Alija Izetbegović Alija Izetbegović i rat u Bosni i Hercegovini Naputak čitatelju va je knjiga nastala kao plod moga dugogodišnjeg bavljenja političkim djelovanjem i diskursom Alije Izetbegovića, neupitnog ratnog i poslijerat- Onog lidera bosansko-hercegovačkih Bošnjaka-Muslimana. U knjizi nastojim objasniti glavna svojstva Izetbegovićeva političkog diskursa i posljedice tih svojstava u realnom po- litičkom djelovanju, imajući u vidu prije svega dva kriterija: kriterij znanstvene upotrebljivosti tog objašnjenja, u okviru teorije rata i mira, i posebice teorije uzroka rata; te kriterij političke upotrebljivosti u smislu objašnjenja koje bi moglo doprinijeti formuliranju jasnih i adekvatnih politika unutar tako-zvanog bosansko-hercegovačkog političkog krajolika, politika koje bi bile i odgovornije prema Drugome i sadr- žavale mirotvorni potencijal u većem stupnju nego što je to danas slučaj. Nastojao sam ne napisati knjigu koja bi bila isključivo historiografskog karaktera. Knjiga, koja je sada pred čitate- ljem, zamišljena je kao interdisciplinarna analiza koja na- stoji neke odluke donesene u nedavnoj prošlosti pretvoriti u pouku za buduće generacije. Također, glavno usmjerenje knjige jest prema Izetbegovićevim političkim vjerovanjima i prema njegovu stilu komuniciranja koji odražava jedan im- plicitni etički odnos prema diskursu, odnosno prema ljud- skome biću kao korisniku jezika. Za analizu ta dva ključna činitelja ne postoje neki unaprijed zadani recepti. Postoje određene metodologije, kao što je, primjerice, ‘analiza sa- 11 Dražen Pehar držaja’, no nastojao sam te metodologije ovdje ne upotre- bljavati upravo stoga što bi time sama knjiga za čitatelja postala manje transparentna. Glede svih epistemoloških pretpostavki, koje leže u osnovi moje analize, čitatelj jasnu sliku o tim pretpostavkama može dobiti čitanjem kratkoga poglavlja o epistemološkim pretpostavkama ogleda. Čita- teljima, koje te pretpostavke ili nešto suhoparnija teorija ne zanimaju, sugeriram da to poglavlje preskoče. Čitatelj bi također trebao biti svjestan da moja analiza proizlazi i iz jednoga važnog etičkog impulsa, ne samo iz mojih teorijskih ili političkih interesa i usmjerenja. Naime, već mnogo me godina zanima što se zapravo desilo sa mo- jim glasom za nezavisnost Bosne i Hercegovine, glasom kojeg sam dao tijekom referenduma, koncem veljače i po- četkom ožujka 1992. godine. Taj moj glas nije bio glas za početak rata u Bosni i Hercegovini, u to sam siguran; no, on je nekako iskorišten na jedan način koji je izravno vodio do oružanoga sukoba. Iako ta eksploatacija jednoga glasa, ili možda čak nekoliko miliona glasova, nije moja odgovor- nost, dijelom me i danas peče savjest zbog te eksploata- cije, jer moj je glas, kojega sam ja prvo dao, eksploatiran. Ta ‘etika skrbi o sebi’ (epimeleia heautoy, na starogrčkome, ili cura sui, na latinskome), o kojoj detaljnije piše Michel Foucault u Hermeneutici sebstva, velikim je djelom su-od- govorna za nastanak ove knjige. Ona je također odgovorna za moju odluku da u knjizi kažem nešto više o ‘alternativ- nim tokovima povijesti’, o ‘propuštenim šansama u povije- snome smislu.’ Nadam se da će taj aspekt knjige, prezenti- ran u samome Zaključku, barem na neke čitatelje djelovati katarktički. Čitatelj bi također trebao biti svjestan činjenice da je knjiga organizirana tako kako je organizirana sa dobrim 12 Alija Izetbegović i rat u Bosni i Hercegovini razlogom; na umu sam imao upravo čitatelja koji treba s relativnom lakoćom proći kroz cijelo djelo. Stoga knjigu započinjem jednom povijesnom epizodom, jednom sjed- nicom nekadašnjeg Predsjedništva Republike Bosne i Hercegovine. Detaljnu analizu političkih vjerovanja Alije Izetbegovića čitatelj će pronaći u narednom poglavlju koje jest nešto teorijski zahtjevnije i duže. No, čitatelj će se zasigurno od toga poglavlja odmoriti čitajući poglavlje o jednome zagonetnom sastanku između posljednjeg ame- ričkog Veleposlanika u bivšoj Jugoslaviji, Zimmermanna, s jedne strane, i Izetbegovića, s druge. Za one koje posebno zanima uloga međunarodne zajednice, ili Europske Unije ili SAD, u Bosni i Hercegovini, ili