Foreword In narrating the naval history of a war, one approach open to a historian is to record the general story of naval operations, then complement the main history with works dealing with specialized fields. The Naval History Division plans to follow this approach in the case of the Vietnam War, focusing the Division's efforts primarily on an account of naval operations but accompanying the major history with publications in limited fields deserving of treatment beyond that to be given in the main work. -

Arrangements are pending with the Earl-Grossman Funeral Home, Argos. Annamae T. Carnett Annamae T. CARNETT, 90, Winamac, died at 9:42 a.m. Friday at Pulaski Memorial Hospital, Winamac. Survivors include four sons, Clyde Carnett, of Highland, Donald Dooley, San Angelo, Texas, Dick Carnett, of Hammond, and Joe Carnett, of Hiram, Ga.; and three daughters, Carla Clark, of Pasedena, Fla., Linda Hotuyec, of Joliet, Ill., and Marty Acosta, of Joliet, Ill. Services are at 10:30 a.m. EST, 11:30 a.m. CST Wednesday at the Odom Funeral Home, Culver, with visitation from 9-10:30 a.m. EST, 10-11:30 a.m. CST at the funeral home. NATIONAL REGISTER ELIGIBILITY ASSESSMENT VESSEL: TS State of Maine, ex-USNS Upshur (T-AP-198) TS State of Maine, underway in May 1994. The ship served as a training vessel for the Maine Maritime Academy from 1973 -1995. Maritime Administration photograph. Vessel History The training ship State of Maine enjoyed three careers over a span of nearly 60 years. It was originally designed in 1947 as a passenger-cargo ship for the postwar replacement program of American President Lines (APL); a service and career that it was not fated to enter. Instead, at the outbreak of the Korean War, the U.S. Navy requisitioned the ship while it was still incomplete and converted it into a troop and dependant transport. As the USNS Upshur, the vessel served the Military Sea Transportation Service1 (MSTS) from 1952 to 1973. In 1973 the Upshur was decommissioned and immediately transferred to the Maritime Administration (MARAD) (then in the Department of Commerce), who furnished it to the Maine Maritime Academy for use as a merchant marine training ship2. The Upshur was renamed State of Maine, the name it carries today. From 1973 to 1995 the State of Maine was in the service of the academy with periodic temporary assignments to the Massachusetts Maritime Academy. The State of Maine’s third and final career began in 1995 when it was transferred to the U.S. Coast Guard and relocated to Mobile, AL to be used as a platform for fire-fighting testing. 1 MSTS was a post-World War II combination of four predecessor government agencies that handled similar sealift functions. -

NATIONAL REGISTER ELIGIBILITY ASSESSMENT VESSEL: ex-USS Tulare (AKA/LKA-112) USS Tulare passes under the Oakland Bay Bridge in San Francisco, California, circa 1956. Tulare was the first U.S. attack cargo ship equipped with a helicopter platform. Tulare’s quadruped masts support the standard contemporary radar systems of the day, the SPS-10 (forward) for surface search and SPS-6 (aft), for air search. Vessel History The attack cargo ship Tulare was launched on December 22, 1953 at the San Francisco shipyard of the Bethlehem Steel Corporation as the break-bulk cargo ship Evergreen Mariner (C4-S-1a).1 Originally intended for commercial use, the ship was designated for conversion as an attack cargo ship prior to its completion. Bethlehem Steel converted the ship and turned it over to the Navy on January 10, 1956; it was commissioned USS Tulare two days later. Following its commissioning, Tulare was assigned to the U.S. Navy’s Pacific Fleet. Other than one voyage to Pearl Harbor in 1956, Tulare spent the remainder of the year operating off the U.S. Pacific Coast. 1 This is the Maritime Administration’s design classification. “C” signifies ship type and length, in this case cargo ship, 500-550 feet. The “S” identifies the machinery type, steam with one propeller, and “1a” is the chronological design number and alteration (Version A of design 1). 2 Tulare and the Cold War Tulare sailed from San Diego, California on its first East Asian cruise on February 11, 1957, and spent the next nine months in the Western Pacific based at Yokosuka, Japan. -
Chapter in My Life and Opened a New One at the Same Time
Francis/Last Ride Home/1 Francis/Last Ride Home/2 DEDICATED TO MY WIFE, KATHARINA With all my love and devotion I couldn't decide whether to dedicate the book, or not. In the final analysis, the only persons I could dedicate it to would have to be my wife, Katharina, and to my children. As for my wife, she is the single most important driving force behind me. As far as the children, of course, they are precious simply because they are who they are and I leave this to them as a legacy. My wife always pushes me over the finish line, or cheers me on when I need to be picked up. She pushed me to finish this project. I had always talked writing a book, but never seemed to get started, but she changed all that, and I did finish. She is my motivator, best friend, and manager of my occasional laziness, and she is a wonderful person just to know, and she is fun to hang out with. She has been a great mother to our two children, Chris and Jenny, although I may be biased, I happen to believe she is the best wife in the world! A simple thank you, Henny [my pet name for her, which she hates] comes from my heart. This book is yours as much as it is mine. I am grateful for knowing you and thankful that you Francis/Last Ride Home/3 married me and helped me with our hardships in life all these years. Thank you for being there when I needed you. -
