Biography of Secretary-General Boutros Boutros-Ghali. http://www.un.org/Overview/SG/sg6bio.html Scope and Content of Collection The Boutros Boutros-Ghali papers were acquired by the Hoover Institution Archives in 1996, with subsequent increments in the years following. The papers reflect Boutros-Ghali's long career in international politics, in particular his service as minister of state for foreign affairs in Egypt and his term as the sixth secretary general of the United Nations. Included among these records are the papers of Charles Hill, reflecting his role as advisor to Boutros Boutros-Ghali and their joint work at the United Nations. In addition, the collection includes photocopies of the archives of the Boutros-Ghali family, the originals of which reside with the family. The Boutros-Ghali Family Archiveis chronologically the earliest material in the collection. The series is comprised of photocopies of the family's papers, covering a wide range of events and activities relating not only to Egyptian history, but also to the history of Coptic Christians in Egypt and Ethiopia. The series is arranged in its original groups with the original classification scheme retained. Noteworthy among these records are documents relating to Boutros Ghali Pasha's premiership and his assassination in 1910 by an Egyptian nationalist, marking a period of increased clashes between Muslims and Coptic Christians in Egypt. The series also includes unique records on the relationship between the Egyptian and Ethiopian Coptic churches, and Mirrit Boutros-Ghali's role in the negotiations concerning the separation of these churches. The Correspondence Files are arranged chronologically in groups corresponding to the original arrangement of the materials. The files reflect Boutros-Ghali's career as a professor at Cairo University, editor of Al-Ahram al-Iqtisadi, member of the International Law Commission, as well as his involvement with numerous human rights groups, socialist unions, and other international law organizations. Boutros-Ghali served as minister of state for foreign affairs of Egypt from 1977, elected under Anwar as-Sadat, until 1991, when he was appointed deputy prime minister by Hosni Mubarak. The Minister of State for Foreign Affairs (Egypt) File is mostly comprised of clippings about Boutros-Ghali, but also contains some of his routine diplomatic correspondence, retained in the original groups. Materials relating to the Senegal-Mauritania conflict are included in this series. Boutros-Ghali's term as Secretary-General of the United Nations was characterized by numerous global crises, including the dissolution of Yugoslavia, Bosnian genocide, Rwandan genocide, and the famine in Somalia; a reform of the Secretariat; and a changing relationship between the United States and United Nations. A large portion of the series is comprised of publicity materials, including clippings, trips files, and media reports, which provide detailed information on the Secretary-General's public activities. Reflecting more internal activities are the Secretary-General's appointment books, available for every month from 1992 to 1996. In addition to listing who visited the Secretary-General on which day, some of the more important meetings contain minutes or other documentation as well. For example, the May 1993 volume contains minutes of meetings with Canadian Prime Minister Brian Mulroney, U.S. Secretary of State Warren Christopher, French Foreign Minister Alain Juppe, Danish Prime Minister Poul Rasmussen, and Archbishop Desmond Tutu from South Africa, among others. The speeches and writings in the Secretary-General of the United Nations File are arranged chronologically and include statements Boutros-Ghali made at UN engagements, as well as drafts and research materials for his three major reports as Secretary-General: An Agenda for Peace, An Agenda for Development, and An Agenda for Democratization. Geographical files contain binders of memoranda, correspondence, and other documentation on policy matters for different geographic regions. Noteworthy among these files is correspondence from Libya regarding the Lockerbie bombing and subsequent UN sanctions, as well as records about the Oil for Food program in Iraq. Because of the collaborative nature of their relationship, some papers of Charles Hill are included in this collection. The Charles Hill Advising and Projects File is comprised not only of records created during his work as policy advisor to the Secretary-General, but also contains records relating to the publication of the three volume Papers of the United Nations Secretary-General, Boutros Boutros-Ghali, published by Yale University Press and compiled and edited by Hill. Memoranda and correspondence exchanged between Jean-Claude Aimé (Mr. Boutros-Ghali's chief of staff) and Hill regarding policy Register of the Boutros 96065 3 Boutros-Ghali papers developments, edits to speeches and statements by the Secretary-General, and other related tasks are also included. The series also contains a small amount of material on Hill's work with Gidon Gottlieb on crafting an Israeli-Palestinian peace solution.     Summary of AG-021 United Nations Department of Political Affairs (1992-present) Title United Nations Department of Political Affairs (1992-present) Active Dates 1914-2009 Administrative History The Secretary-General, in a February 1992 note (A/46/882) announced a number of changes related to the restructuring of the United Nations Secretariat, with effect from 1 March 1992. He stated that the changes in the departments and top echelon of the Secretariat were intended to consolidate and streamline the Organization's activities into well-defined functional categories. The main aspects of the restructuring included the establishment of the Department of Political Affairs headed by two Under-Secretaries-General (USGs) with clearly defined geographical responsibilities and functions. The new Department of Political Affairs incorporates the activities of the former Office for Political and General Assembly Affairs and Secretariat Services; Office for Research and the Collection of Information; Department of Political and Security Council Affairs; Department for Special Political Questions, Regional Cooperation, Decolonization and Trusteeship; and the Department of Disarmament Affairs.     Playing with Fire.The Muslim Brotherhood and the Egyptian Leviathan Daniela Pioppi After the fall of Mubarak, the Muslim Brotherhood (MB) decided to act as a stabilising force, to abandon the street and to lend democratic legiti- macy to the political process designed by the army. The outcome of this strategy was that the MB was first ‘burned’ politically and then harshly repressed after having exhausted its stabilising role. The main mistakes the Brothers made were, first, to turn their back on several opportunities to spearhead the revolt by leading popular forces and, second, to keep their strategy for change gradualist and conservative, seeking compromises with parts of the former regime even though the turmoil and expectations in the country required a much bolder strategy. Keywords: Egypt, Muslim Brotherhood, Supreme Council of the Armed Forces, Arab Spring This article aims to analyse and evaluate the post-Mubarak politics of the Muslim Brotherhood (MB) in an attempt to explain its swift political parable from the heights of power to one of the worst waves of repression in the movement’s history. In order to do so, the analysis will start with the period before the ‘25th of January Revolution’. This is because current events cannot be correctly under- stood without moving beyond formal politics to the structural evolution of the Egyptian system of power before and after the 2011 uprising. In the second and third parts of this article, Egypt’s still unfinished ‘post-revolutionary’ political tran- sition is then examined. It is divided into two parts: 1) the Supreme Council of the Armed Forces (SCAF)-led phase from February 2011 up to the presidential elections in summer 2012; and 2) the MB-led phase that ended with the military takeover in July 2013 and the ensuing violent crackdown on the Brotherhood.

