What began as peaceful protests in 2011 has since evolved into a protracted and bloody conflict, claiming over 400,000 lives1 and triggering the largest refugee exodus since World War Two. Among those affected by the crisis, Syrian women and children are counted among the most vulnerable to the social, political, and economic fallout. Persecution by both state and non-state actors alike has forced many to flee their homes to seek refuge in other regions of Syria or as refugees in another country. Those who flee may face persecution and limited access to legal or economic protections in host countries, while those who stay are subject to the continued threats of torture, sexual violence, and unreliable access to basic needs. While many studies have focused on the short-term needs of Syrian refugees, there is a shortage of comprehensive analysis being done on the long-term impacts on women and children. Without trying to downplay the importance of providing short-term support to the Syrian people during the ongoing crisis, this report intends to open the discussion of Syria’s reconstruction and how this can be done in a way that is inclusive and equitable for women and children. The most unfortunate reality of this crisis is that innocent civilians are suffering the often-fatal consequences of both state and non- state actors’ decisions. Therefore, the crisis will undoubtedly shape the nation of Syria’s collective psyche for decades—or even centuries—to come. It is our hope that this report gives the UN, Syria, and the international community insight and direction; the goal is for Syria to move forward with a comprehensive and realistic plan for post-crisis reconstruction, especially as it concerns the status of women and children. Why Women and Children? Centering on women and children underlines the importance of supporting this population as both a worthy humanitarian cause, as well as a vital step towards the redevelopment of Syria. Women and children are also a particularly vulnerable segment of any conflict-ridden population, making them targets of sexual and psychological violence, exploitation, and social and economic marginalization. This has been true of every conflict in human history, with notable examples being the Bosnian war, in which somewhere between 20,000 and 60,000 women were raped2, the Rwandan genocide, and more recent conflicts across Africa.3 The same is true of the Syrian civil war, in which sexualized violence has been deployed on a mass scale by government troops4 as well as by opposition and terrorist groups. In addition to direct X violence, the fallout of armed conflict tends to impact women and children more heavily. Outbreaks of disease which stem from the destruction of healthcare services and sanitation infrastructure tend to target children the most, while women are often passed up for economic opportunities or forced to undertake exploitative work. In particular, female-headed households have experienced the dual impacts of wartime resource scarcity and the social precariousness of being without a male figure head in a society that is traditionally patriarchal. This report focuses exclusively on women and children within Syria and the neighboring countries of Lebanon, Turkey, Jordan and Iraq. Despite the fact that most Syrians refugees have been displaced within Syria’s borders and the neighboring countries of Jordan, Lebanon, Iraq and Turkey, much of the international community’s attention has been on those refugees who try to cross over into Europe or seek resettlement in North America and this is drawing attention and resources away from the core issues. The UNHCR’s 3RP report puts the figures at 2.76 million refugees in Turkey alone, with an additional 4.81 million displaced to Iraq, Jordan, Lebanon and Egypt.5 Within these host countries a mere 10% of refugees reside in officially designated camps, while the remainder have moved into urban and peri-urban areas. This poses a multitude of new challenges to aid agencies and host-country responses, where integration into existing systems has placed immense burdens on the administrative and financial resources of the country. This is to say nothing of the population of the roughly 6.3 million IDPs still residing within Syria, where aid and reconstruction efforts have been patchy or non-existent due to the ongoing hostilities in several regions of the country. To establish a basis for comparison with the country’s current conditions, the report begins with a pre-crisis analysis of women and children’s situation in Syria with regards to rights, economic roles, healthcare, and education.

