The Inner Light and Popular Enlightenment: Philadelphia Quakers and Charity Schoolings 1790-1820 The Inner Light and Popular Enlightenment: Philadelphia Quakers and Charity Schoolings 1790-1820 HE PERIOD FROM 1790 TO 1820 MARKED a watershed in the history of Philadelphia Quakerism. After officially withdrawing Tfrom the Pennsylvania Assembly during the French-Indian War, Friends entered a period of internal spiritual reform that eventually led to a more tribalistic relationship to the larger society. Although they were largely excluded from political power and social acceptance, Philadelphia Quakers continued to thrive in business, forming a prosperous segment of the population. After the Revolutionary War, Friends devoted them- selves to a broad array of humanitarian reforms in order to pledge their support to the new nation and to contribute freely to the exigencies of the poor.1 These reforms included abolitionism, a concern for the mentally ill, and, most pertinent here, charity schooling.2 This article is drawn from "The Inner Light and Popular Enlightenment Philadelphia Quakers and Charity Schooling, 1770-1820," Ph D diss , University of Pennsylvania, 1993 The author wishes to thank David Hogan for cultivating an interest in Quaker philanthropy as well as for his helpful editorial comments and the permission to use his title for this article, and J William Frost, John Grace, and Michael Zuckerman for their thoughtful comments on earlier drafts 1 Sydney V James in his work, A People Among Peoples Quaker Benevolence in Eighteenth- Century America (Cambridge, Mass, 1963) promoted the traditional view that mid-eighteenth- century Philadelphia Quakers traded their positions of political authority in state government for a leadership role in benevolent activity He argues that the coming of the French-Indian war in 1756 created for these Fnends a conflict of conviction between the pacifist position held by their religious society and their responsibility as public officials to provide for the defense of the commonwealth Their answer was to resign, en masse, from Pennsylvania government Confronted with the dilemma of how to retain their influence as a distinctive group in civil society and how to purge their own religious society of the worldliness that had already taken over, Fnends embarked on a wide-scale movement of humanitarian reform In so doing, they had found a way to "win a place for themselves in American society, support the government, and contribute to the national welfare that would preserve and express their distinctive views " 2 Hugh Barbour and J William Frost, The Quakers (New York, 1988), 164-66 Quakers gained national recognition during this era for their work with the mentally ill In 1796, Philadel- phia Fnends made accommodations to house one hundred insane patients at the Pennsylvania Hospital, the first recognition in Amenca that the mentally ill required a special medical institution The establishment of Fnends Hospital by Philadelphia Yearly Meeting, in 1817, represents the first pnvate asylum in the United States This institution operated on the Quaker belief that the THE PENNSYLVANIA MAGAZINE OF HISTORY 6C BIOGRAPHY Vol. CXVIII, Nos. 1/2 (Jan./April 1994) 88 WILLIAM C KASHATUS III January/April In 1807 Thomas Scattergood, a Quaker minister and leading quietist who had traveled extensively throughout the United States and the British Isles, formed the Philadelphia Association of Friends for the Instruction of Poor Children. The following year the association—all of whom were members of the Society of Friends—established the Adelphi School for the poor and black children of Philadelphia. By employing the cost- effective Lancasterian method that used older children to teach younger ones, the school captured the interest of other Quaker reformers. One of these, Roberts Vaux, an evangelically oriented Friend, was so inspired by his work for this institution that he later spearheaded the movement to create a system of free public education in Philadelphia. The backgrounds and reform activities of these two Philadelphia Quak- ers provide an opportunity to explore the origins of humanitarianism and, ultimately, the common school reform movement in Pennsylvania. In particular, this article will focus on the claim that the reform activities of early nineteenth-century Friends were limited to those Quakers who espoused evangelical doctrine and were engaged in interdenominational benevolent associations. The difficulty is that while Scattergood was a leading Quaker quietist, Vaux was an evangelical Quaker. Of all the studies of the origins of nineteenth-century humanitarianism, David Brion Davis's The Problem of Slavery in the Age of Revolution (1975) is easily the most influential. Davis traced humanitarianism to the development of modern capitalism by suggesting that late eighteenth- and early nineteenth-century British Quaker entrepreneurs adopted aboli- tionism to preserve their own hegemony. Inspired by the doctrines of Protestant evangelicalism and confronted with both pro-slavery and radi- cal indictments of the wage-labor system, these Friends adopted the cause of abolitionism, as it would allow them to demonstrate a Christian concern for human suffering and injustice while also providing a degree of moral insulation to such Quaker economic activities as wage slavery.3 For Davis then, humanitarian sensibility was the result of self-deception among the insane should be treated with compassion, having lost neither their humanity nor their capacity to communicate with the Inner Light of Christ in all people Accordingly, patients and staff ate together and lived in the same buildings While doctors administered strong medicines, no chains were used to confine the patients Nearly half of the sixty-six patients in the first three years were discharged as cured or much improved, in an era when insanity was considered incurable 3 David Bnon Davis, The Problem of Slavery m the Age of Revolution (Ithaca, 1975), 242-51 1994 QUAKERS AND CHARITY SCHOOLING 89 members of a new, entrepreneurial class as they responded to the needs and tensions of an emergent capitalist society. Davis's hegemonic argument is challenged by Thomas Haskell who claims that the new humanitarian sensibility was not the result of the ascendancy of a new class; rather it was a response to a change in the conventions of moral responsibility induced by the "expansion of the market, the intensification of market discipline, and the penetration of that discipline into spheres of life previously untouched by it."4 These changes compelled Friends to reevaluate their moral responsibilities in a capitalist society. They came to view the market place not only as a scene of perpetual struggle where cost-effectiveness and profits permeated every sphere of life, but also as