This strategic thinking lays the foundation for this study, which examines interaction between civilian and military actors during disaster response with the aim to determine if there is a new or better way for actors to come together in times of need. Innovation in this field is critical heading into the future because relationships between civilian and military actors have historically formed through necessity rather than an institutionalised approach. Using an inductive methodology, this study draws on Australia's responses to natural disasters in the Philippines, Vanuatu and Fiji to examine how the Australian Defence Force (ADF) interacts with a broad range of civilian actors during disaster preparedness and response, two phases within a disaster management cycle. -

The book is a marvelous visual narrative that documents the story of the Bui family escape after the fall of South Vietnam in the 1970s, and the difficulties they faced building new lives for themselves as refugees in America. Both personal and universal, the book explores questions of community and family, home and healing, identity and heritage through themes ranging from the refugee experience to parenting and generational changes. About the Author Thi Bui is an author, illustrator, artist, and educator. Bui was born in Vietnam three months before the end of the Vietnam War and came to the United States in 1978 as part of a wave of refugees from Southeast Asia. Bui taught high school in New York City and was a founding teacher of Oakland International High School, the first public high school in California for recent immigrants and English learners. She has taught in the MFA in Comics program at California College for the Arts since 2015. The Best We Could Do (Abrams ComicArts, 2017) is her debut graphic novel. She is currently researching a work of graphic nonfiction about climate change in Vietnam. -

e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism. -

Overview A powerful 9.0-magnitude earthquake hit Japan on March 11 at 1446 local time (0546 GMT), unleashing massive tsunami waves that crashed into Japan’s northeastern coast of Honshu, the largest and main island of Japan, resulting in widespread damage and destruction. According to the Government of Japan (GoJ), as of Friday (April 1), 11,734 people are confirmed dead and 16,375 people are reported to be missing. (Kyodo, Reuters, April 1) There are no new figures for the number of injured, but the UN reported last week that 2,766 people 1 were injured. Casualty numbers are likely to increase as emergency teams continue to reach and assess affected areas. The earthquake sparked widespread tsunami warnings across the Pacific. According to the US Geological Survey (USGS), the shallow quake struck at a depth of six miles (10 km) (20 km deep according to Japan’s Meteorological Agency), around 80 miles (125 km) off the eastern coast of Japan, and 240 miles (380 km) northeast of Tokyo. Key Concerns: • There are more than 166,000 evacuees. • UN says priority needs remain: fuel, prefabricated housing, clothing and medicine. Request for international assistance Japan has asked for international help to deal with the disaster and has so far received offers of assistance from 134 countries and 33 international organizations. It has accepted relief items from 24 countries to date. According to OCHA, the GoJ says the need for further international assistance is limited and any support should be in accordance with the GoJ’s criteria. -

The data set includes TEPCO’s published hourly loads from January 1, 2008 to December 31, 2011. Four time series regressions are used to analyze the disaster’s effect on TEPCO’s load curve at an hourly and aggregate level. By examining the hourly impacts of the disaster, this paper provides commentary on the effects of the disaster on the daily load curve. -

Remembering the Fukushima Nuclear Disaster Ten years ago, three of the nuclear reactors at the Fukushima Daiichi Nuclear Power Station suffered melt downs in the days following a Magnitude 9 earthquake that struck off the northeast coast of Japan on 11 March 2011. Along with the 1986 nuclear accident at the Chernobyl Nuclear Power Station in the former Soviet Union, it was one of the two worst nuclear power accidents in history. On the tenth anniversary, it is important that we remember what happened then and what has happened since. It is in the interests of those who caused the accident that we forget. We must refuse to do so, for the sake of the victims and to prevent more disasters in future. The most important take-home message is that the disaster is far from over. In order to win the bid for the (now postponed) 2020 Olympics, then Prime Minister Abe asserted that the nuclear accident was 'under control'. -

“The Economic, Health, and Political Consequences of Japan’s Earthquake” Event Summary On March 22, 2011, the Center on Japanese Economy and Business (CJEB) at Columbia Business School hosted a panel to discuss the health, economic, and political consequences of Japan’s March 11, 2011 Tohoku earthquake, which generated a destructive tsunami and damaged the Fukushima Daiichi nuclear power plant. The panel featured David J. Brenner, Higgins Professor of Radiation Biophysics at the College of Physicians & Surgeons of Columbia University; Gerald L. Curtis, Burgess Professor of Political Science at Columbia University; and David E. Weinstein, Carl S. Shoup Professor of the Japanese Economy at Columbia University and Associate Director for Research at CJEB. Professor Weinstein introduced the panel by acknowledging the tremendous tragedy of the Tohoku earthquake and tsunami. He described arranging this panel just a few days before, determined to do his part to improve public understanding of the events unfolding in the region and to uncover reasons for optimism and inspiration. Professor Brenner began the presentations by addressing and clarifying many of the concerns regarding the local and global health impact of nuclear radiation from Fukushima. Once the earthquake hit, nuclear reactors were shut down as per protocol. However, the Fukushima Daiichi reactor generated an enormous amount of heat in its core, and when the water pumps stopped functioning, workers were not able to manually pump enough water into the core to prevent overheating. At the time of this event, these workers, dubbed the “Fukushima 50,” were still working to pump water into the reactor at great risk. -

The latter was a “manmade” disaster having immense impacts on people’s life, health, and property, infrastructure, supply chains, economy, policies, natural and institutional environment, etc. This paper presents work in progress and assesses preparedness for and agri-food impacts of the Fukushima nuclear disaster, identifies challenges in post-disaster recovery, and withdraws lessons for improving disaster risk management. Japan was not well prepared for such a huge disaster while the agri-food sector and consumption have been among the worst-hit areas. The triple disaster was a rare but high-impact event, therefore, it is necessary to “prepare for the unexpected”. Risk assessment is to include diverse hazards and multiple effects of a likely disaster, it is to be discussed with all stakeholders, and measures taken to educate and train all for complex disasters. It is necessary to modernize property rights, regulations, safety standards, and norms, enhance the capability of responsible public authorities and improve coordination between diverse actors. It is important to set up mechanisms for effective public resource allocation and reduction of agents’ costs. -