    The Noble Sanctuary: Interpreting Islamic Traditions of Asylum in the Contemporary World TAHIR ZAMAN A thesis submitted in partial fulfilment of the requirements of the School of Law & Social Sciences, University of East London for the degree of Doctor of Philosophy September 2012 i Abstract This study aims at deepening understanding of religion in the social and cultural lives of forced migrants. It considers how Iraqi refugees in Damascus mobilise religious traditions, networks and institutions in order to negotiate their new surroundings and access much needed social and material resources. In doing so, refugees move beyond the management and care of UN agencies, international NGOs and the state. This thesis argues against conceptualizing religion solely as an identity concern or in institutional terms. Instead it emphasises religion as being a holistic and experiential matter. This study provides a synchronic and diachronic examination of Islamic traditions in relation to sanctuary, refuge and the stranger. Over the course of a year, from March 2010 to March 2011, 23 Iraqi refugees and five refugee service providers participated in in-depth semi-structured interviews. Ethnographic data was also collected and recorded in the field during this time. The thesis explores how Islamic traditions are interpreted in contemporary contexts in addition to demonstrating the relational dimensions of religious practice and experience. The constraints and opportunities Iraqi refugees encounter in em-placing themselves indicate that religion is a much contested notion. I make the case for a holistic understanding of religious practice and experience wherein home-making is a key concern. The challenges of facing a protracted exile and a protection impasse in Syria means Iraqi refugees are compelled to reflect upon their specific experiences of religion and to mobilize their understandings of religious traditions in innovative ways in order to construct inhabitable worlds.

Congresswoman from Hawaii, Ms. Tulsi Gabbard. This article collects observations over the past decade from the public media in an attempt to understand some of these issues. The ’mainstream media’ narrative is that America is supporting the People of Syria to fight against oppression - from the ‘Regime’ of the ‘Brutal Dictator Assad’ and the Islamic State (ISIS). The ISIS also attacks the people of Iraq. Iranian ‘terrorists’ are interfering by helping the ‘Regime’ to oppress the Syrian people between poison gas attacks and bombing children. They are also impeding American efforts to save the Iraqi people from the ISIS. Saudi Arabia and Turkey are Allies of America, helping in the Coalition along with NATO nations and Israel, to fight. Someone. The Coalition is also bombing Yemen. And Libya. And Syria. The Russians are also meddling by helping the Brutal Dictator and the Iranians. All of this impeded President Obama’s sworn mission to degrade and eventually to destroy the ISIS. But despite all this, the Coalition has been winning. The ISIS has been defeated. Against this narrative, a few maverick voices have struck a discordant note. Senator Black of Virginia, before he retired, pointed out that the Christian minority in Syria depends on President Assad’s protection for survival against the Islamic extremists.

With the understanding that research can be intimidating and time consuming, an effort was made to find a set of scholarly articles that give a detailed background and thorough account of the current situation for this League of Arab States member. Included are annotations designed to give a description of the source with the intention of students completing the research on their own. There has been an attempt to focus on more contemporary scholarship, specifically post- 9/11 and post-2011 (so-called “Arab Spring”) where possible, as these are two phenomena that fundamentally changed politics in the Arab world. These sources should provide students with a solid basis for understanding the country they are representing in both regionally and globally significant issues as well as the interests of other countries within the League of Arab States. At the time of this writing, Syria is in a state of war. Protests that began in March of 2011 in the wake of the Arab Spring were met with a government military response. The use of lethal force by the Syrian army on civilian protesters eventually led the protests to become armed in rebellion. The ongoing state of affairs in Syria has become a humanitarian crisis, as refugees flee from Syria into neighboring countries and the Syrian army routinely bombs areas suspected of harboring and aiding rebels.

    1 The Developing Global Crisis: What Security Practitioners and Policy Makers Need to Know Abstract (d7, for “Global Security and Intelligence Studies” of American Military University.) General Michael Flynn asks why we don’t win wars anymore.i Director of National Intelligence James Clapper claims we cannot fix the problems in the Middle East where so many of our troops and related forces have been deployed for so long.ii This essay attempts to explain why. We have been addressing mainly symptoms instead of causes, and since the causes continue, the wars don’t stop. The “Developing Global Crisis” involves at least six factors that are difficult for anyone to deal with. Each has military consequences, but few respond well to military force. The result is hundreds of millions of poorly educated teen aged males maturing into desperate circumstances of failed or failing states where they encounter demagogues and WMDs instead of opportunities. The factors I allude to include: 1) population growth and population pressure (not the same things)iii, 2) corruptions of governance that prevent solutions, 3) growing income inequalities within and between nations, 4) militant religion(s), 5) rising authoritarianism in politics worldwide, and 6) global warming. Bombing global warming cools nothing and brings no rain, but global warming can definitely contribute to the collapse of states like Syria, which then export millions of their desperate people into neighbors like Jordan, Lebanon and Turkey that are in turn destabilized to some degree. Even Europe feels the stress of a million sudden immigrants, so we will consider the case of Syria in particular.
