If the number of players sent to the tribunal is seen as a measure of improvement in their behaviour, then this season Kevin Jennings has been particularly successful. Although there was a marked PRESIDENT reduction in numbers, Chairman Paul Begg, along with fellow members Hugh Franke and Ron Wright, continued to apply their experience and independence to the cases that came be- fore them. For this I express our thanks, and hope that they continue to make themselves available for this role.

At the time of preparing this report the Board has just final- ised the budget for 2007/2008, and has found it necessary to increase Club fees and levies for the first time in a number of years. Whilst this is regrettable, and every opportunity was taken to reduce the level of the increase, I am sure that Clubs will understand that increasing costs must eventually force such an action. Clubs should also be aware that, but for the funds coming from the Australasian Masters, the increases would have been greater.

Unfortunately, this seems to be a peren- nial problem, but we will continue to address the issues with a view to overcoming them. On a positive note, competition management and ground allocation at all levels improved, and will continue to do so with stability in personnel manag- ing League operations.

Introduction to My Competition (a product being used in WA and VIC) will positively impact further on the operations of the league.

Those reading this report will note that Baseball SA has ap- proximately $130,000 in term deposit earning interest at a rate of 6.1% per annum. Whilst this is a great improvement L-R: Ron Harvey, Trevor Piasente, Peter Cesco, Michael over the situation several years ago, repayment of the State Carter, Lauren Hill, Ben Arthur, Government loan ($70,000) is due in December 2007. Once Derek Slater, Paul Chandler this debt is finalised, Baseball SA will have $60,000 remain- ing in term deposit.

Business experts strongly recommend organisations should have cash reserves allowing it to trade for a period of 6 months without any income. Baseball SA is not currently at that point.

Achieving a small profit result of $6,596 throughout 2006/07 is a great result for Baseball SA. However, the ever evolv- ing climate of increasing costs in all areas, which our sport faces, has resulted in inevitable increases in club levies in the coming season.

Staffing Baseball SA has welcomed new staff members Paul Chan- dler (Development Manager), Ron Harvey (State Director of Coaching) and Derek Slater (Data Base Co-orinator). Retaining the services of Ben Arthur (former Development Manager) to fill Adam Lewis’ role as School Clinic Coordina- tor, was a bonus for the office.

Changes to staffing levels are expected with the re-introduc- tion of the National Competition, where recruitment of an Event Manager (funded by the ABF) is highly likely. It seems that this change will ultimately require Baseball SA to once again relocate office premises for the third time in 5 years.

Australian Baseball Federation

No doubt this will be the last message in a Baseball South Australia Annual Report that I have the pleasure of writing. That day will come... It is with a degree of inner conflict that I leave the Australian Baseball Federation on 24 May to take up a new role as the Sincerely, CEO of Australian University Sport on 4 June 2007. On the one hand I look forward to getting back to my professional Don Knapp area of expertise which is health and sport promotion in an CEO educational environment, where as on the other, I will miss being at the helm of Australian baseball and the exciting times that are about to permeate the sport at all levels.

In the next two years, Australian baseball will experience the advent of three competition initiatives, including:

Little League Baseball – (October 2007) Re-establishment of the National League (targeted for November 2008) National Clubs Championships (targeted for March 2009)

Baseball SA is particularly well poised to maximise sport growth and development opportunities on the back if these new competition products. Baseball SA has established itself as viable “sports-business” through visionary long-term finan- cial planning put into place originally by past President and ABF Life Member Alan Waldron; and, brought to fruition by the current administrative and executive leadership provided by President Kevin Jennings and CEO Michael Carter respec- tively.

South Australia has a great track record in respect to compe- tition initiatives dating back to the long-gone days of night baseball. also has a great track record at attracting good crowds to major baseball events. Crowds attending Gi- ants games in the old ABL attest to this. Both Little League and an Adelaide Team in the new ABL should and will flour- ish in the next couple of years.

Additionally, the Club Baseball program in South Australia is one of the strongest in Australia, steeped in traditional rivalry and passion. The battle to determine the first SA Club to qualify for the inaugural National Clubs Championship in March 2009 will be an enthralling tussle indeed.

Alas, we still need a major event baseball venue in Adelaide to showcase what Baseball SA has to offer. I will miss my fre- quent baseball trips to Adelaide – I made three in three weeks earlier this year working with Kevin and Michael on what is becoming a protracted project, the establishment of a State baseball facility. I hope my visits have helped as the mission is vital and must be pursued with ongoing vigour. I genuinely look forward to the day when visiting Adelaide in my new role, I am able to take in a ballgame and enjoy the spectacle with about five thousand other baseball fans in a purpose built facility.

