STAFF REPORT April 12, 2006 To: Works Committee From: Gary Welsh, General Manager, Transportation Services Subject: Potential to increase the Number of Taxi Stands Adjacent to TTC Subway Stations (All Wards) Purpose: To respond to a request from City Council for a report on the feasibility of increasing the number of Taxi Stands in the vicinity of Subway Stations. Financial Implications and Impact Statement: The funds associated with the introduction of the appropriate regulatory signage are contained in the approved Transportation Services Division 2006 Operating Budget. Recommendations: It is recommended that: (1) the following 26 new Taxi Stands as described in Attachment #1, be established in the vicinity of Toronto Transit Commission (TTC) Subway Stations; and (2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto, including the introduction in Council of any bills that may be required. Background: City Council, at its meeting held on May 17, 18 and 19, 2005, in adopting Consolidated Clause 16 (j) in Works Committee Report 5, requested that Transportation Services staff report to the Works Committee on the feasibility of increasing the number of Taxi Stands around TTC Subway Stations, and further that representatives of the Taxi industry, in particular Ms. Souter, General Manager of Beck Taxi, be invited to depute on the item. - 2 - Comments: The issue of designating Taxi Stands in the vicinity of Subway Stations was last dealt with by the former Metropolitan Toronto Council in February, 1992. At that time, the former area municipalities were requested to implement designated Taxi Stands at Subway Station locations. -

REPORT FOR ACTION Final Report - 2740 Lawrence Avenue East – Zoning Amendment - Subdivision Date: May 31, 2021 To: Scarborough Community Council From: Director, Community Planning, Scarborough District Wards: 21 - Scarborough Centre Planning Application Number: 19 242173 ESC 21 OZ and 19 242185 ESC 21 SB SUMMARY This rezoning application proposes to establish appropriate new land use and performance standard provisions to permit a new residential subdivision comprising 35 detached single-family dwellings and 65 street townhouses at 2740 Lawrence Avenue East (see Attachment 2: Location Map). The Draft Plan of Subdivision application (as illustrated on Attachment 7: Draft Plan of Subdivision) proposes to create a new 18.5 metre wide public street in a P-loop configuration providing site access from Lawrence Avenue East, together with an approximately 0.25 hectare new public park and two public walkways. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). Staff have considered the application within the context of applicable Official Plan policies and the City's Townhouse and Low-Rise Apartment Guidelines. The proposal responds to the distinct characteristics of the site, deploying the proposed density in appropriate building types that are compatible with adjacent and nearby land uses. This report reviews and recommends approval of the application to amend the Zoning By-law. This report also advises that the Chief Planner may approve the Draft Plan of Subdivision. From May to October 2017, (Un)settled, a six-month-long curatorial project, took place at Guild Park and Gardens in south Scarborough, and at the Doris McCarthy Gallery at the University of Toronto Scarborough (where the exhibition was titled Unsettling), showcasing the work of Lori Blondeau, Lisa Myers, Duorama, Basil AlZeri, and Terrance Houle. The project was a multi-pronged collaboration between myself, the Department of Fine Arts at the University of Waterloo, the Doris McCarthy Gallery, Friends of the Guild, the Waterloo Archives, the 7a*11d International Performance Art Festival’s special project 7a*md8, curated by Golboo Amani and Francisco-Fernando Granados, and the Landmarks Project. -

STAFF REPORT ACTION REQUIRED 8304 Sheppard Avenue East - Official Plan & Rezoning Applications - Preliminary Report Date: February 16, 2010 To: Planning and Growth Management Committee From: Chief Planner and Executive Director Wards: Ward 42 – Scarborough-Rouge River Reference 10 102286 ESC 42 OZ Number: SUMMARY These applications were made on or after January 1, 2007 and is subject to the new provisions of the Planning Act and the City of Toronto Act, 2006. These applications propose a Toronto Transit Commission (TTC) Light Rail Vehicle (LRV) Maintenance and Storage Facility at 8304 Sheppard Avenue East. This facility is intended to serve the Sheppard East, Eglinton Crosstown and Scarborough Malvern Light Rail Transit (LRT) lines which are all part of the Transit City Plan. This report provides preliminary information on the above-noted applications and seeks Planning and Growth Management Committee’s direction on the further processing of the applications and on the community consultation process. These applications seeks to permit a maintenance and storage facility which is a key component of the Transit City Plan. Accordingly, staff is of the view that the application should be deemed a matter of City-wide interest and that all planning reports be routed through and the public Staff report for action – Preliminary Report - 8304 Sheppard Avenue East 1 meeting held before the Planning and Growth Management Committee. The applications should proceed through the normal planning process in terms of community consultation. Staff will attempt to combine the community consultation for these Planning Act applications with the second public open house to be held as part of the required Environmental Assessment process. -

EX9.1 Attachment 4 – Assessment of Ontario Line As directed by City Council in April 2019, City and TTC staff have assessed the Province’s proposed Ontario Line. The details of this assessment are provided in this attachment. 1. Project Summary 1.1. Project Description The Ontario Line was included as part of the 2019 Ontario Budget1 as a transit project that will cover similar study areas as the Relief Line South and North, as well as a western extension. The proposed project is a 15.5-kilometre higher-order transit line with 15 stations, connecting from Exhibition GO station to Line 5 at Don Mills Road and Eglinton Avenue East, near the Science Centre station, as shown in Figure 1. Figure 1. Ontario Line Proposal (source: Metrolinx IBC) Since April 2019, technical working groups comprising staff from the City, TTC, Metrolinx, Infrastructure Ontario and the Ministry of Transportation met regularly to understand alignment and station location options being considered for the Ontario 1 http://budget.ontario.ca/2019/contents.html Attachment 4 - Assessment of Ontario Line Page 1 of 20 Line. Discussions also considered fleet requirements, infrastructure design criteria, and travel demand modelling. Metrolinx prepared an Initial Business Case (IBC) that was publicly posted on July 25, 2019.2 The IBC compared the Ontario Line and Relief Line South projects against a Business As Usual scenario. The general findings by Metrolinx were that "both Relief Line South and Ontario Line offer significant improvements compared to a Business As Usual scenario, generating $3.4 billion and $7.4 billion worth of economic benefits, respectively. -

PILLAR TWO SUPPORT TRANSIT & INNOVATIVE MOBILITY SOLUTIONS Scarborough Centre on the Move Transportation6 Master Plan 97 Pillar Two Support Transit & Innovative Mobility 6 Solutions The second study pillar is the promotion of transit and innovative mobility solutions to move more people through the transportation system efficiently. Transit-oriented development and support of transit investment in key areas is emphasized in planning and policy documents including provincial plans such as the Regional Transportation Plan (The Big Move) and the Growth Plan for the Greater Golden Horseshoe, municipal plans such as the City of Toronto Official Plan and City of Toronto Complete Streets Guidelines (CSG), and local policies such as the Scarborough Centre Secondary Plan and McCowan Precinct plan. The benefits of transit are described in this chapter, along with details on the existing and proposed transit network and supporting strategies. This chapter includes mobility options such as local buses, subways, rapid transit (RT), autonomous vehicles, and other “smart” technologies that improve network efficiency. 6.1 Benefits Social Equity The regional transportation plan, the Big Move, envisions that 80% of residents will live within two kilometres of rapid transit, citing that access to frequent, fast, and affordable transit is crucial for social equity and cohesion. Transit provides access to society and the economy, particularly for those with low incomes who cannot afford to own and maintain a personal vehicle, as well as individuals unable to operate a vehicle, including the youth or elderly. Transit service helps integrate individuals into communities and regions to allow overall participation in employment opportunities and other activities.
