Background Information

CARE International – a global organisation fighting global CARE International operates in more than 104 countries around the world. We run poverty-fighting programmes and deliver life-saving in 90 developing countries. This work is supported by global policy and advocacy work, fundraising, and programme management provided by CARE offices in countries like the USA and the UK.

CARE International UK CARE International UK was founded in 1985 and we are one of 14 full members of the global CARE International federation. We employ 120 staff and generate around £70 million a year for CARE’s poverty-fighting work.

As well as supporting CARE’s humanitarian and development work around the world, CARE International UK provides specific expertise in the areas of women’s economic empowerment, inclusive governance, humanitarian response (particularly shelter, and gender in emergencies), and engaging with the private sector. We also play a key role in CARE’s work engaging with and influencing policy-makers and decision-makers to tackle the structural causes of poverty and social injustice.

CARE’s programmes are implemented through CARE country offices which are supported with technical assistance and programme management by CARE members (including CARE International UK). We work in partnership with local organisations to deliver many of our programmes.

Location: UK-based including travel to Scotland, with CARE London office accessible if required.

Line management responsibility: The post-holder may be responsible for managing contractors delivering activities as required.

Budgetary Responsibility: The post-holder may be responsible for managing small budgets for delivering events, contractors, or costs for implementing activities as required.

2. Job Summary

CIUK’s efforts on climate change and resilience help people who are most vulnerable to climate change in developing countries, often women, improve their ability to deal with climate impacts and natural disasters. Our efforts are through programming that directly supports communities and people negatively affected by climate change, and through advocacy and campaigning for climate justice and gender justice. The CIUK Gender & Resilience team provides technical advisory support to a range of programmes in , , and the Middle East, and contributes to the CARE ’s global policy and advocacy work.

We are seeking a highly motivated and enthusiastic individual to join the CIUK team to play a leading role in coordinating CARE’s efforts in the lead-up to the UNFCCC COP26 conference and provide technical thought leadership and support to CARE’s climate change programming in developing countries.

The candidate will have two components to their role:

1. CARE International engages every year in the UNFCCC global climate policy processes and at the UN COP meetings. In November 2021, the UNFCCC COP meeting will be hosted by the UK government in Glasgow (postponed from 2020 due to COVID). This role will be critical to CARE International’s engagement and presence at the UN conference and ensuring CARE is representing the needs of the people most vulnerable to climate change. You will lead the preparation and coordination of CARE’s involvement at side events, panels, and high-level conferences throughout the year and during COP26, working with other CARE colleagues to help plan, organise and execute these activities. This will involve your input and contribution into technical content for these events as well as supporting the organisation and logistics. You will have opportunities to represent CARE’s advocacy positions in national and international climate policy forums and will support communications and publicity of CARE’s climate policy positions in the UK and globally.

2. CIUK’s portfolio of climate change projects are primarily in Africa and Asia, to which the team provides technical support. In this role, you will be drawing on your expertise and knowledge on climate change issues in developing countries, and work with CARE country office colleagues to strengthen our programming to support people most vulnerable to climate change. This could include: inputting into project design; reviewing programme strategies; developing training and capacity-building activities; conducting research and analysis; contributing to research collaborations; editing reports; producing learning briefs; developing communications and media material; writing case studies; advising on monitoring and evaluation activities; among other potential support. You will work with the CIUK Lead Advisor to provide this assistance remotely to country colleagues and teams, to strengthen CARE’s climate change efforts.

4 We are looking for a highly organised, confident, and personable individual to join the team who can manage a diverse workload. You will have knowledge and experience of climate change programming in developing countries, particularly in regions that are significantly impacted by climate change and natural disasters. As well as having good analytical skills and being self-motivated, you will also be passionate about tackling the injustice of climate change and keen to engage in the global policy arena in this very critical year for the UK and the UNFCCC process.

3. Specific Areas of Responsibilities

COP26 support and policy influencing • Lead the preparation and coordination of CARE’s involvement at side events, panels, high-level conferences, and report launches throughout the year and during COP26. • Alongside CARE’s advocacy teams (in CIUK and the confederation), represent CARE’s climate priorities and policy issues within UK-based and international climate forums. • Engage on behalf of CIUK with national and international policy makers, governments, and civil society on climate issues. • Coordinate publicity and communications with CIUK Communications team. • Contribute to developing the technical content for these events on climate change issues and policy positions. • Support CARE climate advocacy colleagues with logistical and administrative arrangements for CARE’s involvement at COP26.

Business Development and Resource Mobilization • Provide technical assistance in programme design, funding proposals, project implementation, learning and monitoring & evaluation, as needed for projects managed by CIUK and other CARE country offices and members. • Provide thought leadership on the technical design of funding proposals in collaboration with country and regional office staff and fundraising staff. • Contribute to meeting annual team cost-recovery targets. • Contribute to relevant marketing and communications materials.

High Quality Technical Leadership & Delivery • Lead on providing technical advisory support to CARE’s programmes on climate resilience, climate change adaptation or livelihoods programming (may include countries in Southern Africa, , West Africa, South Asia, and the Middle East) • Lead and/or build the capacity of CARE staff/partners to deliver resilience and climate change programming.

Thought leadership and Learning • Support multi-country research and learning initiatives within the team’s portfolio. • Lead on developing and delivering training packages on resilience and climate adaptation models/tools/approaches.
