På Vei Til Nervei ! På vei til Nervei ! Hvordan overlever ei veiløs bygd? Masterstudiet i samfunnsplanlegging og kulturforståelse – Tore-Jan Gjerpe FORORD Planlegging er et bredt begrep og omfatter svært mange fagdisipliner. Men de naturvitenskapelige fag er svært dominerende, noe jeg har opplevd svakheten ved. Med bakgrunn som ingeniør har jeg jobbet lenge med ulike offentlige planoppgaver, og har lenge hatt ønske om å øke min samfunnskunnskap. Fordi jeg bor og jobber i Finmark og er opptatt av Nord Norge og landsdelens fremtid, var IPL det optimale sted for å hente mer viten for å bidra til en bedre utvikling. Studiene har ført meg inn i en ny spennende verden og gitt meg mye kunnskap og økt forståelse for det samfunnet og de mennesker som lever her. Men mye har jeg ikke forstått enda. Jeg håper jeg får anledning til å ha mye kontakt med instituttet årene fremover. Sjølsagt må jeg takke alle ”slogfinnan” på Nervei som romslig har bidratt til at jeg kunne skrive denne oppgaven har. Aldri har jeg hatt en planoppgave der jeg har blitt så involvert. Livet er blitt mye rikere etter at jeg ble kjent med Nervei og bygdefolket der. Jeg gleder meg allerede til å svinge av ved Reinoksevannet og kjøre til Nervei. Jeg vil også minnes Gunnar Pettersen som døde på sjøen da planarbeidet for veien pågikk. Han lærte meg mye for å forstå bygdefolkets kamp for vei og Nervei sin rett til å overleve. Min elskede Ristin har kjærlig oppmuntret og stimulert meg og kommet med gode faglige innspill. Masterstudiet i samfunnsplanlegging og kulturforståelse – Tore-Jan Gjerpe 1 INNLEDNING 1.1 HISTORIKK Flytting fra utkantsamfunn har vært et viktig tema i norsk samfunnsdebatt i flere tiår. Uavhengig av partier og skiftende regjeringer, har det vært et politisk mål å demme opp for den stadige tilflyttinga til sentrale strøk. Dette målet har vist seg svært vanskelig å nå. Alle demografiske data viser at sentraliseringsprosessen både på nasjonalt, regionalt og lokalt nivå fortsetter. Demografiske data fra Statistisk Sentralbyrå for perioden 1989-2009, viser en befolkningsutvikling i Finnmark som plager de av oss som er opptatt av å ”ta hele landet i bruk”. Særlig mange av kystkommunene har hatt stor negativ befolkningsutvikling gjennom flere tiår. Where information has been derived from other sources, I confirm that these sources have been acknowledged in the thesis. 2 Abstract This dissertation undertook to investigate the social and religious dynamic at play in processes of religious conversion within two cultures, the Sámi and the Scandinavian (Norse). More specifically, it examined some particular forces bearing upon this process, forces originating from within the cultures in question, working, it is argued, to dispute, disrupt and thereby counteract the pressures placed upon these indigenous communities by the missionary campaigns each was subjected to. The two spheres of dispute or ambivalence towards the abandonment of indigenous religion and the adoption of the religion of the colonial institution (the Church) which were examined were: economic activity perceived as unsustainable without the 'safety net' of having recourse to appeal to supernatural powers to intervene when the economic affairs of the community suffered crisis; and the inheritance of ancestral tradition. Within the indigenous religious tradition of the Sámi communities selected as comparanda for the purposes of the study, ancestral tradition was embodied, articulated and transmitted by particular supernatural entities, personal guardian spirits. Intervention in economic affairs fell within the remit of these spirits, along with others, which may be characterized as guardian spirits of localities, and guardian spirits of particular groups of game animals (such as wild reindeer, fish).

    Churches in Finnmark County and the Torne Region in the Early Modern Period 47 Siv Rasmussen Churches in Finnmark County and the Torne Region in the Early Modern Period Introduction This article focuses on the availability of church buildings for the Sámi in Finn- mark County (Denmark-Norway) and the Torne region (Sweden) in the early modern period until the first half of the 1700s. Based on a survey in the current article of the known ecclesiastical buildings in the two regions in the period, the following five questions will be discussed: What kinds of buildings were used as churches? Were some of them primarily built for the non-Sámi population and others mainly for the Sámi? How often did the Sámi visit the churches? Were the availability of churches similar in Finnmark County and the Torne region? Were some Sámi linked with churches in both Norway and Sweden? After a short discussion of the religious and political background of the establishment of the churches, most of the article deals with presentations of each church rela- ted to their respective parishes in the two regions – first Finnmark, then Torne. Finally, the problems presented above will be discussed. In the period discussed in this article, the early modern period, the ma- jority of the Sámi population in Finnmark County was coastal Sámi. A smal- ler group was the reindeer-nomads who used the interior in the winter and coastal areas in the summer season as grazing land. Most of the non-Sámi population lived in fishing villages along the outer coast, but an expansion into the fjords from the non-Sámi group took place in this period.

McGovern One of the consequences of early commercial fishing, with regard to Norway, was the partial influence upon the Norwegian state to expand its regional borders and influence further north. Although this was out of economic necessity it was not the only reason for the establishment of permanent settlements, in the form of fishing villages, along the coast of Finnmark. One of the outcomes of this movement was a more visible Norwegian presence in the Far North which brought with it more direct contact with the local indigenous population, the Saami, as well as more inflammatory contacts with tribal peoples (Karelian) from present day Northwest Russia who were in the region to trade and to collect tribute on the behalf of the Principality of Novgorod.

Kemi Asplan Viak as Karasjok 2 Gamvik kommune 3 Reguleringsplan veiforbindelse Nervei – Planprogram Forord Stedet Nervei ligger i Langfjorden, som er en sidefjord til Tanafjorden i Gamvik kommune på Nordkynhalvøya i Finnmark. Det er et lite, men livskraftig samfunn uten veiforbindelse. Atkomst til Nervei skjer i dag med hurtiggående rutebåt som betjener Tanafjord- bassenget. Stedet har også en enkel landveis forbindelse langs et delvis opparbeidet spor over fjellet til RV 888 (Nordkynveien) øverst i Nikulaigårzi/Nikolasdalen. Kjøring langs dette sporet skjer i dag med terrengsykler, og med snøscooter vinterstid. Gamvik kommune har i formannskapsmøte 22.09.2004 besluttet å starte en planprosess hvor det overordnede mål å få anlagt bilvei mellom Nervei og RV 888 Med bakgrunn i de komplekse problemstillinger og relativt store naturinngrep tiltaket vil innebære, har kommunen besluttet å utarbeide en reguleringsplan for aktuell veitrase. Med hjemmel i plan- og bygningsloven § 33-5 er det vedtatt ny forskrift om konsekvensutredning for arealplaner. Disse trådte i kraft 1.04.2005. Dette planarbeidet er vurdert til å komme inn under forskriftens kapittel II og skal da behandles iht. forskriftene. Som første fase i dette arbeidet, har en derfor utarbeidet foreliggende forslag til planprogram i samsvar med nye forskriften.
