Peer-reviewed paper Melih Birik, Kırklareli University, Turkey Abstract “Water”, the main signifier of Istanbul had different meanings for the city specifically starting from Haliç (also known as the Golden Horn) to the Bosphorus. During the long period of urbanization, Haliç became the backbone of integrated historical sites that encounters different morphologic characteristics. Despite deep cultural, social and geographical roots integrating its identity with the water, today Istanbul’s city centre is under the risk of turning its back on the waterfront because of currently planned spatial interventions. Lack of connections and flows are separating this vibrant city centre from the coastline. In this assessment, the spatial qualifications of the waterfront of Beyoğlu Peninsula examined according to morphologic values in order to re-associate it with its hinterland. During the 1950s and 60s, a modernizing ideology of new production methods guiding the spatial planning policies had transformed the waterfront of Istanbul, creating barriers between the city centre and the water. Especially, along the Beyoğlu Peninsula following the coastline from Besiktas to the Halic shipyard the barriers have a massive effect. While the new urban planning ideology of the 80s was predicting the decentralization program for waterfront, the city centre has had a new chance to create the potential for the use of spatial voids within the solid structure of the old urban fabric. Unfortunately, during the last decade, these potential public areas, consisting of warehouses, shipyards, industrial plants and customhouses of mostly industrial heritage buildings were enclosed in privatization programs under the guidance of a real estate market based on certain urban transformation policies.

Gelvin, Chair This dissertation traces the establishment of a binary between work and laziness from 1839 to 1920, the last century of the Ottoman Empire. Over this period, Ottoman society experienced an epochal shift in the discourses and practices of work. This study examines this shift, first, by exploring how concepts of work and productivity were moralized, socially practiced, militarized and politicized in a non-European modernity project, and second, by demonstrating how this emergent discourse, formulated as an issue of ‘national’ importance, became a constitutive element of the general nation-formation process within the last Ottoman century. I examine the configuration and development of the moralistic discourse of an ‘Islamic work ethic’ as an integral part of creating productive citizens. To do this, I consult an underutilized source, morality books, which display the connection between the mobilization for productivity, modern ii conceptualizations of body and time, and nation formation. Emphasizing the role of social practice in emergent discourses, I investigate how the bureaucratic reforms of the state in the last Ottoman century played a pivotal role in the transformation of concepts and practices of work.

Kaan SAĞ [email protected] • Department of Architecture, Faculty of Architecture, Istanbul Technical University, Istanbul, Turkey Received: January 2015 Final Acceptance: April 2015 Abstract Spurred by the Crimean War (1853-1856), Britain established a post office in Istanbul for the British army, to manage all its military correspondence. Once the war had finished, the British Army Post Office was converted into a civil- ian office. Because the old building was found to be inadequate for the increased business, the Postmaster General of the UK, George Campbell, directed that a new building should be erected. In 1859 the architect and civil engineer, Joseph Nadin designed and managed the construction of the new British Post Office in Galata. The building, which remains standing to this day, was used as the British Post Office until 1895, when it was closed, apparently for political reasons, during the Armenian riots. Afterwards it was converted, initially into a rental property, and from 1905 onwards used as the English High School for Boys. Meanwhile, the British Post Office moved into new addresses in the vicinity of the previous building and opened a new branch office in the Historical Peninsula. This article examines the historical background of the several relocations of the British Post Office in Istanbul and analyses these different office buildings in terms of their architectural designs.
