Objektif Objective 01 Perlindungan, pengurusan serta pengekalan biodiversiti untuk penghasilan faedah yang optimum. 02 Perlindungan dan pembangunan kawasan perlindungan untuk tujuan penyelidikan, ekonomi, estetik, rekreasi dan ekologi. 03 Peningkatan pengetahuan, kesedaran dan sokongan orang ramai untuk kepentingan konservasi biodiversiti. Enhancement of knowledge, awareness and public support the importance of biodiversity conservation. * Puncak Tahan, Taman Negara Pahang ANNUAL REPORT 2010 DWNP 6 Piagam Pelanggan Client’s Charter Semua lesen menangkap hidupan liar dan lesen memburu hidupan liar 01 (pemburu yang mempunyai syarat memburu) akan dikeluarkan dalam tempoh tidak melebihi satu (1) jam. All licenses to capture and hunt wildlife (for hunters with valid firearm’s licences) will be issued in not more than one (1) hour. Semua lesen memelihara hidupan liar sama ada untuk pembaharuan, daripada 02 lesen tangkap atau resit pembelian yang sah, akan dikeluarkan dalam tempoh tidak melebihi satu (1) jam. All licenses to keep wildlife based on previous licenses, licenses to capture or official receipts will be issued in not more than one (1) hour. Semua lesen perniagaan hidupan liar dan lesen import atau eksport hidupan 03 liar akan dikeluarkan dalam tempoh tidak melebihi tiga (3) hari daripada tarikh permohonan lengkap diterima. All wildlife trade and import or export licenses will be issued in not more than three (3) days upon receipt of completed application. Semua permit import dan eksport akan dikeluarkan dalam tempoh tidak melebihi 04 tiga (3) hari daripada tarikh permohonan lengkap diterima. All import and export permits will be issued in not more than three (3) days upon receipt of completed application. Sebarang aduan gangguan hidupan liar akan diambil tindakan awal di tempat 05 kejadian dalam tempoh tidak melebihi tiga (3) hari bekerja daripada tarikh aduan diterima. Jabatan PERHILITAN merupakan salah satu agensi yang memainkan peranan penting dalam konservasi sumber biodiversiti negara khususnya terhadap habitat dan spesies hidupan liar di Semenanjung Malaysia. Usaha-usaha perlindungan dan konservasi hidupan liar negara telah diperkukuhkan apabila Akta Pemuliharaan Hidupan Liar 2010 [Akta 716] dikuatkuasakan pada 28 Disember 2010. Akta 716 digubal bagi memperkasakan lagi perlindungan hidupan liar dengan skop yang lebih meluas, merangkumi hampir semua spesies hidupan liar termasuk spesies hibrid, terbitan dan spesies terkawal. Selain daripada itu, aktiviti seperti operasi taman zoologi, pameran, pembiakan turut dikawal bagi memastikan kebajikan hidupan liar tidak diabaikan. Hukuman dan denda yang dikenakan di bawah Akta ini menunjukkan komitmen kerajaan yang tinggi dalam menangani aktiviti jenayah hidupan liar. Assalamualaikum Warahmatullahi Wabarakatuh and Greetings. The Department of Wildlife and National Parks (DWNP) Peninsular Malaysia plays a pivotal role in wildife species conservation and habitat in Peninsular Malaysia. Our wildife conservation and protection efforts have been further strengthen with the enforcement of Wildlife Conservation Act 2010 [Act 716] on 28th December 2010. Act 716 is written to enhance the protection of wildlife in a broader scope which covers almost all wildlife species including hybrid species, derivative and controlled species. Activities such as zoological park operation, exhibits, breeding are also been regulated to ensure the wildlife welfare is being addressed. The stringent punishment and penalty reflected government’s commitment in curbing and deterring wildlife crime. PERHILITAN LAPORAN TAHUNAN 2010 9 Usaha menangani konflik hidupan liar turut diberikan tumpuan oleh Jabatan dalam memastikan kesejahteraan rakyat terutamanya yang terlibat dalam bidang pertanian. Sepanjang 2010, Jabatan telah menerima sebanyak 9,286 aduan gangguan hidupan liar yang melibatkan pelbagai spesies hidupan liar. Kera, Musang dan Gajah merupakan antara spesies utama yang terlibat. Jabatan sentiasa berusaha untuk menyelesaikan masalah yang dihadapi orang awam berhubung dengan gangguan hidupan liar. Selain tindakan segera diambil, saluran aduan diwujudkan untuk kemudahan orang ramai membuat aduan. Selaras dengan perkembangan memberangsangkan sektor ekopelancongan, Jabatan akan terus meningkatkan usaha memantapkan lagi perkhidmatan dan pembangunan kemudahan pelancong di kawasan perlindungan. Sepanjang tahun 2010, seramai 1,169,279 orang pelawat telah direkod berkunjung ke tempat-tempat ekopelancongan Jabatan. Jumlah tersebut meningkat sebanyak 12% berbanding dengan jumlah pelawat pada tahun sebelumnya. Usaha meningkatkan kesedaran awam terus dipertingkatkan melalui program-program yang dirancang. Program Pendidikan Biodiversiti terus menjadi wadah dalam menyampaikan kesedaran mengenai isu-isu konservasi biodiversiti. Sepanjang tahun 2010, sejumlah 414 program kesedaran awam telah dijalankan yang merangkumi Program Pendidikan Biodiversiti (PPBD) untuk pelajar dan pelbagai lapisan masyarakat, lawatan, Program Penduduk Setempat, pameran serta ceramah. Selain itu, Hari Bertemu Pelanggan turut dianjurkan dengan kerjasama pihak swasta di lokasi tumpuan orang ramai. Dalam usaha untuk