Other senior Saturday teams accepting the occasional 11.30 am start and unevenness of programming home games as a result with good grace.

As usual a number of late inclusions and exclusions caused disruption to the start of the season and caused the program book to be very late; this is currently being addressed for the future.

A new heat rule was instigated for all senior divisions except Division 1, causing the loss of a number of games. This is currently being reviewed, but it must be said that player and officials safety in very hot conditions must come first.

Umpire numbers are slightly down this year, with allocation generally well coordinated. The continuation of giving ‘club umpires’ a role in 2 man systems was, in the most part suc- cessful. A new umpire training and progression is currently under development which, should it be successful, bring the 2 umpire systems to the majority of games in the future.

Again this year we had a slight increase in number of teams, vastly better than the slow decline we were seeing prior to 2004

Ejections were well down on previous years. If this is a result of better umpiring or greater player discipline will have to be decided in the future, it is hoped that this trend will continue. The Baseball SA computer initiative was embraced whole- heartedly by some clubs and less enthusiastically by others, however, as a direct result premiership tables were able to be updated faster and more accurately than last season. The premiership table system is being upgraded this season to the ‘MyClub’ competition format and if accurate reporting is done by clubs we will see a vastly better and more consistent premiership table system.

Since the mid 1990’s, the SABL struggled with high debt and without the support of the State Government and the members, would probably have not survived. Over the last four years, this has changed considerably. BSA is in a stable position with our balance sheet at the end of April 2007, members funds remain at levels not seen since before 1990. This creates the position to allow many choices to be made in relation to our future which could not be contemplated in our recent past.

We thank the member clubs for achieving this milestone for BSA.

In the twelve months since May our sport across the state. 2006, Baseball SA has promoted both T-Ball and Baseball to in excess of 15,000 children in over 100 schools across the state. This includes targeted sessions in the metropolitan Ben Arthur area to promote both newly created and established T-Ball DEVELOPMENT OFFICER competitions, as well as promotional sessions within specific regional areas of South Australia.

Coach development has also been a focus of the past twelve months, with greater than75% of our casual coaches success- fully completing the Australian Sports Commission’s Active After-school Communities Program ‘Community Coach Course’. This, along with the specifically developed session and lesson plan guide, will continue to ensure the sport is be- ing promoted with the highest degree of professionalism.

Australian Sports Commission Active After-school Com- munities Program The Active After-school Communities (AASC) program is an exciting initiative that has been developed by the Aus- tralian Sports Commission (ASC) as part of the Australian Government’s Building a Healthy, Active Australia package. AASC is an after school hours program that aims to improve the health and well being of Australia’s primary school aged children through structured physical activity. All those involved in the AASC program are committed to delivering a quality, safe and fun after-school physical activity program for primary school-aged children. Baseball SA also assists in successfully linking schools to local clubs to provide a smooth transition from school-based T-Ball/Baseball to club based programs.

Baseball SA, in conjunction with a number of clubs, has de- livered T-Ball and baseball to more than 600 children in over 16 schools. These numbers place Baseball SA in the top ten sports delivering in schools through this program.

T-Ball in South Australia Once again Baseball SA has continued to build on the positive relationship with the seventeen T-Ball groups across Adelaide. Through a successful grant application, these groups, field- ing over 2000 players across 200 teams, now have access to targeted school clinics, education programs for managers and coaches as well as equipment to assist teams entering compe- titions. State Director of Coaching’s Report

Review, analyse, adjust are key words in coaching. “I” is the worst word and “We” is the best word. It is not my intention to use flowery words or to make statements that will please everyone.

Under the heading of review and analyse we are on the right track. The common denominator in the whole process is the district clubs who are still recruiting young players into the system. Because it is the goal of every player to enjoy the game it is the responsibility of the club to ensure that every player has the chance to do their best. For this reason it is the responsibility of the clubs to ensure that every coach they appoint has the credentials to teach the game.

In the future the Australian Baseball Federation will make the decision encouraged by the Australian Sport’s Commission that every coach has suitable accreditation to the level at which they coach. If clubs are accountable, Baseball SA must structure our system to accredit every coach.

The model is in place with some clubs making that decision. One club has completed this task and others have made the commitment. Coaches from the regional centres affiliated with Baseball SA have made this commitment.