an "agency of social discipline and character modification." The market place encouraged a higher level of scrupulous behavior by teaching social and contractual obligations be- tween employer and employee.5 This understanding of capitalism pushed the conventional limits of moral responsibility past those that had pre- viously legitimized slavery and compelled Friends to launch their attack against that institution. Class-induced self-deception was not part of this process.6 More recently the Haskell-Davis debate encouraged historians of education to look more carefully at the relationship between theology and capitalism in the emergence of the common school reform movement. Carl F. Kaestle suggests that the Quakers, who were "successful in commerce and newly dedicated to proving themselves part of the larger community," were major actors in the common school movement. KASHATUS III January/April desire to reduce crime, vice, and cultural differences inspired them to join with other evangelical Protestants who envisioned an "integrated economy, more centralized public direction and a common moral and political culture based on evangelical Protestantism, republicanism and capitalism."8 David Hogan agrees with Kaestle's assessment of evangelical Protestantism as the motivating theological force underlying the Quaker decision to enter into common school reform, but he links humanitarian- ism to evangelicalism and the market revolution in a very different way. Hogan believes that many of the Quaker reformers were middle-class businessmen who were very active in the market economy. Their espousal of evangelical Protestantism, with its emphasis on the doctrine of Christian benevolence, complemented their interest in the market revolution. He explains that both movements were "exercises in moral uplift" that enabled individuals to "combat sin and provide the moral resources necessary to participate

C3.1 - C3.19) Work began in the 1823 building season, following the commencement of the perimeter walls and preceding that of the cellblocks. In August 1824 all the active stonecutters were employed cutting stones for the front building, though others were idled by a shortage of stone. Twenty-foot walls to the north were added in the 1826 season bounding the warden's yard and the keepers' yard. Construction of the center, the first three wings, the front building and the perimeter walls were largely complete when the building commissioners turned the building over to the Board of Inspectors in July 1829. The half of the building east of the gateway held the residential apartments of the warden. The west side initially had the kitchen, bakery, and other service functions in the basement, apartments for the keepers and a corner meeting room for the inspectors on the main floor, and infirmary rooms on the upper story. The latter were used at first, but in September 1831 the physician criticized their distant location and lack of effective separation, preferring that certain cells in each block be set aside for the sick. By the time Demetz and Blouet visited, about 1836, ill prisoners were separated rather than being placed in a common infirmary, and plans were afoot for a group of cells for the sick, with doors left ajar like others.

    Ben Kaplow July 27, 2018 Universalism & Particularism in Quaker Philanthropy: 1770-1830 Introduction This paper aims to examine the relationship of the Friends’ Asylum to the greater project of Quaker philanthropy in Philadelphia during the early and mid-19th century. In this period, Quaker philanthropy in the Philadelphia area was born out a dense network of individuals. Even accounting for the population of Philadelphia—70,000 in 18301—the Quaker philanthropic network was quite small, composed of only about 100 individuals.2 Quakers were a powerful group, yet the number of individuals who had both the combination of drive and resources to engage in philanthropic work was relatively small. Indeed, it was often the same individuals who engaged in the varied projects of education, health, abolitionism, and penal reform, the main pillars of Quaker philanthropic work. As Kashatus discusses,3 different philanthropic efforts were driven by various configuration of individuals along denominational (evangelicals, quietists, etc.) and class lines, yet members overlapped significantly and coordinated their efforts as parts of a larger philanthropic project. Three narrative strands unite the project. The first traces the arrival of garden-like graveyards on Philadelphia’s periphery. Known after 1830 as “rural” cemeteries, these places were incubators for new conceptions of home, community, and outdoor aesthetic propriety. Closely related to this geographical shift was a vocational one. Beginning in the antebellum decades, several occupations involved in the division and depiction of land recast their services in new terms. Although Philadelphia’s landscape architecture profession eventually emerged from this ferment, my focus is on the period just prior to coalescence – a period when surveyors, horticulturists, and “rural architects” competed for legitimacy (and commissions) in a field without clear-cut boundaries.     "Delay and Neglect: Negro Public Education in ^Antebellum Philadelphia y 1800-1860 HE MOVEMENT toward free, tax-supported education at the beginning of the nineteenth century began in urban America. Early public schools in most cities were pauper schools T 1 designed to educate poor white children. Philadelphia was no ex- ception. However, according to the Pennsylvania school laws of 1802, 1809, 1812 and 1818, that established these schools, the Negro was legally entitled to receive tax-supported, free education. But, as Philadelphian John Jay Smith pointed out to Alexis de Tocque- ville in 1831, "The law with us is nothing if it is not supported by public opinion. Slavery is abolished in Pennsylvania but . the people are imbued with the greatest prejudice against Negroes, and the magistrates don't feel strong enough to enforce the laws favor- able to them."2 School officials suffered from this same uncertainty. Although legally entitled to free schooling, Negroes suffered discriminatory practices before the first public school was built. An examination of the lists of indigent school children who attended private schools between 1811-1816, and who were reimbursed through the use of tax funds, reveals that no Negroes received public funds for their education.3 Arthur Donaldson, a Quaker teacher in a Negro private school, attacked this practice in 1813, but he was unsuccessful in his attempt to gain public support for the alleviation of the Negro's 1 It should be noted that Boston had public education during the seventeenth century, but it was not until 1790 that the city's poor children were admitted to the schools.