melahirkan warga PERHILITAN yang cekap, mahir dan dedikasi, sebanyak 46 latihan telah dianjurkan sepanjang tahun 2010. Latihan yang berbentuk kursus dan bengkel ini telah melibatkan sejumlah 1,456 orang kakitangan secara keseluruhan. Saya ingin merakamkan sekalung penghargaan kepada seluruh warga Jabatan PERHILITAN di atas segala usaha dan komitmen yang telah ditunjukkan sepanjang tahun 2010. Namun masih banyak lagi ruang-ruang penambahbaikan yang boleh dan perlu dilakukan dalam memastikan Jabatan sentiasa bersedia untuk menghadapi cabaran di tahun mendatang. Oleh yang demikian, komitmen yang tinggi dan bersungguh-sungguh daripada semua pihak adalah penting bagi meningkatkan lagi mutu perkhidmatan Jabatan PERHILITAN. Sekian, terima kasih. The Department is also focusing on the human-wildlife conflict to ensure public wellbeing especially those involved in the agriculture sector. In 2010, the Department received 9,286 complaints on wildlife disturbance caused by a variety of wildife species. Long-tailed Macaque, Civet and Elephant were the main species involved in wildlife disturbance. The Department always undertake the best effort to solve or mitigate problems which affect the public.     Jurnal Melayu (8) 2011: 153 - 172 KAJIAN BUDAYA POLITIK MELAYU DALAM PILIHAN RAYA KECIL HULU SELANGOR, SELANGOR MALAY POLITICAL CULTURE STUDIES ON BY ELECTION IN HULU SELANGOR, SELANGOR JUNAIDI AWANG BESAR MOHD FUAD MAT JALI MOHD FAIDZ MOHD ZAIN ABSTRAK Pilihan Raya Kecil (PRK) Parlimen Hulu Selangor diadakan berikutan kematian penyandangnya iaitu Allahyarham Zainal Abidin Ahmad daripada Parti Keadilan Rakyat (PKR) pada 25 Mac 2010. Sehubungan itu, adalah tujuan makalah ini untuk menganalisis budaya politik Melayu dengan merujuk kepada keputusan PRK Hulu Selangor yang diadakan pada 25 April 2010. Sejarah Pilihan Raya Umum (PRU) di Hulu Selangor dari PRU 1955 hingga PRU 2004 menunjukkan kawasan ini merupakan kubu kuat Barisan Nasional (BN), namun akibat tsunami politik pada PRU 2008 menyebabkan BN tewas kepada PKR di kawasan tersebut. Namun demikian pada PRK 2010 menyaksikan BN berjaya menguasai semula kerusi Parlimen tersebut dengan majoriti 1725 undi. Berdasarkan soal selidik dan pemerhatian pra pilihan raya, dari segi kriteria pemilihan calon, 81.7 peratus responden menyatakan mereka memilih calon yang mesra rakyat. Hasil kajian juga mendapati 43.10 peratus responden menyatakan akan mengundi BN berbanding 34 peratus PKR. Dapatan kajian tersebut selaras dengan keputusan sebenar pilihan raya yang memihak kepada BN sebanyak 1725 undi majoriti. Perbandingan pola pengundian dan majoriti yang diperolehi calon/parti yang bertanding berdasarkan keputusan PRU 2004 hingga PRK 2010 mengikut daerah mengundi yang majoritinya pengundi Melayu menunjukkan kesemuanya berpihak kepada BN. Secara keseluruhannya politik Melayu berperanan penting dalam kemenangan BN di Hulu Selangor dan faktor sokongan pengundi Melayu juga mempengaruhi pola pengundian bagi etnik Melayu berdasarkan kepada lima ciri budaya politik Melayu iaitu Sultan/Raja, Islam, Bahasa Melayu, ekonomi dan universal (politik baru).

In addition, we provide an updated list of 43 snake species from Hoa Binh Province. The snake fauna of Hoa Binh contains some species of conservation concern with seven species listed in the Governmental Decree No. 32/2006/ND-CP (2006), nine species listed in the Vietnam Red Data Book (2007), and three species listed in the IUCN Red List (2018). Multilocus phylogeny Accepted: 8 December 2012 reveals unexpected diversification patterns in Asian wolf snakes (genus Lycodon). —Zoologica doi:10.1111/zsc.12007 Scripta, 42, 262–277. The diverse group of Asian wolf snakes of the genus Lycodon represents one of many poorly understood radiations of advanced snakes in the superfamily Colubroidea. Outside of three species having previously been represented in higher-level phylogenetic analyses, nothing is known of the relationships among species in this unique, moderately diverse, group. The genus occurs widely from central to Southeast Asia, and contains both widespread species to forms that are endemic to small islands. One-third of the diversity is found in the Philippine archipelago. Both morphological similarity and highly variable diagnostic characters have contributed to confusion over species-level diversity. Additionally, the placement of the genus among genera in the subfamily Colubrinae remains uncertain, although previous studies have supported a close relationship with the genus Dinodon. In this study, we provide the first estimate of phylogenetic relationships within the genus Lycodon using a new multi- locus data set. We provide statistical tests of monophyly based on biogeographic, morpho- logical and taxonomic hypotheses. With few exceptions, we are able to reject many of these hypotheses, indicating a need for taxonomic revisions and a reconsideration of the group's biogeography. Mapping of color patterns on our preferred phylogenetic tree suggests that banded and blotched types have evolved on multiple occasions in the history of the genus, whereas the solid-color (and possibly speckled) morphotype color patterns evolved only once.