međunarodni odnosi i međunarodna politika općenito, čitanje cijele knjige moglo bi zapravo započeti čitanjem poglavlja o Zimmermannu. Posljednje poglavlje, o Dediskurzaciji, nastalo je tako što sam se pozornije i detaljnije usmjerio na jednu po- sebnu crtu Alije Izetbegovića, kao komunikatora, crtu koju sam mogao objasniti samo tako što sam u grubim crtama formulirao jedan inovativan dodatak suvremenoj teoriji uzroka rata. Dakle, za analitičare političke komunikacije, kao i za one koje najviše zanima sama teorija rata, ili teo- rija uzroka rata u znanstvenome smislu, to poglavlje moglo bi biti najzanimljivije. Također, čitatelju sugeriram da ne čita sve dijelove Zaključka kao neku vrstu osigurane, 100% pouzdane teze. Naime, pred sam kraj Zaključka prezenti- ram i jednu hipotezu, dajem svojoj znanstvenoj imaginaciji punu slobodu, ali tu hipotezu, iako ona zvuči na prvi po- gled uvjerljivo, ne podupirem jednoznačnim empirijskim podacima. Također, budući da u Zaključku govorim i o Islamu, čitatelj bi unaprijed morao shvatiti

Reconstruction Abstract Even under favourable conditions economic recovery in Bosnia-Herzegovina (BiH) will take time. In economic terms, the country will probably remain on the track it is already running down. A miracle in terms of GDP, income and employment growth is unlikely, given that no change in the handling of economic matters is in sight. It would be misguided to hope that recent developments such as the abolition of the former accounting system and the ongoing deregulation of companies will yield swift gains. On the contrary, both programmes will lead to disruptions in the short term, the achievement of positive results will take a number of years. The issue of kick-starting economic recovery in the Balkans remains very much an item on the agenda. Over the next few years, the experience gained in Bosnia and Herzegovina should benefit the region as a whole. Sarajevo, 18 May 1998 Carlos Westendorp High Representative LAW ON THE COAT-OF-ARMS OF BOSNIA AND HERZEGOVINA Article 1 This Law regulates the shape and design of the Coat-of -Arms of Bosnia and Herzegovina, as well as the use of it by the institutions of Bosnia and Herzegovina. Article 2 The Coat-of-Arms of Bosnia and Herzegovina represents Bosnia and Herzegovina and shall be displayed as a symbol of Bosnia and Herzegovina. Article 3 The Coat-of-Arms of Bosnia and Herzegovina shall be used in accordance with the provisions of this Law in a manner promoting the reputation and dignity of Bosnia and Herzegovina. Article 4 The Coat-of-Arms of Bosnia and Herzegovina is of a blue colour and in the shape of a shield with a pointed tip. In the top right side corner of the shield there is a triangle of yellow colour. Running parallel to the left side of this triangle is a row of white five pointed stars.     The Parliamentary Assembly of BiH 2006 - 2010 FACTS ON BOSNIA AND HERZEGOVINA The state of Bosnia and Herzegovina is comprised of two entities: the Federation of Bosnia and Herzegovina and the Republika Srpska. Br~ko District has a special status. The present constitutional-legal system of Bosnia and Herzegovina is determined by the General Framework Agreement for Peace in Bosnia and Herzegovina, which was initialed in Dayton (USA) on 21 November 1995 and signed in Paris (France) on 14 December 1995. The government, at the state level, is divided into the: a) Legislative (Parliamentary Territory: 52.197 square meters Assembly of BiH); Population: 4.332.339 (Bosniak 43.5%; Serb 31.3%, Croat 17.6%, Other 7.6%, b) Executive (Presidency of BiH as per the 1991 Population Census) and Council of Ministers of BiH); Capital: Sarajevo, 289,973 inhabitants and Other major cities: Banja Luka, Tuzla, Zenica, Mostar c) Judiciary (Constitutional Languages: Bosnian, Croatian, and Serbian Court of BiH and Court Scripts: Latin and Cyrillic of BiH). This highest-level legislative body of Bosnia and Herzegovina consists of two Houses, the House of Representatives and the House of Peoples, and all legislative decisions require approval in both Houses of the Parliamentary Assembly of BiH.

