Comments One submission was received via the online consultation facility. Although and are two separate parishes grouped under a common parish council, Burneside, the councillor/elector ratio should be similar. There is some discrepancy here which a reduction in councillors for Strickland Roger from four to three would redress the balance (to 1:128). However, the submission received requested a 50% increase in the number of councillors due to the greater workload. Looking at other parish councils with similar sized electorate, the majority have less councillors and, as there does not appear to have been any representations from the Parish Council itself at this stage, it is assumed that the parish council is working effectively with the current number of councillors. However, election history shows most elections have been uncontested therefore there may be some scope in reducing the number of councillors for Strickland Roger.

However, election history shows uncontested elections and, as there are seven councillors for under 200 elections, it may be that the number of councillors is a little high. If the number of councillors was reduced to 6, the ratio would be 1:28 and if it reduced to 5, the ratio would be 1:34. The majority of parish council with around 200 electors have five councillors as it is often difficult to find people interested in standing in these smaller communities.

Draft Recommendations There may well be local circumstances that require seven councillors but in the absence of any comments at this stage it is suggested that Garsdale Parish Council consider reducing the number of councillors to five.

Comments One online submission was received regarding this parish. The respondent confirmed that they were happy with the current arrangements. As the warding arrangements for Grange parish are relatively new (created during the Further Electoral Review during 2005-07 and which took effect at the scheduled elections for the parish in 2011), and as a result of the fact that no adverse comments have been received, it is presumed that the current arrangements are working well. There are discrepancies in the current councillor/elector ratios but to balance these would require two additional councillors for North Ward and one additional councillor for South Ward. However, as the scheduled elections in 2011 were uncontested it is not thought appropriate to alter the number of councillors at this time.

Comments Two online submissions were received and two written submissions, including one from Kendal Town Council. The councillor/elector ratio is currently well balanced except for the Oxenholme Ward. However, one submission considered that there were too many councillors taking into account District and County Councillors for the area. Election history shows that elections are always contested. However, it should be made clear that this Review looks at the current arrangements. The recent County Boundary Review made changes to the town wards in two areas and these will take effect at the scheduled elections in May 2014. In effect there are two new small parish wards, Kendal Natland and Kendal Stainbank, each with one councillor. The number of councillors for the Oxenholme Ward, and the realigned Romney Ward, have also been reduced to one. Representations were made against these changes during the consultation but as they are now in force it is unlikely that any changes can be made to these wards within the usual five year period. However, representations will be made to the Local Government Boundary Commission for to highlight these issues. The councillor/elector ratio for the ‘new’ wards will be Kendal Natland - 1:838; Kendal Oxenholme - 1:1038; Kendal Romney - 1:870 and Kendal Stainbank - 1:371. Comment has also been made regarding likely future large developments on the boundary of this parish but as these are unlikely to come to fruition within the next five years, they have not been considered at this time but can be revisited when appropriate. One submission also referred to the creation of a separate parish for part of the north of Kendal.