At this time fifty-four new coaches have started their Level one accreditation. There will be a Level Two course based in South Australia. We have done the review, analysed the problem areas and the adjustment has just been identified.

In the last twelve months the slogan of this portfolio has been “How does it benefit South Australia?” Development programmes have been introduced as the “BEES.” The review has been done the analysis says that there needs to be adjustment. For this reason the development programmes will be more directed at overcoming weaknesses. The review and analysis phase of our state teams showed this. The player commitment was identified and changes made in our selection process.

Under the banner of TEAM “Together Everyone Achieves More.” Clubs are encouraged to send their coaches out to all programmes.

The coaches advisory panel has been restructured with convenors identified to look after various development phases. The Under twelve group is up and running. The theme of “How does it benefit South Australia?’ is still in place.

Whilst some challenges faced the association in terms of the number of scorers required to officiate at the champion- ships, once again the scorers did a fantastic job. 26 South Australia Baseball Country League Inc (SACBA)

We are pleased to report that two regional centres have SACBA recognizes the full accreditation of Grant High completed significant infrastructure programs. Both Lower School in Mount Gambier as being the first Regional school in Eyre and the Riverland have shown great Leadership in country Australia with a fully accredited baseball program as part of baseball by completing their new and improved baseball their curriculum. It has also been announced that in support facilities in their areas. It will be a great baseball development of the accreditation, the Mount Gambier & District Baseball launching pad for those areas that are obviously well managed League will fully fund education scholarships for selected and progressive. Mount Gambier also announced recently students undertaking baseball as a subject at Grant High. that it too will be entering the next phase of infrastructure development within their community. We congratulate and thank all volunteers in our country areas who have worked so hard to keep baseball alive. Our first State country masters champion will be determined in October 2008. SACBA will progress its plan to have all Yours faithfully, country families able to compete together in a central location during our expanded SA Country Championships. The SA Country Masters competition will be a welcomed addition. The Jeff Wright incorporation of the Little League State country Championships PRESIDENT may also need to be considered. SACBA

It has been announced by the ABF that Little League will be commencing in Australia in late 2007. I would recommend all regional areas focus on introducing Little League into their development program. The successful US model will be an ideal opportunity for baseball generally to ‘brand’ its product and thereby ‘attract, engage and retain’ players and volunteers. It is important that all regions plan in advance for the take-up of Little League. Country or regional teams will be represented in a stream of competition that may eventually take them to the USA to play in the Little League World Series through the Asia/Pacific Region.

The BEES development program is having remarkable success within Mount Gambier and the Riverland. The BEES program is the new State development program for youth players. Mount Gambier has 30 youth players that undertake specialist training throughout the winter which is program approved and overseen by The State Director of Coaching. The BEES program links with the ABF and our country development pipeline. The commencement of a BEES program in your region is recommended.

The selection of Ace Prokopec from the Riverland and Craig Wright from Mount Gambier to represent SA in the National Schoolboys Championships is a credit to the boys and the youth development through the BEES program within their regions. Both young men were great ambassadors of country Baseball and represented their State in the highest order. I was privileged to witness the Nationals in Geelong and commend the coaching staff on their professional approach within a learning environment. The boys came home with a bronze medal and an experience they will never forget in an elite competition.

SACBA is considering applying for a grant to support the purchase of a motor vehicle and equipment appropriate for use as a mobile development unit for country SA. Our view is that this will likely assist in the provision of support for regions supporting and prepared for a Little League development phase.

27 Baseball Umpires Association of South Australia (BUASA)

Perhaps it’s a sign of age but the seasons seem to pass more As part of our constitution our entire management committee quickly every year. This one was no exception. For BUASA is up for election at our AGM and I wish the incoming com- this was a year of change, consolidation and stabilization. mittee, hopefully with new faces, the best of luck in building After a number of years of turmoil and disharmony between on what we have begun this season. the umpires association and Umpire Development a change in board, constitution and approach has brought a new focus to Neil Poulton the association. PRESIDENT BUASA in essence is about supporting umpiring and it’s umpires in South Australia. This support takes the form of establishing monthly meetings in which the umpires can get together and discuss baseball and umpiring. Providing social functions and building the team environment among the um- pires. Representing the umpires in negotiations with Baseball SA in terms of pay rates, working conditions etc. Providing assistance wherever required to Baseball SA in its implemen- tation of the Umpire Development program.

