I, Mónica Ferro, chair of the Portuguese All Party Parliamentary Group on Population and Development hereby announce my candidacy to the Presidency of EPF.

I’ve chaired the APPG since 2011 and had previously worked with the Group coordinating a study and participating in the Launch of UNFPA Swop Report, in the Seminars on “Human Rights at the Table,” organized by the APPG, as well as a member of civil society organizations.

Since 2011 I’ve made SRHR, Gender Based Violence, universal access to family planning, empowerment of women and girls, ending FGM, youth empowerment and maternal health the central part of my civic, political and parliamentary work.

I’ve participated in several major events of EPF, UNFPA, IPPF and civil society on the Population and Development Agenda and advocated for change and for the fulfillment of the Cairo PoA and also the Beijing Platform of Action in political speeches, op-eds, conferences, seminars, in Portugal and abroad. My CV shows how the Group has a very strong presence in the ongoing debates in Portugal.

Portugal has secured in the last years major advancements in this area and it is recognized as a country that is devoted to this Agenda. The recent election for the UN Human Rights Council, with a record number of votes, is a proof of this recognition. Also the fact that we were the first country in the European Union to rarify the Istanbul Convention shows the high level of commitment. In all these processes the APPG was involved.

Being a southern European country, we still face many challenges and understand, as many other European countries do, the difficulties in removing obstacles to a life in dignity for all. In these trouble times, this experience can constitute an added value to EPF.

We have learned the value of working, and learning, from the civil society organizations, with UNFPA, IPPF and we have profited immensely from the network, advocacy and experiences that EPF have provided us with.

The times ahead of us are not easy ones. Europe has lost the lead in many arenas, the Convention of Istanbul needs strong parliamentarian engagement so it can be efficiently applied as the strongest instrument against VAW and DV, the Post-2015 agenda is being finalized and this time we have to make sure that no one is left behind, the unfinished Agendas of Cairo and Beijing need to be transformed into perpetual compromises included in all public

policies and adequately funded, so monitoring ODA as to continue to be a core piece of our work.

Women, Girls, Youth and LGBT need to be the actors of their own development and this mean to empower them and to give them voice and rights.

There are many challenges ahead of us, but I believe we have the resources and the knowledge to overcome them.

With a special message to Baroness Jenny Tonge, to Neil Datta and to Ulrika Karlssom I put myself at your disposal to further develop my ideas and vision and to work for a world with more freedom and more dignity for all.

Ulrika Karlsson has been a member of the Riksdag since 2006 and is Chairman of the Swedish Parliamentary SRHR Intergroup. She is member of the EPF Executive Committee.

Ms. Karlsson has experience of leading large projects and handling sensitive negotiations. For more than two years Ms. Karlsson lead the project of IPCI 2014 in Stockholm. In Sweden she was the project leader and she fundraised 2 million euro. She represented EPF in the Steering Committee of IPCI 2014 and she co- chaired the Drafting Committee at IPCI Stockholm. The Stockholm Statement of Commitment and the Declaration on Human Rights was adopted unanimously by 250 MP’s from 134 countries. The Stockholm Statement of Commitment is widely regarded as the most progressive input to the ICPD review process.

In Parliament she has assignments concerning EU Affairs and Foreign Affairs. Within the moderate parliamentary group, she has had responsibilities regarding the Middle East and North Africa, Democracy and Human Rights.

Ms. Karlsson has a large international network. Since 2002, she has been a trainer with the Jarl Hjalmarson Foundation, which aims to promote cooperation and development based on freedom, human rights and market economy. She has been training politicians – mainly women and youth – in Latin America, Central America, Africa, Asia, Europe and former Soviet bloc States.

Ms. Karlsson represents the Swedish parliament internationally in the parliamentary delegation to the Inter-Parliamentary Union (IPU) and in the parliamentary delegation to the Parliamentary Assembly of the Union for the Mediterranean (PA-UfM). Ms. Karlsson is Vice President of the Executive Committee representing Women Parliamentarians from 166 countries. She has also been a member of Council of Europe.

Ms. Karlsson has a strong demonstrated interest in human rights and gender equality. For more than a decade she has been a voice in the public debate on the question on combating violence against women and oppression in the name of honor. Ms. Karlsson was involved in developing the Swedish Government’s

Action Plan for combating violence against women, violence and oppression in the name of honor and violence in same sex relationships.