    Social ^Disorder and the Philadelphia Slite "Before Jackson UR understanding of the 1820s suffers from our intellectual domination by the events of the 1830s. One area in which O perspective on these years is blurred is the study of elites. Because Andrew Jackson triumphed over a symbol of patrician rule in the election of 1828 and because an aroused electorate aided his victory, historians have assumed his prestigious predecessors were under attack. The mercantile-Federalist elite, in this view, marked time until their heads were slipped into a Democratic noose. Some became reformers, seeking to regain their status and authority by advocating programs for social control. But their efforts were doomed. However successful temperance, antislavery, or public schools may have been, the urban gentry would never again com- mand the respect and deference enjoyed in the eighteenth century.1 Describing this decline, historians have argued in contradictory terms. Some have suggested that the elite became social reformers because their Federalism was no longer attractive to the American voter. Rebuffed by politicians and unwilling to make the compro- mises necessary to achieve shared power, the elite rejected public life altogether. Active members devoted themselves to private philanthropies and local leadership. They established institutions to care for the poor, the sick, and the deranged; they fostered societies to exalt the revolutionary past and to promote the economic future. In this scholarly volume Dr.McCadden presents a combination of the history of education inPennsylvania from 1801 to 1835 an d the educational biography of Roberts Vaux, who was intimately connected with the educational history of that period. The real purpose, however, seems to be to outline the educational contributions of Vaux. The educational history appears to be presented merely to make the workof Vaux stand out more vividly. The first part of the opening chapter deals with the various attempts made in Pennsylvania immediately after 1800 to spread useful knowledge through various organizations and activities such as the charity schools operated by private organizations, the learned societies and libraries, and the enactment of certain state legislation concerning education, particularly the chartering of academies and colleges and the enactment of the Poor Laws of 1802, 1804, and 1809. In the opinion of the reviewer, the latter part of this chapter is the best part of the entire book. Here the author clearly discusses four particular edu- cational movements which preceded and helped bring about the universal edu- cation movement in Pennsylvania. These were the Lancastrian school, the infant school, the Mechanics' Institute and Lyceum, and Manual Labor move- ments. The second chapter deals withthe connections and activities of Vaux in these various educational societies and movements; the next presents him as the founder and first president of the Philadelphia public schools; and in the last chapter an attempt is made to show the important part Vaux played in the es- tablishment ofthe free state-wide public-school system inPennsylvania.

Comprised of men from different fields and different sects of Christianity, the society’s goal was to end the illegal suffering of inmates, whose punishment was often public labor in the streets of Philadelphia. In its earlier days, the society gave relief to prisoners in the form of money and clothing. The members also visited prisoners and gave them bible hoping to spur repentance. I 1 Abstract Between 1786 and 1835, Philadelphia played host to a revolutionary transformation in the methods and intentions of criminal punishment. Beginning with a shift away from sanguinary and public corporal punishments, and culminating in the opening of Eastern State Penitentiary, this transformation was spearheaded by the members of the Philadelphia Society for Alleviating the Miseries of Public Prisons. These wealthy and influential Philadelphians joined together in 1787 to advocate for penitential punishment; to incorporate the goal of reforming offenders into the state's penal code. In the antebellum period, the Society's advocacy coalesced under the leadership of Roberts Vaux, a Quaker philanthropist and archetype of the era's gentlemen reformers. In the 1820s, Vaux articulated the Separate System of prison discipline, in which inmates would remain in constant solitary confinement while laboring in their cells.
