Belgium Page 1 of 10 Belgium Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 Belgium is a parliamentary democracy with a constitutional monarch who plays a mainly symbolic role. The Council of Ministers (Cabinet), led by the Prime Minister, holds office as long as it retains the confidence of the lower house of the bicameral Parliament. Parliamentary elections held on May 18 were free and fair and resulted in a four-party coalition government. The country is a federal state with several levels of government, including national, regional (Flanders, Wallonia, and Brussels), and community (Flemish, Francophone, and German). The judiciary is independent. The civilian authorities maintained effective control of all security forces. The Federal Police are responsible for internal security and nationwide law and order. Local Federal Police branches operated in all 196 police districts. There were no reports that security forces committed human rights abuses. The country, which had a population of approximately 10.3 million, was highly industrialized, with a large private sector and limited government participation in industry. The primary exports were machinery and equipment. The economy grew an estimated 0.8 percent during the year and provided a high standard of living for most citizens; there was little economic disparity. The Government generally respected the human rights of its citizens, and the law and the judiciary provided effective means of dealing with individual instances of abuse. Societal violence against religious minorities was a problem. Trafficking in women and children remained problems, which the Government took steps to address. -

Various international bodies and courts have confirmed this, sometimes even in very sharp terms. That is why we have taken the initiative to set up a “Turkey Tribunal.” The tribunal is not a legally binding body. But the ruling of the tribunal will have high moral authority. All documents, the testimonials and the verdict of the judges will be published in full transparency through modern digital means of communication. In this way we want to inform and raise awareness towards the issue among the international community. Because silence is the greatest enemy of fundamental human rights. The Organization, registered as a not-for profit organization in Brussels, Belgium, consists of the initiative takers, steering committee, the tribunal, executive staff, and reporters. The Initiative-Takers • The Van Steenbrugge Advocaten (VSA) law firm is a Belgium-based firm that has handled various cases for Turkish citizens. For example, VSA lawyers defended Ismet Özçelik and Turgay Karaman before the UN Human Rights Committee, inter alia on the grounds of kidnapping and unlawful deprivation of liberty (CCPR/C/125/D/2980/2017, March 2019). • The initiative is coordinated by Prof. Dr. Johan Vande Lanotte, professor at the University of Ghent, who at the end of the 1980s was one of the first in Flanders region in Belgium to give a fully-fledged Human Rights course. -

A number of methods have been developed already to detect such relations. For example Lerman, Gras and Rostam (1981) proposed a technique to discover all significant pairwise implications within a set of dichotomous variables. Another example is Van Buggenhaut’s (1987) approach to reveal collections of more complex logical relations. A particular case where logical relations are of use is the situation in which one wants to predict a given criterion by means of a logical combination of predictor variables.
