Summary

The EU Parliamentary Officer will be based at CARE International AISBL, CARE International’s Representation to the European Union (EU) in Brussels, Belgium. She/he will support the CARE European Study Tours programme funded by the Bill and Melinda Gates Foundation, working in close collaboration with the Programme Assistant, CARE USA and participating European CARE members. She/he will more generally support CI advocacy work at EU level in order to build CI relations with EU institutions, strengthening in particular CARE’s representation to the European Parliament (EP).

Key responsibilities:

The EU Parliamentary Officer will contribute to the implementation of CI’s advocacy work at the European level, in particular through the support of MEP visits to CARE country offices and programmes. Key themes that may be addressed in visits include: and Women’s Economic Empowerment; Women, Peace and Security; Sexual and Gender-Based Violence; Sexual and Reproductive Health and Rights; ; and and resilience.

In particular, job responsibilities will include but is not limited to:

1. Recruitment and relationship-building

 Coordinate the MEP invitation process for a Study Tour to take place in May 2016, managing all outreach, recruitment and relationship-building for targeted list of Parliamentarians  Support the implementation of CARE’s EP outreach strategy: In collaboration with CI EU advocacy colleagues, set policy objectives and trip goals; develop long-term engagement plans for trip participants  Assist with pre-advance trip to support thematic trip design and overall objectives on behalf of the project  Develop media preparation and strategy and, in collaboration with CI EU advocacy colleagues, help manage media production and other “non-logistical” matters on the visit  Support organisation of at least one pre-trip event in the European Parliament (security situation allowing)

2. Support of Study Tour Execution

 In collaboration with the Programme Assistant, manage the process to develop the Briefing Book for MEP Study Tour participants  During Study Tour, serve as liaison to delegation, along with the Trip Director and supporting the EU Representative, who will host the delegation  Lead daily briefings with MEP participants

3. Follow-up, Monitoring and Evaluation (M&E)

 Serve as point person to organise study tour follow-up activities  Manage follow-up process, including drafting and distributing communications to trip participants and contacts after the trip  M&E: with CARE USA support, develop and implement M&E framework  In collaboration with CI EU colleagues, compile compelling communications materials and follow-up advocacy activities  Coordinate the organisation of debriefs, post-trip events and activities in Brussels or participant’s country of origin  Preparation of Advocacy materials (factsheets, position papers) for further MEP engagement  Work closely with CI EU office colleagues, CARE member colleagues and partner organizations as well as visit participants to develop and oversee the implementation of follow-up Advocacy Plans for visit participants

4. Contribute to CARE’s general European Advocacy work

 Serve as an active and engaged member of the CI EU Liaison Office. Take part in regular team and CI meetings and contribute to overall team success.  Represent CARE to both internal and external audiences maintaining a consistent level of integrity and excellence.  Work with the EU Representative, EU Advocacy Officer, Programme Assistant, and CARE member colleagues to ensure consistency of the European study tour programme with CI’s global advocacy objectives and the objectives of CI joint-European advocacy strategies and work-plans.

QUALIFICATIONS

 Master Degree in relevant subject such as social sciences, political sciences, international relations or development studies  Minimum 3 years of working experience in advocacy with an NGO or relevant international organisation towards EU Institutions and in particular the European Parliament in the areas of development and/or humanitarian policy  Experience in working with Members of European Parliament  Proven knowledge on how to influence EU decision-making process  Proven ability to produce advocacy materials and to develop mechanisms to share and manage advocacy information and knowledge

Good knowledge of at least one of French, Spanish or German.  Experience in developing communication materials and working with media is an asset  Experience of planning MEP/MP delegation and/or other VIP travel, including advance work for political campaigns or international tours, would be an advantage.