    Bosnia and Herzegovina Page 1 of 23 Bosnia and Herzegovina Country Reports on Human Rights Practices - 2000 Released by the Bureau of Democracy, Human Rights, and Labor February 23, 2001 The 1995 General Framework Agreement for Peace in Bosnia and Herzegovina (the Dayton Accords) ended the 1991-95 war and created the independent state of Bosnia and Herzegovina, previously one of the constituent republics of Yugoslavia. The agreement also created two multiethnic constituent entities within the state: The Federation of Bosnia and Herzegovina (the Federation) and the Republika Srpska (RS). The Federation, which has a postwar Bosnian Muslim (Bosniak) and Croat majority, occupies 51 percent of the territory; the RS, which has a postwar Bosnian Serb majority, occupies 49 percent. The Constitution (Annex 4 of the Dayton Accords) establishes a statewide government with a bicameral legislature, a three-member presidency (consisting of a Bosniak, a Serb, and a Croat), a council of ministers, a constitutional court, and a central bank. The Accords also provided for the Office of the High Representative (OHR) to oversee implementation of civilian provisions. The High Representative also has the power to impose legislation and remove officials who obstruct the implementation of the Dayton Accords. The entities maintain separate armies, but under the Constitution, these are under the ultimate control of the presidency of Bosnia and Herzegovina. Municipal elections held in April and general elections conducted in November were generally free of violence, although there were some voting irregularities in both elections. Multiethnic parties committed to building on the foundation established at Dayton, such as the Social Democratic Party (SDP), made inroads against the support for the nationalist, ethnically based parties in the November elections, resulting in a state House of Representatives almost evenly divided between the two groups.

Na početku je grupu činilo osam parlamentaraca, a sada broji trinaest. Svakim danom jačamo i brojniji smo, te intenzivnije radimo s našim partnerima na ostvarivanju pograma. Problemi zaštite reproduktivnog zdravlja, naročito mladih, promocija zdravog načina života, provođenje zakona o ravnopravnosti spolova, briga o starima, ukazivanje na postojanje nasilja u porodici i traženje adekvatnog društvenog odgovora na ovu pojavu, kao i praćenje demografskih i zdravstvenih aspekata razvoja stanovništva, glavni su i pravi ciljevi našeg dosadašnjeg ali i budućeg djelovanja. S ponosom ističemo da smo jedina ovakva grupa, od zemalja bivše Jugoslavije, koja je primljena u članstvo evropskih parlamentarnih grupa za populaciju i razvoj (EPF EUROPEAN PARLIAMENTARY FORUM) još 2004. godine. Dosadašnje intenzivne i mnogobrojne aktivnosti širom BiH, ali i u svijetu, realizirali smo u saradnji s nevladinim (Asocijacija XY Sarajevo, Osmijeh-Gračanica, Udruženje 4-to dijete Banja Luka, Lara- Bijeljina itd.) i međunarodnim organizacijama (UNFPA, UNDP, MP, HelpAge itd.).
