Federal Home Loan Banks FEDERAL HOME LOAN BANKS 2009 Combined Financial Report This Combined Financial Report provides financial information on the Federal Home Loan Banks. Investors should use this Combined Financial Report, together with the other information expressly provided by the Federal Home Loan Banks for this purpose, when considering whether or not to purchase the consolidated bonds and consolidated discount notes (collectively referred to in this Combined Financial Report as consolidated obligations) of the Federal Home Loan Banks. The Securities Act of 1933, as amended, does not require the registration of consolidated obligations. No registration statement has been filed with the Securities and Exchange Commission with respect to the consolidated obligations. Federal Home Loan Banks Analyst: Jennifer Johnson Executive Summary • The Federal Home Loan Bank (FHLB) system was established in 1932 for the purpose of providing liquidity and transparency to the capital markets. • It is comprised of 11 regional banks that are government-sponsored entities (GSEs) and support the market for homes. These FHLB regional banks provide low-cost financing to member financial institutions, which in turn make loans to individuals. • Each FHLB regional bank is structured as a cooperative of mortgage lenders, or members, which sets its credit standards and lending policies. To become a member, a financial institution must purchase shares of the regional bank. • FHLB regional bank members may apply for a loan or “advance” based on required credit limits and borrowing capacity. Each loan or advance is secured by eligible collateral, and lending capacity is based on applicable discount rates on the eligible collateral. My time as a commercial banker spanned numerous business cycles. It also encompassed at least one severe financial system crisis, in the late 1980s through the early 1990s, albeit one that was not as severe as the current one. From my time as a commercial banker, I already understood the factors considered by bankers in the initial lending decision as well as those in loss mitigation when collecting those same loans. Despite international efforts to coordinate and converge on such policies, national policy advice and resolution practices differ. The resolution methods adopted in the Nordic banking crises in the 1990s are generally acknowledged to include important elements of “best practice”. But some of these lessons have proved hard to implement during the current crisis, and new policies have been developed as a response.     HOUSING FINANCE POLI C Y CENTER Should Nonbank Mortgage Companies Be Permitted to Become Federal Home Loan Bank Members? Karan Kaul and Laurie Goodman June 2020 On February 24, 2020, the Federal Housing Finance Agency (FHFA) issued a request for input (RFI) on eligibility requirements for membership into the Federal Home Loan Bank (FHLB) System.1 The RFI raised important questions about whether current membership rules promote a safe and sound FHLB system while furthering the system’s mission to provide reliable liquidity to member institutions to support housing finance and community development. The FHFA had last assessed the FHLB membership rule in 2015, when it was determining whether captive insurance companies should be barred from FHLB membership. The Urban Institute submitted a detailed comment letter focused on mortgage real estate investment trusts (REITs), arguing that the business activities of REITs were substantially aligned with the mission of the FHLBs and that any safety and soundness risks posed by REITs could be managed using the FHLBs’ risk management tools (Goodman, Parrott, and Kaul 2015). The final rule, issued in January 2016, excluded the captive arrangement. To the extent the FHFA is revisiting membership requirements for REITs, we suggest it revisit our prior comment. In this comment letter, we assess whether FHLB membership should be expanded to include other types of institutions not currently eligible for membership. We focus on independent mortgage bankers, commonly known as nonbank mortgage lenders and servicers. Nonbanks have drastically expanded their mortgage market activities over the past decade, accounting for 90 percent of lending backed by the Federal Housing Administration (FHA) and the US Department of Veterans Affairs (VA) and about half of all lending backed by Fannie Mae and Freddie Mac.

    A BRIEF HISTORY OF THE HOUSING GOVERNMENT-SPONSORED ENTERPRISES A Brief History of the Housing Government-Sponsored Enterprises The housing Government-Sponsored Enterprises (GSEs) have a long history. Understanding the role that these organizations played historically in the mortgage markets is important to understanding the financial crisis, its causes, and lessons for the future. The housing GSEs are the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), and the Federal Home Loan Bank System (FHLBank System), which currently consists of 12 Federal Home Loan Banks (FHLBanks). HOUSING FINANCE BEFORE FEDERAL INVOLVEMENT Before the Great Depression of the 1930s, housing finance was exclusively the realm of the private sector. Housing finance generally consisted of short term renewable loans. The features of these loans, which included high down payments (approximately half the home’s purchase price), short maturities (10 years or less), and large balloon payments, presented significant challenges to widespread home ownership.1 The primary source of mortgage funding came from life insurers, commercial banks, and thrifts.2 In the absence of a nationwide housing finance market, availability and pricing for mortgage loans varied widely across the country.3 THE GREAT DEPRESSION The Great Depression proved as traumatic to the nation’s housing market as it was to the U.S. economy. By 1932, the unemployment rate had risen to 23.6%,4 and by early 1933, the government estimated that 20% to 25% of the nation’s home mortgage debt was in default.5 FEDERAL RESPONSE TO THE DEPRESSION ERA HOUSING CRISIS The federal government began its response to the housing crisis in 1932, with the enactment of the Federal Home Loan Bank Act (the Bank Act).
