ORDER of 5 December 2016, amending the Order of 22 May 2015, on the criteria to qualify for the Canarian Audiovisual Work Certificate DECREE 18/2009, of 10 February, that creates the Canary Islands Registry of Audiovisual Companies and Works and governs the procedure to obtain the Canarian Audiovisual Work Certificate regarding feature films and short films and fiction series, animation or documentaries produced in the Canary Islands. Incentives Canarian Certificate of Audiovisual Production* • Hiring a minimum of local professionals for: - Feature films and TV series: a creative person (author, actor, creative technician) and nine technicians distributed in at minimum of five departments. - Documentaries: two people in the capacities of director, scriptwriter, composer, director photography or executive producer. - Animation: a head of team or failing that, animation lead, senior - Animator • If co-production, the Canary producer must contribute over 20% of the production’s cost • If financial co-production, the Canary co-producer must contribute between 10% and 25% of the production’s cost • The production company based in the Canary Islands has to apply for the certificate and must be listed in the Canaries Audiovisual Companies Registry Incen ves 50-45% tax rebate for foreign productions • Producers providing services to foreign films • 50% tax rebate on eligible expenditure in the Canaries on the first million euros and 45% from then on • Minimum expenditure: 1 million Euros or 200,000€ for animation projects • 54% on the first million euros when expenses in the Canaries exceed 1,900,000€ • Qualifying expenditure in the Canary Islands directly related to the production: - Creative crew with residence in the EEC 100,000€ / person - Expenditure on technical industries and other suppliers • Maximum deduction will be 12.4 million € • Local production or service production company must be tax resident in the Canary Islands • The total cost of production will be at least 2,000,000€ • Cultural Certificate, acknowledgement in credit titles and assignment of promotional material are required • The Spanish film incentive 30-25% deduction with a limit of 10 million € is improved in the Canary Islands thanks to the Canary Island Economic and Tax System Incentives Canaries Special Zone (ZEC).
