On Gay, Lesbian and Bi-Sexual Bashing the Bloomington Human BLOOMINGTON HUMAN RIGHTS COMMISSION Second Fact-Finding Hearing on Gay, Lesbian and Bi-sexual Bashing PURPOSE OF HEARING The Bloomington Human Rights Commission held a second gay bashing hearing on April 20, 1993. This hearing had two purposes: to monitor progress on the implementation of our recommendations made in our first report and to hear from a broad segment of the community on their reactions to the report and the problem of gay bashing. A copy of the minutes of the second hearing is attached. BACKGROUND On October 20, 1992, we held our first hearing on gay bashing. We were motivated to hold the hearing as a result of the Lake Griffy incident, in which several young men beat and nearly drowned a man, apparently because they perceived him to be gay. We heard testimony from a number of community members who interact with gays, lesbians and bisexuals, and issued the following recommendations: (1) We urged that efforts be made to educate all students about homophobia and gay bashing. We said that such education could include talks by gays and lesbians, so that students will learn that victims are real people with faces and feelings. (2) We urged that police departments appoint one officer to act as the liaison with the gay/lesbian/bisexual community. (3) We urged that whenever possible, the justice system attempt mediation between the offender and the victim. (4) We urged victims to at least make anonymous reports of harassment or violence to us. (5) We urged the Indiana legislature to adopt laws prohibiting hate crimes and discrimination on the basis of sexual orientation in employment, housing, public accommodations and education. On February 17, 1993, Commissioner Steve Sanders presented our report to the Bloomington Common Council. Approximately 100 citizens attended this council meeting to voice their objections to our education recommendation. This strong response to our recommendation motivated us to hold the second hearing. SUMMARY OF TESTIMONY Implementation of Recommendations Education: We learned that the MCCSC is studying the issue of adding homophobia to the curriculum, and the CSC's Man to Man Project already includes such information. Police activity: We learned that the city, the county and the IU police departments have all appointed liaisons with the gay/lesbian/bisexual community. Reporting: We learned that many gays, lesbians and bisexuals are committed to improving the reporting of gay bashing incidents. Legislation: We learned that the Indiana legislature did nothing in the 1993 session to protect people from gay bashing or discrimination on the basis of sexual orientation. Public Testimony We heard testimony from four religious leaders, four agency directors, the president of the city council and 23 members of the public. The testimony was unanimously opposed to bashing of any kind. We heard testimony describing in detail the pain that homosexuals, and friends of homosexuals, endure from gay bashing. We heard from Christian students who said they had been bashed at school because of their religious beliefs. We heard from parents who do not want the "homosexual lifestyle" taught to their children in schools. CONCLUSION We want to clarify the intentions behind the educational recommendation of our first report. Nothing in our report called for schools to teach children that homosexuality was a preferred lifestyle. All we were saying is that currently, students often see homosexuals as objects of ridicule in movies and on television. They may know that employers and landlords may discriminate against people on the basis of their sexual orientation without fear of legal penalty. They may hear ministers declare homosexuality to be a sin and compare homosexual practices to bestiality and child molesting. We recommended that schools and other groups which work with students incorporate information about homophobia and gay bashing in their curriculum. Our recommendation that students be given some chance to see real, live, "normal" homosexuals, to counter the prevailing cultural bias, was only one possible way to achieve that goal. We want to emphasize that our report also called for parents and families to talk about such issues with their children. We stand by these recommendations. We were gratified to learn that our community seems to be unanimous in its opposition to bashing, whether it be on the basis of religion, race, sexual orientation, disability, or indeed without any basis at all. We hope that this unanimity of opinion can be a springboard to community action, perhaps through the newly-founded Community Relations Committee. We know that as long as it was legal to refuse to hire or rent to African Americans because of their race and to have separate schools and drinking fountains for whites and "coloreds," violence against African Americans was common. Lynching was frequent. With the passage of civil rights laws prohibiting discrimination on the basis of race, the violence was reduced, and lynching is now thankfully rare. We believe that passage of civil rights laws prohibiting discrimination on the basis of sexual orientation will help reduce violence against gays, lesbians and bisexuals. That is why, on June 1, 1993, the BHRC unanimously approved an amendment to the Bloomington Human Rights Ordinance which we hope will help discourage institutional discrimination on the basis of sexual orientation, thereby helping to insure that gays, lesbians and bisexuals. We want to thank all the participants in both hearings, and the many people who have written or called, for their thoughtful input on this controversial topic..

Jasbir Puar was a board member from 1995 to 1998, as well as a volunteer and consultant on the Youth Outreach Project through June 1999. She spoke to Munia in March 1998 about addressing questions of same-sex domestic violence in South Asian communities through Narika. M: Tell me about Narika’s same-sex initiatives and how you got to that place. J: Several years ago we tried to put together a support group for South Asian women. We had long discussions about language: in the end we said it was for lesbians, bisexuals, questioning f2m transgendered persons and women who love women. We didn’t get any calls during the time the advertisement ran. My goal was to basically have this space that Trikone didn’t seem to be really addressing. My sense of why the group didn’t come together is that the kinds of communities we live in need different kinds of outreach. We started, for example, doing outreach at Bhangra gigs and at straight, queer, and mixed events. HIV/AIDS organizations generally do this kind of outreach, but not queer domestic violence organizations, whereas South Asian domestic violence organizations might focus on tabling at cultural events. So we kind of hybridized the approaches and it was very successful. M: What other kinds of outreach are needed? J: I t ’s precisely because this kind of support group does ghettoize the issue that it feels manageable.

