In order to solve this puzzle, this article explores cross-national and inter-temporal differences in post-communist new democracies using statistical analysis and small-N case studies, and argues that policy factors and the rationality of ethnic minorities determine the success and failure of ethnic parties and account for the variance in their standings. As some studies have pointed out, ethnic minorities’ voting behaviour should be rational and strategic. This article represents a basic spatial model and argues that ethnic minorities react to other parties’ policy changes and to the capability of other parties to win seats. Statistical analysis verifies this hypothesis. In addition, I discuss the Baltic States–Estonia, Latvia and Lithuania--as case studies. Although these three countries share a similar history, experience with minority issues and a common institutional design, their party systems indicate significant differences. -

This was the first visit to the country of the newly appointed co-rapporteur, Mr Egidijus Vareikis. We wish to thank the delegation of Bosnia and Herzegovina to the Parliamentary Assembly of the Council of Europe and the Council of Europe office in Sarajevo for their help in organising the visit. The programme of the visit is appended. 2. We had been happy to hear that on 31 May 2012, just before our visit, the House of Representatives finally adopted the State budget for 2012, totalling 1.3 billion KM (around 650 million Euros). 3. However on arrival in Sarajevo , we heard that the SDA (the biggest Bosniak party), one of the main partners in the coalition formed by the SDP (the officially multi-ethnic party), together with two small Croat parties (the HSP and the NSRzB) had voted against the budget. -

Reconstruction Abstract Even under favourable conditions economic recovery in Bosnia-Herzegovina (BiH) will take time. In economic terms, the country will probably remain on the track it is already running down. A miracle in terms of GDP, income and employment growth is unlikely, given that no change in the handling of economic matters is in sight. It would be misguided to hope that recent developments such as the abolition of the former accounting system and the ongoing deregulation of companies will yield swift gains. On the contrary, both programmes will lead to disruptions in the short term, the achievement of positive results will take a number of years. The issue of kick-starting economic recovery in the Balkans remains very much an item on the agenda. Over the next few years, the experience gained in Bosnia and Herzegovina should benefit the region as a whole. McClelland All Rights Reserved Abstract Identity and Agency: Majority and Minority Ethnic Voting in New Democracies Benjamin P. McClelland This dissertation examines how ethnic identities are politicized through elections in new democracies. Using the cases of post-communist Latvia and Bosnia and Herzegovina, I compare the electoral success of campaigns which appeal to voters on the basis of ethnicity to those do not. I argue that ethnic parties are most likely in groups for whom two conditions are met. First, ethnicity must meaningfully differentiate ethnic insiders from outsiders, in such a way that voters will believe policy benefits will likely result from political representation for the group. Second, electoral institutions must ensure that the political mobilization of the group will result in electoral victory. These two conditions create fundamentally different incentives for ethnic majority groups and ethnic minority groups simply because of differences in group size. In most democracies with a large minority population, ethnic voting will be more likely among the majority group than the minority group, unless institutions encourage minority group voting by lowering barriers to entry. The results demonstrate the qualitatively different ways groups use ethnic identities as a resource to achieve political objectives, with important implications for minority group representation, political participation, and democratic governance in diverse societies. Codebook 2007 Chapel Hill Expert Survey Candidate Countries Funded by the University of North Carolina at Chapel Hill European Union Center for Excellence March 2009 This dataset provides data for the 2007 Chapel Hill Expert Survey on the positioning of 39 political parties on European integration in five candidate countries: Bosnia-Herzegovina, Croatia, Macedonia, Serbia, and Turkey. The survey was administered in the fall of 2008 to 104 academics specializing in political parties and European integration in one of the countries considered. Thirty-seven surveys were completed, a 36 percent response rate. The Chapel Hill expert survey was conducted by Ryan Bakker, Anna Brigevich, Catherine de Vries, Erica Edwards, Liesbet Hooghe, Gary Marks, Jan Rovny, Marco Steenbergen and Milada Vachudova.
