The USFA is located at the National Emergency Training Center (NETC) in Emmitsburg, Maryland, and includes the National Fire Academy (NFA), National Fire Data Center (NFDC), National Fire Programs (NFP), and the National Preparedness Network (PREPnet). The USFA also provides oversight and management of the Noble Training Center in Anniston, Alabama. The mission of the USFA is to save lives and reduce economic losses due to fire and related emergencies through training, research, data collection and analysis, public education, and coordination with other Federal agencies and fire protection and emergency service personnel. The USFA's National Fire Academy offers a diverse course delivery system, combining resident courses, off-campus deliveries in cooperation with State training organizations, weekend instruction, and online courses. The USFA maintains a blended learning approach to its course selections and course development. Resident courses are delivered at both the Emmitsburg campus and its Noble facility. Off-campus courses are delivered in cooperation with State and local fire training organizations to ensure this Nation's firefighters are prepared for the hazards they face. In recent years the growing threat of terrorism has given greater visibility to the need for up-to-date training on tactical considerations when dealing with a possible terrorist situation. The major focus for the American fire service is to learn how to prepare for, identify, and respond to terrorist incidents, such as the Tokyo Sarin attack and the bombings at the World Trade Center and Oklahoma City. To this end, several training initiatives are underway at the National Fire Academy. Increase an emergency responder's chance of surviving a terrorist incident that: a. Is in violation of the criminal laws of the United States to intimidate or coerce a government or the civilian population in furtherance of political or social objectives. b. Consumes a significant portion, if not the majority, of the readily available law enforcement, fire, and EMS resources. c. Entails multi-agency, multi-disciplinary, multi-jurisdictional response to confront the problem. d. Places an EMS first responder in a position of making important decisions in sizing up hazards and risks. 2. Increase an EMS first responder's ability to anticipate potential terrorist incident targets. 3. Increase a department's ability to respond effectively to a terrorist incident through coordinated planning, training, and exercising. 4. Increase an EMS first responder's skills level to work in a team setting to address terrorist incidents. The numerous activities included in the course account for less than one half of the class time. vii EMERGENCY RESPONSE TO TERRORISM: TACTICAL CONSIDERATIONS: EMERGENCY MEDICAL SERVICES SCOPE OF THE You will be trained in security considerations, COURSE identifying signs of terrorism, anticipating unusual response circumstances, assessing information and taking corrective actions, and determining strategies for survival. You will also learn to apply your knowledge about response to B-NICE events, providing patient care, identifying and preserving evidence, managing site safety, documenting the event and debriefing personnel. It is recommended that you take the ERT:TC Company Officer course as well. TARGET AUDIENCE This course was designed for the first on-the-scene responding EMS personnel with the responsibility to render patient care to victims of terrorist incidents. Secondarily, this two-day course was designed to cover the needs of response personnel, who would be career and volunteer fire fighters, EMS industrial contractors, allied health personnel or members of the military or other government agencies. Enabling Objectives The student will be able to: • Distinguish between strategies and tactics. • Identify strategic goals regarding terrorism response. • Define terrorism and several categories of terrorist targets. • List several cues for recognizing a terrorist event. • Identify potential field medical resource needs. EMERGENCY RESPONSE TO TERRORISM: TACTICAL CONSIDERATIONS: EMERGENCY MEDICAL SERVICES SM 1-2 UNIT 1: INTRODUCTION WELCOME TO EMS TACTICAL CONSIDERATIONS Welcome to the National Fire Academy's Emergency Response to Terrorism: Tactical Considerations for Emergency Medical Services. This program is one of three tactical-level training programs developed by the Academy for the training of the nation's first responders to potential terrorist events. This program, in combination with the components "Tactical Considerations: Company Officer" and "Tactical Considerations: Hazardous Materials," presents the response considerations for three of the major public safety disciplines involved in responding to terrorism. This program is intended to be taken separately from the other two components and will present the information necessary for you to effectively carry out your functions. However, both the Company Officer and Hazardous Materials programs have specific information that may be valuable to you during a response. Program Goals and Objectives The primary goal of this program is to provide the EMS responder with the tactical and field medical considerations necessary for a safe and effective response to terrorist events. To achieve that goal it will be necessary for you to: • recognize potential targets and events, as well as the associated impact of the event and resource needs/requirements; • develop a safety plan for EMS operations; • understand the very important implications of incident security upon your personal safety and survival; • understand the components of a patient care plan; and • understand the importance of planning for the event. Course Background The first needs assessment for this course was conducted at a meeting hosted by the National Fire Academy in October 1996. Attendees represented a broad spectrum of the community including Federal agencies, State and local firefighting and/or emergency response organizations, US military organizations and professional trade groups. The group sought and received input from experienced emergency professionals in Israel, Northern Ireland and Tokyo.     