South Lakeland District Council Submission to LGBCE Draft Recommendations

two-member ward brings together the areas of Rydal Fell, Langdale Pikes and the Kirkstone Pass with the key service centre of Ambleside and the village of Grasmere. The Council are of the view that the two-member warding arrangement for Ambleside and Grasmere better represents the community of

the area. The inclusion of Skelwith parish and polling district of Lakes Troutbeck in this ward reflects the community identity of the area as a whole and provides for better electoral equality. Reflecting the statutory criteria of electoral equality the polling district of Windermere Applethwaite forms a central part of the proposed three-member Windermere ward B High Furness 2 3,872 +8.6% This ward comprises The Council considers that the following two-member ward

Recognising the proposal of the Commission, the Council considers that the parishes of Colton and Haverthwaite form a central part of the Cartmel Peninsula ward. Consequently with the rural parishes that make up Burneside a central part of Bowness and Kent Valley ward the Council consider the two-member ward of Kendal North better represents the community of this area. In order to meet the Longsleddale, statutory criteria of electoral equality the Council proposes to Killington, New Hutton, bring together the more populated areas of Burton and Holme Fawcett Forest, Docker, with the sparsely populated parishes north of the A65. The Lambrigg and Whinfell. proposed ward is dominated by the M6 with junctions 36 and 37 respectively connecting to the A65 in the south and A684 in the centre. To the north of the proposed ward the essentially rural areas of Longsleddale and are accessible by the A6 and A685 respectively. The three-member ward comprises 16 rural parishes and builds on the recognised

Community groups  Ambleside and District University of the Third Age – encourage and enable older people in the Ambleside and surrounding area who are no longer in full-time employment help each other to share knowledge, skills, interests and experience.  The Ambleside and District Choral Society – one of leading choirs in South Cumbria with members coming from Ambleside, Windermere, Grasmere and beyond.  Thriving amateur dramatic and arts societies. Facilities  Ambleside is the Key Service Centre for surrounding villages of Grasmere, Skelwith and the Langdales.  The town boasts numerous shops, cafes, public houses and restaurants.  Large doctor’s surgery in Ambleside caters for the town and the surrounding area from Grasmere, to the Langdales and Troutbeck.  Central Lakes Health Centre. Identifiable Boundaries  Langdale valley runs west to east, opening up at Skelwith Bridge which is a 5 minute drive to Ambleside and the A591.  Mindful of the geography to east of Troutbeck. B High Furness Transport links  A593 linking Coniston to Torver and Broughton-in-Furness. From here is the only road link up the Seathwaite Valley.  A5084 linking Torver to Blawith (bus route X12 from Coniston to Ulverston).  A595 linking Broughton to Kirkby-in-Furness (bus route 7), with A5092 link both villages to Blawith and north to Torver and Coniston.  The B5285 links Coniston to Hawkshead (bus route 505) and onto the parish of Claife, as well as Ambleside.  Satterthwaite is also best reached from Hawkshead.  Broughton train station situated in ward.  Most areas of the ward are in reach of each other in under 30 minutes. Identifiable Boundaries  Ward consists of three valleys running north to south.  Connection between Coniston and Seathwaite valleys is at the south.  Connection between Coniston and Hawkshead valley at the north of the ward. Shared interests  The ward is heavily influenced by tourism.  Many residents employed and reliant on the tourism industry.  Burlington Slate major employer for whole ward. C Cartmel Transport links Peninsula  A590 running the centre of the ward. Access to the north (Colton parish) via various country roads and lanes.  Access to the south via B5278 to Flookburgh, Allithwaite, Cartmel and Grange.  All areas of the ward are in reach of each other in under 30 minutes Community groups  Cartmel Peninsula Local History Society – promotes an interest in local history within Cartmel and surround area.  Lower Allitwaite Community Plan Facilities  In the south of the ward, Grange is the provider of most main services. However the villages of Cartmel, Allithwaite and Flookburgh are also key to the residents of the surrounding area (shops, post office, and doctor’s surgeries).  Haverthwaite and Backbarrow are service centres in the centre of the ward – Colton looks towards these