This past year the new BUASA Management Committee made the decision to restructure it’s financial model having -fi nally moved away from a percentage deduction from its mem- bers which in the past was shared between Development and Administration. Umpires now pay a nominal $20 membership fee per year and I am pleased to announce that the association has not only managed to operate on this very modest budget but even come out slightly ahead.

A major re-write of our constitution was undertaken involving the input from all our members and culminating in an open fo- rum to finalize the content and direction our association must take. This was so successful that at the special general meeting to adopt the new constitution it was passed in 35 seconds with no amendments required. A testimony to the coherence of our members at the start of last season.

BUASA provided support to Baseball SA and Umpire Devel- opment in managing the catering for our state seminar keeping the costs within budget by $2-$3 whilst ensuring that our umpires were well fed and watered. One of our biggest expen- ditures in a single event this year was our Christmas function held at Norwood Football Club. Our annual dinner this year saw our biggest turnout in memo- ry with nearly 60 guests celebrating not only our past season but the 80th Birthday and 50th Year in umpiring to one of ours and elder statesman Ken Wesslink. My congratula- tions to all award winners on the night.

BUASA now stands in good stead this coming season. With a solid governance structure, stable and healthy financial posi- tion and the ability go grow in any direction baseball needs this is sure to be an exciting time in umpiring. My thanks to our management committee for all their efforts this year, although we didn’t meet all our goals, what we did achieve was effective and of high quality.

Carolyn Smith The U16 tournament was perhaps the most challenging and PRESIDENT Lorraine Dunn is to be congratulated for her fabulous effort as Scorers Coordinator for the event. This involved many meetings, phone calls with event organisers, Umpires and Baseball SA to ensure all games had sufficient scorers (usual- ly 2 to 3 and an official) at a CABS level 3 or above utilising both manual and automated score books. This tournament was a challenge for our members and our interstate visitors and not just because of the extremely hot weather. It was also unfortunate that the lack of necessary equipment or thought for comfort was not forthcoming, particularly when every ef- fort was made in advising what equipment was required, and assured it would happen.

The seeming indifference to the role of a scorer – an official of the game, is disappointing.

Thank you to the following members for coordinating the above tournaments; Lorraine Dunn, Enza Henty, Bev McGeary and Sue Jennings.

Thank you also to Hugh Franke for giving his time to col- late the statistics that Division One scorers forwarded to the league each month. Thank you also to all scorers for volun- teering your time to score the games played each Saturday, Sunday and twilights. Without your commitment the teams/ club/league would not have access to the information you col- lect/collate at each game.

The aim of the association is to encourage participation in the game of baseball by way of scoring; scoring to a nationally recognised standard set by CABS. 2006/07 was no differ- ent with the association conducting clinics for beginners and levels 1, 2 and 3 at metropolitan and country venues through the season and following this through with testing at levels 1, 2 and 3 and 3IT.

Winterball Report

I have much pleasure in presenting this my second president’s report for the SAWBA.

In the past 12 months we have seen the formation of a wom- en’s baseball competition (known as the Margaret Ralston Division) , we started with 4 teams and held our grand final on the long week end in October at the Glenelg Baseball Club, it was pleasing to have approx 200 spectators at the game, the final was played after the country association final.

I must offer a very special thanks to Georgina Gorden and her hard working committee for their tireless work in getting this competition up and running.

This season as seen the tribunal convened twice during the sea- son with one player being found not guilty and a second player being suspended for two years.

At last years AGM of the SAWBA, Mr Michael Peacock was awarded life membership of the Association, Michael has worked tireless for the association for over the last 20 years and has held many positions on the committee.

And in closing I would like to express my thanks to my com- mittee for their work during the last 12 months.

Under 23’s Report

For the very first time Baseball South Australia participated in the Australian Under 23 tournament held at the Redlands Base- ball Club in Queensland over the Easter long weekend.

The coaching staff and selection panel was Brian Cakebread, Jeff Downs and Ron Harvey

The selection process was begun with an open invitation to all clubs to nominate their under 23 players. Trainings were restricted so as not to impact on the local season with players only coming together for the December Friendship series and once teams dropped out of the premiership race players com- menced full time training with the squad

Final team selection was limited to players who could be projected to possibly move onto Claxton Shield representation. The squad selected comprised 22 players and contained a mix of rookie players and one graduate under 18 player.

