I declare that my thesis consists of 101 183 words. 2 Abstract This thesis examines the role of proximity radio (radio de proximité) in the re-making of place in post-conflict Abidjan, Côte d'Ivoire. Proximity radio stations are area- based, non-commercial broadcasters introduced in the late 1990s as part of the liberalisation of the Ivoirian airwaves. Following recent politico-military conflict, stations have become key actors in national and local efforts to rebuild ways of living together. To understand the role that proximity radio stations play in post-conflict cohabitation, it is necessary to move beyond policy discourses of "reconciliation" and "social cohesion." These discourses are ubiquitous in Abidjan but they provide an abstracted and de-politicising account of togetherness. Instead, putting critical media and urban studies in dialogue, I ground my approach in the layered complexities of everyday mediation, as well as the contested politics of city life. Theoretically, the work of proximity radio stations can be understood in terms of what I call the mediated production of locality. This situates radio's significance in its ability to sustain habits of shared space from which encounters can spring and new commonalities can emerge. It also conceives of urban place as thoroughly political terrain, challenging top-down discourses that posit the local as a realm of social activity separate from (national) politics. The centrality of place, as a concept for inquiry, informs an ethnographic methodology attuned both to the multiple sites of media-related practices and to discourses linking (or de-linking) locality, media and politics in Abidjan. Asking what kind of place proximity radio stations make in the Ivoirian metropolis allows us to grasp local mediation in its full ambivalence - that is, considering both its challenges and its potential for new commonalities. My empirical analysis shows that, on the one hand, proximity radio stations carry discourses in which the local serves to contain and constrain urban dwellers' ability to question their situation. On the other hand, stations foster a sociability of encounter in which it is possible to discern the promise of a new form of local politics, rooted in the shared experiences of everyday urban life. In the end, I argue that proximity radio should allow inhabitants to make their own place in the city, rather than tell them what kind of meaning the local should take in their lives. 3 Acknowledgements Although I am the one who initiated it and ended up writing it, this thesis is in many ways co-authored by the people who supported me along the way.     “Abidjan: Floods, Displacements, and Corrupt Institutions” Abstract Abidjan is the political capital of Ivory Coast. This five million people city is one of the economic motors of Western Africa, in a country whose democratic strength makes it an example to follow in sub-Saharan Africa. However, when disasters such as floods strike, their most vulnerable areas are observed and consequences such as displacements, economic desperation, and even public health issues occur. In this research, I looked at the problem of flooding in Abidjan by focusing on their institutional response. I analyzed its institutional resilience at three different levels: local, national, and international. A total of 20 questionnaires were completed by 20 different participants. Due to the places where the respondents lived or worked when the floods occurred, I focused on two out of the 10 communes of Abidjan after looking at the city as a whole: Macory (Southern Abidjan) and Cocody (Northern Abidjan). The goal was to talk to the Abidjan population to gather their thoughts from personal experiences and to look at the data published by these institutions. To analyze the information, I used methodology combining a qualitative analysis from the questionnaires and from secondary sources with a quantitative approach used to build a word-map with the platform Voyant, and a series of Arc GIS maps. The findings showed that the international organizations responded the most effectively to help citizens and that there is a general discontent with the current local administration. The conclusions also pointed out that government corruption and lack of infrastructural preparedness are two major problems affecting the overall resilience of Abidjan and Ivory Coast to face this shock.

Encadrés par des organisations de masse qui quadrillent l’espace urbain, les Jeunes patriotes sont devenus des acteurs centraux du jeu politique et une arme de choc au service du pouvoir. Tout en reconnaissant cette instrumentalisation politique, l’Etude dépasse les lectures fonctionnalistes du phénomène des Jeunes patriotes pour tenter d’en saisir les ressorts sociologiques et d’en mesurer la portée. Fondée sur des enquêtes inédites menées à Abidjan auprès de militants de base de la « galaxie patriotique », elle démontre que dans la grande geste nationaliste se joue également l’émergence d’une nouvelle génération politique, passée par le syndicalisme étudiant de la Fesci, qui aujourd’hui réclame violemment des droits et une reconnaissance sociale. Le registre anticolonialiste apparaît, dans cette hypothèse, comme un langage d’énonciation d’une révolution générationnelle, d’émancipation d’une fraction de la jeunesse ayant expérimenté la violence dans la lutte syndicale et dans la guerre. Elle s’interroge in fine sur l’influence de ce phénomène quant aux perspectives de sortie de crise.

    IVORY COAST: “THE FIGHT AGAINST IMPUNITY AT A CROSSROAD” Article 1: All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. Article 2: Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.