During the 126th IPU Assembly in Kampala Ms. Karlsson participated in the Third Standing Committee’s work on democracy and human rights and was active in the forming of the resolution “Access to health as a basic right: the role of parliaments in addressing key challenges to securing the health of women and children”. She held strong statements on the importance of combating Maternal Mortality and was an active member in the drafting committee. All her amendments were successfully adopted by parliamentarians from 161 countries and added into the final resolution. The resolution is known to be progressive.

Ms. Karlsson has been a member of the Swedish Government’s Delegation for Human Rights Dialogue with the Indonesian Government. She has been a member of the Swedish delegation to parliamentarian dialogue in United Nation on reconciliation and peace negotiation. She has also been a member of the Swedish delegation at UNGA and the UNGA Special Session on the follow-up to the Program of Action of the ICPD beyond 2014.

Please be informed that new Parliamentary Group on Population and Development of the Parliamentary Assembly of is constituted on March 26, 2015. This Group continues the work since its foundation in 2004 till now and in the future, to promote the population policy and its development in Bosnia and Herzegovina. On today first, constitutional session, Dr. Nermina Kapetanović is elected as the Chair of the Parliamentary Group, (the House of Representatives, and Party of Democratic Action), Dr. Lazar Prodanović is elected as the first Deputy Chair (the House of Representatives, Alliance of Independent Social democrats) and Dijana Zelenika as the second Deputy Chair (the House of Representatives, Croatian Democratic Union 1990).

Dr Halid Genjac is also a member of the Parliamentary Group (House of Peoples, Party of Democratic Action). The Parliamentary Group is open for admission of new members, both from the Parliamentary Assembly of BiH and the BiH Federation Parliament and the National Assembly of the Republka Srpska. Dr Zijad Hasić is appointed as the Secretary of the Group.

At today's meeting, the Parliamentary Group has unanimously supported the candidacy of Dr. Nermina Kapetanovic for the EPF Executive Board. The Parliamentary Group considers that dr. Nermina Kapetanovic is capable, professional and competent candidate, not only for a member but for the Vice Chair of EPF as she possesses the professional (medical) and parliamentary experience so that she is very familiar with the work and issues of EPF as well as population policy and development so the Group nominates her for this position. Mrs. Kapetanović was elected into the House of Representatives at the elections in 2014 and can be at EPF disposal in the next four years mandate.

However, Mrs. Nermina Kapetanović was a member of EPF Executive Committee in the mandate 2006 -2010, so she has got experience in the issues as well as the operation and functioning of the

Prof. Dr. Petra De Sutter has been designated by her party (Groen, ecologist party) as a Senator since 2014. Prof. Dr. Petra De Sutter studied medical sciences at the University of Ghent. Currently, she is full professor at the University of Ghent and Head of the Department of Reproductive Medicine at the University Hospital Ghent. As well as this, she is a member of numerous councils and committees, like the College of Physicians in Reproductive Medicine, the Accreditation Committee in obstetrics and gynaecology, the College of the High Health Council, and the Royal Academy of Medicine. She has written more than 280 publications in peer- reviewed journals, as well as chapters in books or

Re: EPF Executive Committee nomination–Baroness Anne Jenkin, UK APPG on PDRH

The UK APPG on PDRH would like to nominate Baroness Anne Jenkin to the EPF Executive Committee.

Anne Jenkin stood for election as a Member of Parliament in the 1987 general election. In 2005, she founded, with Theresa May MP, the current UK Home Secretary of State, Women2Win, a campaign to increase the number of female Conservative MPs.

In January 2011 she was created a life peer as Baroness Jenkin of Kennington, of Hatfield Peverel in the County of Essex. She sits on the Conservative benches.

She co-chairs Conservative Friends of International Development with the Rt Hon. Stephen O’Brien MP and is now the treasurer of the UK APPG on PDRH, after joining the Group in 2011.

Anne Jenkin participated in the Group’s study tour to Myanmar in 2013 and is an active and outspoken supporter of family planning and sexual and reproductive health and rights. She also spoke in favour of equal marriage in 2013.

Baroness Anne Jenkin of Kennington

Biography

Baroness Jenkin became a peer in 2011 is recognition of her charity work. She is the chairwoman of both the Conservative Friends of International Development and the Sustainable Resource APPG. She is founder and co-chairwoman of Women2Win, an organisation which aims to encourage more women to become Conservative MPs. Baroness Jenkin has worked for the Prince's Trust in the past and represents the Albert Hall on certain matters.

As a member of the Lords, she has asked questions recently on AIDS and HIV, Millennium Development Goals, and development both related to health and poverty. In May 2011, she took part in the 'Live below the line' campaign, living on £1 per day for a week. She was elected to the Board of Trustees of UK Committee for Unicef (Unicef UK) in February 2013.