    Hate Violence against Lesbian, Gay, Bisexual, and Transgender People in the United States 2 0 0 8 THE NATIONAL COALITION OF ANTI-VIOLENCE PROGRAMS 2009 Release Edition INTRODUCTION This report provides the most comprehensive data on anti-lesbian, gay, bisexual, and transgender (LGBT) violence in the United States. This report provides recommendations for ways to advance education and prevention of hate violence before it occurs and ways to hold public institutions more accountable to responding to violence when it occurs. It is written by a coalition of 35 LGBT anti-violence programs in 25 states across the country. This report is meant to draw attention to the incidents and trends it documents and to highlight the need for more comprehensive responses to bias violence. Three well documented anniversaries in 2009 frame the writing of this report on the 2008 data collected by the Na- tional Coalition of Anti Violence Programs (NCAVP): the 40th anniversary of the Stonewall Riots in New York City, the 30th anniversary of the White Night Riots in San Francisco, and the 10th anniversary of the nation-wide protests after the death of Matthew Shepard in Laramie, Wyoming. During these mass actions, protesters took to the streets, angry, frustrated and determined, with hundreds of LGBT people and their allies, to achieve equality dignity, respect and safety.     LGBT Identity and Crime LGBT Identity and Crime* JORDAN BLAIR WOODS** Abstract Recent studies report that LGBT adults and youth dispropor- tionately face hardships that are risk factors for criminal offending and victimization. Some of these factors include higher rates of poverty, over- representation in the youth homeless population, and overrepresentation in the foster care system. Despite these risk factors, there is a lack of study and available data on LGBT people who come into contact with the crim- inal justice system as offenders or as victims. Through an original intellectual history of the treatment of LGBT identity and crime, this Article provides insight into how this problem in LGBT criminal justice developed and examines directions to move beyond it. The history shows that until the mid-1970s, the criminalization of homosexuality left little room to think of LGBT people in the criminal justice system as anything other than deviant sexual offenders. The trend to decriminalize sodomy in the mid-1970s opened a narrow space for schol- ars, advocates, and policymakers to use antidiscrimination principles to redefine LGBT people in the criminal justice system as innocent and non- deviant hate crime victims, as opposed to deviant sexual offenders. If you are not well read on such things, this may be a bit of a bumpy ride, but bumpy rides can be a lot of fun. Either way, I hope I was able to take what is sometimes thick reading, albeit important reading, and make it at least bearable and mostly straight forward). Christianity and “Biblical” Hatefulness We Christians are good at a lot of things. Helping others. Dressing up on Sunday. Quoting scripture. Pot luck meals. Taking care of church members. Weddings. Funerals. Worship. But perhaps the thing at which we are the most persistently exceptional is misinterpreting the Bible then running amuck in the world because of it. Honestly, mad skills. And history backs me up on this one. We have used the Bible to support, promote and act upon some pretty un-Christian things: slavery, holocaust, segregation, subjugation of women, apartheid, the Spanish Inquisition (which, no one ever expects – shameless Monty Python reference; there will be another), domestic violence, all sorts of exploitation and the list could go on and on. Oddly, if you ask theologians to pick one biblical theme to rule them all, most of them would say “love”... well, love and grace. Okay, love, grace and forgiveness.

This paper is on heterosexuals’ use of words such as ‘‘fag’’ and ‘‘queer’’ to refer to one another in an insulting manner. This behavior perpetuates heterosexism and the stigmatization of gays. Two hundred and fifty-seven university students (73% Euro-American) served as participants. Males exhibited more anti-gay prejudice and anti-gay behavior than females. Heterosexual males frequently used words such as ‘‘fag’’ and ‘‘queer’’ to put one another down. Anti-ho­ mosexual prejudice was predictive of anti-gay behavior. However, approximately half of those who engaged in the behavior were not strongly anti-homosexual. For these individuals, the behavior may win approval from their social group. Awareness campaigns and peer re­ minders that the derisive use of ‘‘fag’’ and ‘‘queer’’ harms homosexuals may be effective in changing this group. It is more difficult to reduce this behavior in individuals with strong anti-homosexual attitudes. The role of individuals and educational and work organizations in bringing about change is discussed. INTRODUCTION Anti-gay harassment is verbal or physical behavior that injures, interferes with, or intimidates gays. Psychologists are concerned with anti-gay harass­ ment because it threatens the physical and psychological well-being of indi­ viduals and violates the human rights and civil liberties of a stigmatized minority group (Herek, 1989).
