Concorde revisited: a seminar aide-memoire Kenneth Owen Research Fellow, Science Museum, London Origins, 1959-62 The Committee strongly recommends that a long-range supersonic transport carrying about 150 passengers should be built… The stage length required should be 3450 statute miles which will permit non-stop transat- lantic operation. The cruising speed should be chosen to avoid any severe kinetic heating difficulties but should be not less than 1200 mph (M=1.8)… This was the view of the Supersonic Transport Aircraft Committee (STAC) in March 1959, which considered that the United Kingdom could and should build a supersonic transport (SST) aircraft; a second, shorter-range design, to cruise at Mach 1.2, also was recommended but was not pursued. The Committee represented all the UK aircraft and aero-engine firms together with other inter- ested bodies, and its work was led by the Royal Aircraft Establishment (RAE), Farnborough. The Committee’s chairman was Morien Morgan, a deputy director of the RAE. The STAC report was the starting point for Britain’s civil supersonic endeavours, leading inexorably to the 1962 Anglo- French Agreement to develop, for better or worse, for richer or poorer, the Concorde.1 Following the STAC report, the Cabinet agreed in September 1959 to place initial SST design study contracts with Bristol and Hawker Siddeley. In a departmental reshuffle following the re- election of the Conservatives in October 1959, the Ministry of Supply and the aviation part of the Ministry of Transport were merged to form a new Ministry of Aviation, with Duncan Sandys as Minister.2 Officials began to explore the possibilities of international collaboration with their French opposite numbers, while the two firms had been instructed to make similar soundings both in France and in the United States.3 In July 1960 the Cabinet agreed to authorise continued SST design work. Significantly, the stated objective was ‘to create a negotiating position from which the United Kingdom should attempt to secure United States collaboration in a joint project’.4 The Ministry of Aviation pinned great hopes on an Anglo-American policy review meeting on civil aviation co-operation, held in September 1960 in London. But on SST collaboration this meeting proved inconclusive, in large part due to the conflicting preferences for a Mach 2, light-alloy aircraft (Britain) and an all-steel machine of Mach 3 or thereabouts (USA).5 Peter Thorneycroft, who had succeeded Sandys as Minister of Aviation6, continued to press the US Federal Aviation Agency for a joint Anglo-Amer- ican programme, but all his approaches were stonewalled,

After Mussolini entered World War II on the side of Hitler, the British sent a colonel into Albania in April 1941 to help the resistance, but he was soon captured. It would not be until April 16, 1943, that two more SOE officers, Lt. Col. Neil McLean and Captain David Smiley, parachuted into northern Greece and crossed the border. Others would follow, including a former lieutenant in the Spanish Foreign Legion, Peter Kemp; Himalayan explorer Bill Tillman; and Reginald Hibbert, whose view of events in Albania in the years to come would put him bitterly at odds with his fellow SOE officers. SOE operations were hampered by woeful British ignorance about Albania. London had only a lower-level diplomatic presence there before the Italian occupation, and the main source of information had been an elderly Englishwoman who had lived there for 20 years.     ICAO TIE-INS By Albert Pelsser Romania - A nation of aviation pioneers At the beginning of the 20th century, Romania was among the few nations in the world which brought essential contributions to aviation and flying because there were people who dedicated their life and work to fulfilling the human desire to fly and developing aviation. Among the most well-known inventors who contributed to the flight development by means of apparatuses heavier than the air, Traian Vuia, Aurel Vlaicu and Henri Coanda played a distinct role. In parallel to the above developments, schools of piloting were established and airships from other countries were purchased, with provision for specially designed workshops for the maintenance and repairing of aircraft. The first school of piloting was initiated by the Romanian lawyer Mihail Cerchez, after his return from Paris in the summer of 1909. It started its activity in the spring of 1910, on the field near Chitila, where the first aerodrome of the Romanian aviation was settled. Once the infrastructure for the construction and repair of the airships had been completed, Mihail Cerchez purchased four aircraft from France: two biplane Farman aircraft that were intended to carrying out the training flights of the future pilots, one Demoiselle aircraft and a Wright aircraft for the ground instruction. Second Lieutenants Ştefan Protopopescu and Gheorghe Negrescu were among the first six military pilots trained. Cerchez also obtained that the Farman aircraft be assembled in his workshops. When, in May 1940, Leo Amery was appointed by Winston Churchill as Secretary of State for India, an already difficult assignment had been made more challenging by the demands of war. This thesis evaluates the extent to which Amery’s ultimate failure to move India towards self-government was due to factors beyond his control, or derived from his personal shortcomings and errors of judgment. Although there has to be some analysis of politics in wartime India, the study is primarily of Amery’s attempts at managing an increasingly insurgent dependency, entirely from his metropolitan base.