Final report from day 9, Vertical Blue 2010 Mike & Arthur Trousdell write: The strong winds and stormy weather that lashed Long Island overnight had receded leaving us with another tranquil day at the deepest Blue Hole in the world. Carla-Sue Hanson wanted to test her sinuses with a 40m FIM dive, but turned early with vertigo and ear issues. Alfredo Romo, looking to extend his CNF national record to 50 meters, completed the dive comfortably, but was unlucky as he lost the tag on the ascent. With his impressive results securing all three national records as a newcomer to the table there is high expectations of more records and deeper dives on the horizon. Niki Roderick did not show up for her dive today. She has been hampered with laryngitis which has affected her training for this competition. Jared Schmelzer turned at 59 meters, just 6 meters short of his impressive 65 meters CWT with bi-fins target for today. Ryuzo Shinomiya (aka the Okinawa Dragon) started his dive with his usual relaxed style, picking up a tag at 115m after a descent that took over 2 minutes. His return to the surface was so fast that safety diver Arthur Trousdell, who met him at 30 meters, was hard pressed to keep up. He slowed down in time to break the surface facing the platform with a total dive time of 3:33. He completed a solid surface protocol. Guillaume Nery breathed up on his back, letting his monofin float out in front of him. He dived with no mask and just a nose clip, maintaining his smooth style, and finishing with an exhale as he glided up the last 10 meters.

    Kerian's goggles and Speedo noseclip Since I first started training as a freediver I have always used the Cressi Minima, which has a low internal volume and fits me well. However over the last year I have been regularly hitting an equalisation barrier with the Minima at around 90m. Unlike the plastic Sphera (which collapses onto the face, and therefore doesn't need to be equalised after 30m), the Minima has a rigid frame and requires regular equalisation. Although it's nice to be able to see clearly I knew that if I wanted to tackle any depth discipline other than CNF I would need to switch to fluid-filled goggles and a noseclip. This proved a lot more difficult than anticipated, mainly trying to deal with the air expanding against the noseclip (I can't stand rebreathing expanding air during the ascent!). I solved this problem by trading in my Paradisa noseclip for a $3 Speedo clip, which supplies just enough seal for me to equalise on the descent, but is leaky enough for expanding air to escape in the ascent. It's also a lot more hydrodynamic! The fluid goggles came from friend, freediver and kiwi entrepreneur Kerian Hibbs. They are a simple but very effective, with a design that doesn't require gluing, and the nose-bridge piece can be varied for a perfect fit. Underwater vision is excellent, and the goggles are very comfortable to wear. The results on my training have been instantaneous, and the other day I landed my first 100m dive in FIM, although the rope was getting a little bouncy at that depth..

    Pool Induction Christchurch Freediving Club This is a written summary of Christchurch Freediving Club's pool induction. You should have received a copy when attending a pool induction. Reading this document alone (without attending an in-person induction) does not qualify as an induction to the club. Neither this document nor the pool induction itself are a complete introduction to freediving; we recommend you take a course from a qualified instructor. The sport of freediving Freediving is the sport of diving while holding your breath (apnea). There are pool and depth disciplines: in the pool, divers try to maximise either distance (dynamic apnea) or time (static apnea). In competition, there are four pool events: dynamic apnea (using any fins), dynamic apnea no fins (swimming underwater breaststroke), dynamic with bifins (i.e., using two fins and a flutter kick, rather than a single monofin with a dolphin kick), and static apnea. Freediving for depth is more well-known, but harder to train year-round in NZ. In competition (and in training) we dive down a weighted line to a pre-nominated depth. Like in the pool there are events for any fins, no fins, and bifins, as well as pulling yourself up and down the line (called free immersion). There is a more extreme version using a weighted sled to descend and a large balloon to ascend, but this form is somewhat out of fashion nowadays. The rest of this induction only covers pool freediving and won't prepare you for freediving in open water. Is freediving safe? Yes (and no).