    (CE:2322b-2324a) WISSA WASSEF (1873-1931), Egyptian politician. He was born in Tahta in Upper Egypt. In 1880 his family moved to Cairo, where Wissa finished his secondary education in foreign language schools, which then were numerous in Cairo. His achievement won him a scholarship to France in 1889. In Paris he was admitted to the Ecole normale primaire de Versailles. Three years later he joined the Ecole normale supérieure de St. Cloud, where in 1894 he obtained the teaching qualifications from these schools. Back in Egypt, he became a teacher of science at Ra’s al-Tin School in Alexandria. An ardent patriot, he watched the heavy hand applied by the British colonial administration as all schools came under the supervision of British inspectors. Harassed by one of the inspectors, the young Wissa decided to study law as a means of combating British policies toward education. In the summer of 1902 he departed for France to take his exams. Consequently, he resigned his post as teacher and was the first Egyptian to be admitted as a lawyer before the Mixed Tribunal in Cairo. In 1904 he started publishing articles in English in The Egyptian Gazette, established a private law practice, and joined the faculty of the French School of Law in Cairo. In 1925 he resigned from the Mixed Tribunal and devoted himself entirely to politics. Wissa Wassef joined the Egyptian Nationalist Party in 1906, inspired by the leader Mustafa Kamil, whose ideas and ideals he shared. He was the first Egyptian Christian to join the party and was followed by a colleague, Murqus Hanna, later to become one of its executive members.

This included United Nations action with regard to Namibia, in particular the involvement in the transition to independence. Sixteen interviews with key players in this process were conducted in 1998 – 1999. The oral interviews as well as the transcriptions are available at Yale University and on the website of the United Nations’ Dag Hammarskjöld Library, New York. This accession consists of downloads of the digital transcriptions, which can be accessed on the local server, and printouts of the texts. The oral recordings are not available at the National Archives, and can only be accessed online via the Dag Hammarskjöld Library. Researchers should take note that the transcriptions frequently contain misspellings of personal names and place names. No effort from the side of the National Archives has been made to correct the spelling.

    Mubarak Matters: The Foreign Policy of Egypt Under Hosni Mubarak by Eric Fillinger SIS Honors Capstone Supervised by Professors Kristin Smith Diwan and Linda Lubrano Submitted to the School of International Service American University In partial fulfillment of the requirements for graduation with University Honors in International Studies Bachelor of Arts Degree May 2009 Abstract The goal of this research is to identify how Egypt defines its national interest and how it uses its foreign policy to promote this interest during the presidency of Hosni Mubarak. The capstone paper achieves this objective through an examination of three case studies—the 1980-1988 Iran-Iraq War, the 1991 Persian Gulf War, and the 2003 invasion of Iraq. Neoclassical realism is the primary theoretical framework for the project, combined with insights from analyses of foreign policy decision making. The use of both research traditions provides a more complete understanding of how Mubarak executes foreign policy. Such a study is needed because available scholarly work on the topic of Egyptian foreign policy during Mubarak’s time in office is scarce and is not focused on Egypt’s definition of its national interest. Research for the project was conducted with primary sources, such as newspaper editorials and documents from the Egyptian Ministry of Foreign Affairs, as well as scholarly articles that analyze and critique Egyptian foreign policy. The results indicate that Egyptian foreign policy is determined by Mubarak’s desire to guarantee the influence and power of Egypt throughout the region, as well as a need for Mubarak to guarantee the security of his regime.