Residents look to Ulverston (reached along A590). Identifiable Boundaries  South of the ward situated on the Cartmel Peninsula - area of low lying farm land surrounded on three sides by Morecambe Bay.  In the north, terrain far more rugged with woodland and farmland dominating. Coniston Water on the west and Lake Windermere on the east. Shared interests  Holker Estate owns numerous properties and land throughout the ward. Also large employer in the area. D Furness The three-member ward is based on the Commission recommendation with a minor modification to the north. To Peninsula provide for better electoral equality across the district the Council proposal would be to include the parish of Lowick in this ward. The Council considers that the parish of Lowick has good community links to the wider Furness peninsula with residents of the parish of Lowick more likely to look towards Furness and Ulverston for services. E Ulverston West The three-member ward is based on the Commission recommendation. It is understood that Ulverston Town Council has made separate representations to the Commission regarding the Ulverston West warding proposal. F Ulverston East The three-member ward is based on the Commission recommendation. It is understood that Ulverston Town Council has made separate representations to the Commission regarding the Ulverston East warding proposal. G Windermere Transport links  A591 and A592 link the rural northern part of the ward to the town of Windermere in the south.  Numerous bus services linking all areas within the Windermere urban area of the ward.  Windermere train station is situated within the ward.  All areas of the town can be reached on foot, while areas in the northern part of the ward can be reached in around 10 minutes by car. Shared interests  The ward is heavily influenced by tourism.  Many residents employed and reliant on the tourism industry.  The ward represents the town of Windermere, with Bowness being situated in the ward to the south. H Grange-over- Transport links Sands  A590 runs from the centre to the north west of the ward. This connects the northern part of the ward with Grange-over-Sands in the South (via B5271).  Bus route X6 connects Grange with Lindale and Newby Bridge in the north.  Grange and Kents Bank train stations are situated within the ward.  All areas of the ward are in reach of each other in around 10 minutes. Community groups  Grange over Sands Local Link – reading groups at Grange library.  Grange and Cartmel Local Area Partnership. I Bowness and Transport links Kent Valley  A591 runs from west to east though the ward linking Windermere with Staveley and Burneside (bus routes 555).  The B5284 connects Bowness with the parish of Crook and onto Staveley, Burneside and Kendal.  Burneside train Station is situated within the ward.  All areas of the urban (Bowness) part of the ward can be reached on foot, while most areas in the more rural parts can be reach within 20 minutes by car. Community groups  Staveley with Ings Parish Plan.  Windermere Community Plan.  Burneside Action Plan.  Burneside – Strickland Roger and Ketel have joint to create on parish.  Staveley-with-Ings, Hugill, Nether and Over Staveley.  Skelsmergh and Scalthwaiterigg also done the same. J Lyth and Levens Transport links Valley  A590 connects east to west of the ward (bus route X6).  A591/A59/A6 connects parishes/villages in the east of the ward (bus routes 555 and 551/552).  A5074 connects parishes/villages in the west of the ward.  Various C roads link all rural areas of the ward.  All areas of the ward are in reach of each other in under 20 minutes. Community groups  Heversham and Hincaster Neighbourhood Plan – joint parish collaboration to create Neighbourhood Plan. Facilities  The village of Levens is the largest service centre in the ward.  Due to its rurality, there are numerous small service centres throughout the area provide basic services to residents. Identifiable Boundaries  The Lyth and Levens valleys run parallel through the western part of the ward.  To the east the boundary of the town of Kendal creates a natural urban/rural split – with communities on both sides very keen on this remaining.  The M6 motorway creates the boundary to the eastern part of the ward. Parishes  Numerous rural parishes represented throughout the ward.  Close relationship between Heversham and Hincaster parishes. Shared interests  Rural issues throughout the ward. K Arnside and The three-member ward is based on the Commission recommendation. The proposed warding encompasses the Milnthorpe three parishes of Arnside, Beetham and Milnthorpe. The proposed warding mirrors the Kent Estuary Cumbria County Division.

Many of the wards properties situated along this road (bus route 45).  Windermere Road runs along the south western boundary of the ward – main northern access to the town.  Both roads (above) give access to Hallgarth estate and Kendal Green – both high density residential areas.  All areas of the ward are in reach of each other on foot (5 mins by car). Community groups  Hallgarth Community Parent and Toddler group. Facilities  There are some services located within the ward (post office, shop, primary school) – ward is mainly residential.  For all main services residents look towards the town centre of Kendal and large supermarkets on the outskirts. Identifiable Boundaries  To the north, the natural urban/rural split creates an obvious boundary with the more rural Burneside parish – communities on both side very keen for this to remain.  The River Kent provides the perfect eastern boundary to the ward.  Windermere Road is used as the western ward boundary. Parishes  Kendal Town Council – Hallgarth and Strickland wards. M Kendal Town Transport links  Kendal’s main town centre area is situated in the western part of the ward – with the main roads into Kendal converging here (bus route 106, 506).  Kendal’s main bus terminal, and train station are also located here.  The northern part of the ward is serviced by the A6 running north to south.

Facilities  The ward is home to a number of the key municipal services in South Lakeland (SLDC, CCC, KTC, Police, Fire & Ambulance).  Variety of chain and independent retail outlets, restaurants, cafes, pubs around the Stricklandgate, Highgate, Market Square and Finkle Street area.  Northern part of the ward in home to a mix of industrial (Minsfeet and Westmorland business park) and residential.  Lakeland Retail Park (Morisons etc.) located at the north of the ward. Also large Sainsbury’s planned to be built here in near future.  One of Kendal’s two high schools (Queen Katherine) is situated in the north of the ward. Identifiable Boundaries  To the north, the natural urban/rural split creates an obvious boundary with the more rural Skelsmergh & Scalthwaiterigg parish – communities on both side very keen for this to remain.  The River Kent and Windermere Road provides the distinct boundary between the ward and Kendal North ward.  Kendal Fell provides a geographical boundary between the town and the rural parish of Underbarrow & Bradleyfield to the west.  To the east of the ward, the boundary runs along Appleby Road and the western side of Kendal Castle Hill. Parishes  Kendal Town Council – Fell, Highgate and Mintsfeet wards.
