Social Welfare Association of Nepal (SWAN) has been working in the field of women empowerment since its establishment in 1994. The main objectives of this program are to ensure access to better livelihoods, education and health care to the children and women of the poor, disadvantaged and marginalized communities of remote villages.

With an objective to empower women of Bhakunde, SWAN constructed the Office Building for "Milijuli Women Group" in Bhakunde. The project is completed and handed over to the community successfully.

PROJECT PERFORMANCE REPORT

SUMMARY SECTION

Project Title: Construction of Office Building of the Milijuli Women Group Project Coverage Area: Bhakunde VDC, Implementing Organization: Social Welfare Association of Nepal (SWAN) Funding Agency: SWAN Deutschland e.V Rheine, For Family Reisen, travel- to-nature, Germany Project Starting Date: 1st of January, 2016 Project Status: Completed Project Completion Date: 15th of October, 2016 Project Beneficiaries: Approx. 3,000 men and women of Bhakunde VDC of Baglung District, Nepal. Project Objectives: To empower women of Bhakunde VDC by constructing an office building for the Milijuli Women Group.

1. Background:

SWAN believes that women should involve in leadership and decision making process and they should have a better access to health care, nutrition and women’s rights. Hence, SWAN has been working with the rural, disadvantaged and marginalized women since its inception.

SWAN introduced “Micro Credit Program” such as Goat Raising, Vegetables Farming and Ginger Plantation as its livelihood programs to empower women financially. Under these programs Goat Raising is one of the successful program of SWAN. In the year 2011, SWANstarted this program in Bhakundae VDC of Baglung district involving the small group of women in goat raising program to encourage women to establish their economic status. Now total 66 households have received goats. The flow of income has been growing efficiently. Since this project comes under the “Micro Credit Program” this Milijuli Women Group has aimed to reach additional 150 households with goat raising program and help to start a cooperative by 2020 in Bhakunde.

The construction of Office Building in Bhakunde was very inevitable because members of women group wereincreasing.These women started savings, arranged various meetings and trainings, geared up confidence and started speaking for their rights and power. With this great success, they developed a constitution and registered their group at the District Administration Office (DAO), Baglung.These women initiated the project to build Office building for themselves and they raised some funds at the local level and requested SWAN to support their initiation in constructing office building.

Hence, SWAN made a contract agreement with Milijuli Women Group in 1st of January, 2016 to construct 3 rooms spaced building; 1 for museum, 1 for training hall, 1 for office and toilet with septic tank.

2. Objectives of the project:

The overall objective of this project was to empower women of Bhakunde VDC by constructing an office building of the Milijuli Women Group.

3. Major activities performed:

3.1 Formation of construction committee

For timely completion of the construction work, the Milijuli Women Group formed a construction committee of 9 members including 5 male and 4 female. The construction committee selected workers (locally available) for the construction, administered the day to day activities of the construction work, collected quotation and selected vendors, purchased construction materials like cement, rods, etc. The committeeensured the construction work as per the contract agreement made with Social Welfare Association of Nepal (SWAN).

3.2 Purchase of construction materials

The construction materials needed for the construction work were stones, woods, cements, rods, CGI sheets, sand, aggregate and construction tools. All the major construction materials were purchased through a bidding process. 3 suppliers provided quotations and Sarbasiddhi Hardware was selected for the supply of hardware materials. Similarly the sand and aggregate ware purchased through Nir Bahadur Thapa and the woods were obtained from the community forest and carpentry work was done by Mr Khambasingh Thapa.

3.3 Hiring of the construction team

The construction committee selected local skilled and unskilled workers for the construction of the building. The workers were hired ona daily basis. The skilled workers for stone and wood work were paid NRs 600/- and for cement work were paid NRs 750/- per day per person.

3.5 Monitoring and supervision

The monitoring and supervision of the construction work ware done at 3 levels. The Construction Committee members and the members of the Milijuli Women Group monitored the construction work on a daily basis at the local level andprovided necessary assistant as per the need of the construction team. The Program Assistant for SWAN field office visited the site once in a month and observed the construction work, organized meetings with construction committee, stakeholders and the members of the women group. Similarly, the Engineer visitedthe site as per the need of the site. Staff from Central Office, Kathmandu also visited the project site to monitor the progress.

3.4 Construction of office building and hand over

Social Welfare Association of Nepal (SWAN) completed the construction of office building together with the full participation of the Milijuli Women Group of Bhankunde VDC, Baglung and handed over to the community amid a function on 15th of October, 2016. There was an overwhelming presence of men and women, including the Chief Guest, Honorable Mr. Nar Bahadur Thapa Magar, member of the Constituent assembly of Nepal, Founder and Chairperson of SWAN Deutschland e.V., Mrs. Barbara Dyckhoff- Karki, Founder and Chairperson of SWAN Nepal, Mr. Krishna Karki and other guests from Germany. Around 100 people were present in a handover program.

4. Major Achievement:

A. Output Level

o Completed the Office Buildingwith 1 Museum, 1 office room, 1 training hall and toilet (male & female). o Organized the handover event amid a ceremony from the newly built Office premises.

B. Outcome Level

o Women have begun to mobilize funds through small saving and credit group and interested to upgrade this to a cooperative Figure 5: SWAN's staff visiting the construction site financial institution for a long run. They even have collected emergency fundfor the emergency need of their group. o Benefitting from the livelihood programs, women now realize the purposeful and qualitative participation for their empowerment in terms of position, power, role and opportunity so as to break the stereotypes and poverty. o People started understanding that society can reach its full potential only with the full participation of women and progress is possible.

6. Conclusion:

The completion of office building construction contributed to strengthenthe Milijuli Women Group institutionally and capacitated to operate more programs for their group and community in years to come.And newly built office building came under the ownership of the Milijuli Women Group and added as an asset of the group which ultimately helps them to grow as an institution. A sense of ownership towards the office building was seen amongst the men and women of Bhakunde because they were involved right from the planning process to implementation phases that will lead to the long term sustainability of the project which is the great impact made by SWAN.
