy). It is a book that is both very current and futuristic in its relevance for the systematic study of politics. It summa- rizes and evaluates the comparative impact of the Internet and social media on evolving global political democratic trends. Its editor, Norbert Kersting, offers as its principal argument that “the development and proliferation of the Internet has inspired not only techno-utopians, but also activists, academics, and political philosophers in recent political debates.” It explores general electronic trends and developments in the social and political spheres, and considers whether and how the main challenges to democracy in this new 8 Foreword millennium may be related to these new information and communication technologies. It also evaluates whether the problems associated with these new developments can be attributed to the electronic technologies, and whether they can also be solved by them. The book encompasses several major themes in the current debate about electronic media, including the role played by social networks in political mobilization during the Arab Spring of 2011-2012 (Norris); the range of so- cial networks and participatory, user-generated webs (Abbott); the impact of electronic campaigning on political elections, civil society protests such as the Occupy Movement in the US and globally in 2011; political party com- munication with the public and campaigning (Roemmele); techniques of face-to-face participation and open government (Wojcik); electronic voting (Hall); and so-called Voting Advice Applications or VAAs (Ladner/Fivaz). The editor concludes that “although hardly predictable”, electronic democ- racy has already produced 1) enhanced political transparency, 2) greater use of Internet voting; 3) increasingly blended online and offline political partici- pation; 4) a more hybrid form of democratic participation involving direct, dialogical and representative democratic forms; 5) a more open and transpar- ent form of e-innovation; and 6) an amalgamation of new and different in- formation and communication functions. A special thanks is owed to Barbara Budrich and her staff for their will- ingness to produce this volume in an amazingly short period of time, without sacrificing its publishing quality. Democratic participation can be enhanced by electronic channels for information processing, communication and transaction. Through electronic devices these features are also becoming increasingly integrated. From the PC in the parlour, for example, the citizen may get information about local and international politics, discuss political matters with fellow citizens or with council members, and, when his/her mind is made up, (perhaps) cast a vote for the party or candidate of his/her choice. Educators must ask themselves, what kind of citizen are we helping to create? As the world becomes increasingly digital, one must also examine how students are being prepared to be digital citizens. The following reflection on digital democracy will draw connections between the practices of educating a democratic citizenry and the current deficits of digital citizenship education. It will seek to inspire those teaching digital citizenship to expand their narrow lens in order to create a more participatory and analytic digital citizen. In What Kind of Citizen? The Politics of Educating Democracy, Joel Westheimer and Joseph Kahne identify three categories of citizenship. The authors describe: personally responsible citizens, participatory citizens, and justice oriented citizens. Arguably the lowest level of citizenship, personally responsible citizens are only concerned and engaged at the individual level. Personally responsible citizens are described as hardworking, honest, and moral. They might demonstrate citizenship by, “picking up litter, giving blood, recycling, obeying laws, and staying out of debt” (Westheimer & Kahne, 2004, p. 39). In contrast, a participatory citizen is a more collaborative and active member of society. Participatory citizens “engage in collective, community-based efforts” (Westheimer & Kahne, 2004, p. 39); they readily participate in government and community organizations. The last category of citizenship is justice-oriented.

No other figure speaks with the reach, range, or authority of the President. The President speaks to the entire population, about the full range of domestic and international issues we collectively confront, and on behalf of the country to the rest of the world. Speech is also a key tool of presidential governance: For at least a century, Presidents have used the bully pulpit to augment their existing constitutional and statutory authorities. But what sort of impact, if any, should presidential speech have in court, if that speech is plausibly related to the subject matter of a pending case? Curiously, neither judges nor scholars have grappled with that question in any sustained way, though citations to presidential speech appear with some frequency in judicial opinions. Some of the time, these citations are no more than passing references. Other times, presidential statements play a significant role in judicial assessments of the meaning, lawfulness, or constitutionality of either legislation or executive action. This Article is the first systematic examination of presidential speech in the courts. Drawing on a number of cases in both the Supreme Court and the lower federal courts, I first identify the primary modes of judicial reliance on presidential speech. I next ask what light the law of evidence, principles of deference, and internal executive branch dynamics can shed on judicial treatment of presidential speech.

Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament.     The Open Internet What it is, and how to avoid mistaking it for something else. SEPTEMBER 2014 Introduction1 It is not by chance that we have enjoyed the extraordinary success of the Internet as a global engine of economic, political, cultural, and social progress. Fundamental principles embedded in the architecture of the Internet as a collaboration among designers, builders, providers, and users led directly to this success. Sustaining it will require a commitment by today’s policy makers to understand and respect those principles—not because they are honored by time or tradition, but because they confer tangible present and future benefits. The term "Open Internet" has been used so often and so freely that everyone knows what it means—or thinks they know what it means, and assumes that everyone else means the same thing when they use it. After all, the core enabling principle of the Internet as a system that includes users, applications, and infrastructure is openness, which infuses every aspect of the modern Internet—technical, economic, political, and social. But depending on the context in which it is used, the word open conveys different meanings, particularly when subtle (or not–so–subtle) variations are introduced by translation from one language to another; and because “openness” has become an important issue in many Internet political debates, defining what it means has become part of those debates. As is usually the case when people understand the terms and concepts of a debate differently, it will be difficult for us to resolve important issues of Internet policy until we reconcile our different understandings of open and openness in principle and in practice.

The recent protests and public reaction to George Floyd’s murder are a testament to many individu- als’ deep commitment to renewing the founding ideals of the republic. But there is another, more dangerous, side to this debate—one that seeks to rehabilitate toxic political notions of racial superiority, stokes fear of immigrants and minorities to inflame grievances for political ends, and attempts to build a notion of an embat- tled white majority which has to defend its power by any means necessary. These notions, once the preserve of fringe white nationalist groups, have increasingly infiltrated the mainstream of American political and cultural discussion, with poi- sonous results. For a starting point, one must look no further than President Donald Trump’s senior adviser for policy and chief speechwriter, Stephen Miller. In December 2019, the Southern Poverty Law Center’s Hatewatch published a cache of more than 900 emails2 Miller wrote to his contacts at Breitbart News before the 2016 presidential election.

    DESA Working Paper No. 163 ST/ESA/2020/DWP/163 JANUARY 2020 E-participation: a quick overview of recent qualitative trends Author: David Le Blanc ABSTRACT This paper briefly takes stock of two decades of e-participation initiatives based on a limited review of the academic literature. The purpose of the paper is to complement the results of the e-government Survey 2020. As such, the emphasis is on aspects that the e-government survey (based on analysis of e-government portals and on quantitative indicators) does not capture directly. Among those are the challenges faced by e-participation initiatives and key areas of attention for governments. The paper maps the field of e-par- ticipation and related activities, as well as its relationships with other governance concepts. Areas of recent development in terms of e-participation applications are briefly reviewed. The paper selectively highlights conclusions from the literature on different participation tools, as well as a list of key problematic areas for policy makers. The paper concludes that while e-participation platforms using new technologies have spread rapidly in developed countries in the first decade of the 2000s and in developing countries during the last 10 years, it is not clear that their multiplication has translated into broader or deeper citizen participation. Be- yond reasons related to technology access and digital skills, factors such as lack of understanding of citizens’ motivations to participate and the reluctance of public institutions to genuinely share agenda setting and decision-making power seem to play an important role in the observed limited progress.

    RESEARCH PAPERS FACTORS AFFECTING PARTICIPATION OF PRESERVICE TEACHERS IN E-DEMOCRACY By SERKAN ŞENDAĞ * SACIP TOKER ** * Associate Professor, Computer Education and Instructional Technology, School of Education, Mersin University, Mersin, Turkey. ** Ph.D holder, Instructional Technology, Department of Administrative and Organizational Studies, College of Education, Wayne State University, Detroit, Michigan, USA. ABSTRACT This study aimed to reveal the factors associated with the participation of preservice teachers in e-democracy. It was designed as a correlational study and 1,519 preservice teachers from a teacher preparation program in Turkey participated in it by completing a 54-item questionnaire. As a result, three major factors for involvement in e-democracy emerged: knowledge and environment, ethics, and anxiety. In addition, two types of participation were revealed: anonymous and onymous. The results of the study showed that anonymous participation correlates positively with Political Knowledge, and negatively with Current State of Politics and Digital Integrity. Those who have mobile technologies with internet connection are more likely to participate anonymously in e-democracy. On the other hand, Onymous participation, correlates positively with Fear of Self-expression, and negatively with Political Knowledge and Digital Citizenship. Males were shown to be more prone to both types of participation than females. Internet usage frequency was a common variable triggering both types of participation.