The tournament was a round robin format with each team play- ing a double header to gain seeding and then an elimination round was held. South Australia started slowly but at the end of the seeding round it had a place in the playoffs courtesy of wins against NSW and Queensland. At the end of the tournament South Australia won the bronze medal by defeating .

With the possible advent of the Australian Baseball League in the future the continued participation in this tournament is essential for the growth of baseball in this state. The end results showed us that the gap between the other states and South Australia is decreasing

I would like to congratulate the players and coaching staff for the way they prepared themselves. They were a credit to South Australian baseball.

The tournament was held at a truly world class facility something that the South Australian Baseball League is working hard to obtain. The tournament was well run and all involved with the Geelong Baseball Club should be commended.

The team was assembled relatively late in comparison to other State teams from South Australia and especially late in comparison to other State programs. This didn’t seem to bother too many of the players or coaching staff, with a very committed 22 players training extremely hard for the weeks leading up to the Goodwill series and consequent National Championships.

The team make-up was very reassuring for the coaching staff, with a very sound pitching rotation. This rotation offered great flexibility in determining the game plan and providing confidence we would be able to compete.

The Goodwill Series provided the team the opportunity to hone our skills and to ensure that all players where able to execute defensive and offensive plays. However we may have played our tournament a little early. Our Pitching and Hitting were excellent all week and the execution of plays perfect. Stand out player for the tournament was Josh Golotta.

The Nationals proved to be a little more challenging for the squad. The players work hard throughout the tournament without luck on a number of occasions. When reviewing the tournament it was easy to see that the difference between our squad and the other states was the ability to play and maintain concentration throughout 9 innings. On many occasions 1 inning would show to be the difference of us winning or losing. Stand-out players for the tournament were Josh Tols, Andrew Chapman and Josh Golotta.

Victoria Provincial, SA and CNSW all had very good tourna- ments and should consider their respective results as successful and worthwhile outcomes. Road to selection After an exhaustive effort from Phil Burgess to scout and put together an off season development squad, with the objective to work on deficiencies outlined from previous tournaments, we were more than prepared for both the Goodwill and Aus- tralian Championship series. Phil’s hard work in this area has been invaluable to the development of these players both in their short term and long term futures. Thanks Phil. Thanks also go to Baseball SA for their cooperation and to the parents of the development squad participants for their willingness to be involved in the program through the winter months.

The team stayed at the Rooty Hill Holiday Inn, which was adjacent to the Rooty Hill RSL and only some 10 minutes away from the playing venue – Blacktown Olympic Park.

Having the opportunity to play at the Olympic complex was a great thrill for the boys (and coaches!), and something that will remain with the boys for a long time to come.

Assistant coach Damien Spavin and pitching coach Bob Baker combined well throughout the training and competition phases. Damien is a young coach on the rise and no doubt his value to our state teams will continue to grow. His enthusiasm to learn and overall development was tremendous. Bob was an asset both on and off the field and I am sure there are still some kids shaking their heads trying to work out some of Bob’s jokes. Selection and Training Process Open tryouts were held during December. The initial list of 53 was cut down to the final selection of 16. The team contained three players from Sturt, five from West Torrens, Kensington (2), East Torrens (1) and Adelaide (1). The imbalance in club numbers was also reflected in the dominance of both Sturt and West Torrens in the district competition. Trainings were held at Seaton High School utilizing the excel- lent indoor and outdoor facilities at the school. Additional specialist coaching was provided by Ron Harvey and Lawrie Moore.

Support The parents were a supportive group always willing to lend a hand and provide support for the team. Their involvement was a highlight of the tour with opposing teams recognizing South Australia as a tight cohesive unit. Their “nothing is too much trouble” attitude was fantastic. I was recently in Melbourne with Peter for the 2007 Inter- national Friendship Series and spoke to the same Japanese entourage, who are very keen to come back in January 2008.

From a State perspective I thought our boys were particularly impressive for the preparation time they were afforded. This, together with fact that we had 5 Under 12 boys in our Squad that had not been involved in pick offs and runners on bases taking leads until the Series, I thought we did very well in being competitive for the major part in all games, and even managing to pick up a win along the way. I do though think if greater preparation time could be a focus when looking at 2008, we should just not be more competitive, but we will also be honoring our visitors with our best efforts. And this is probably on and off field.

The standout performer as voted by the boys and the coach- ing staff was Sam Underwood. His ability to execute whether pitching/playing first base and/or the outfield, alongside of his preparedness to lead and motivate his peers was outstanding.

On behalf of Baseball SA as well, I would like to thank the
