The noise levels are low. The possibility to avoid "peak power" by batteries charge at night. Low fi re and explosibility in a crash. 3 years Project properties Total stretch of motor roads is 8,500 km. 8000 people are employed in transport industry in Kyiv region. There are 10 routes for electric buses: 1. Kyiv - Vasykjiv. 2. Kyiv – Bila Tserkva. 3. Kyiv – Vyshneve – Boyarka. 4. Kyiv – Obuhiv. 5. Kyiv – Ukrainka. 6. Kyiv – Brovary. 7. Kyiv – Boryspil. 8. Kyiv – Vyshgorod. 9. Kyiv – Irpin. 10. Kyiv – Bucha. There are 160 electric buses, 80 EV charging stations, 37 bus stations are required for these routes. Project properties The project assumes installation of 10 x 2MW wind turbines. Vestas and Siemens are the most viable suppliers capable to provide performance guaranties, service and maintenance at the operation stage. Long-term land rent agreements will be arranged for 11 land plots (10 turbines + sub-station) – 1-1.2ha in total. Abstract: The state of ecological balance of cities is determined by the analysis of the qualitative composition of green space. The lack of green space inventory in small towns in the Kyiv region has prompted the use of express analysis provided by the EOS Land Viewer platform, which allows obtaining an instantaneous distribution of the urban and suburban territories by a number of vegetative indices and in recent years – by scene classification. The purpose of the study is to determine the current state and dynamics of the ratio of vegetation and built-up cover of the territories of small towns in Kyiv region with establishing the rating of towns by eco-balance of territories. The distribution of the territory of small towns by the most common vegetation index NDVI, as well as by S AVI, which is more suitable for areas with vegetation coverage of less than 30%, has been monitored.

    THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION of 1 November 2018, No 1300 MOSCOW On Measures to Implement Decree of the President of the Russian Federation of 22 October 2018, No 592 Pursuant to the Decree of the President of the Russian Federation of 22 October 2018, No 592, On Application of Special Economic Measures in Connection with Unfriendly Acts of Ukraine Against Citizens and Legal Entities of the Russian Federation and in response to unfriendly acts of Ukraine performed contrary to international law to introduce restrictive measures against citizens and legal entities of the Russian Federation, the Government of the Russian Federation resolves: 1. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.

GLADKEY** *WROCLAW UNIVERSITY OF ECONOMICS, **TARAS SHEVCHENKO NATIONAL UNIVERSITY OF KIEV FUNCTIONAL AND TERRITORIAL STRUCTURE OF ECONOMIC AGGLOMERATION IN TRANSITION ECONOMIES: THE CASE OF THE CITY OF KIEV ABSTRACT. The substance and theoretical fundamentals of development of economic agglomerations are considered. The general laws, principles and methodology of sustainable development of economic agglomerations in a transition economy are investigated. The territorial structure of the Kiev economic agglomeration and the ways to provide its sustainable development are analyzed. KEY WORDS: economic agglomeration, Kiev (Kyiv) agglomeration, urban structural analysis, territorial organization, transition economy. INTRODUCTION The Eastern European countries, so-called transition economies, are now undergoing painful transformation of their functional structure and development of market economy. In many cases, their spatial evolution and economic growth depend on the level of development of urban territorial structures such as large cities and agglomerations. These produce more than 40–50% of a country’s GNP and contain more than 60% of the total population (except Moldova). The rational territorial organization and sustainable development of agglomerations are now urgent for the countries of Eastern Europe. Nevertheless, most of them have irrational branch and territorial structure as a legacy of the Soviet regime. They encounter problems in settlement and transport networks, suffer from environmental pollution and depletion of resources as well as from predominance of heavy industries and a low level of development of the social sphere. After all, the oblast consists of 9 single-member districts that translate in 9 seats at the national parliament. When compared with 17 seats allocated to Dnipropetrovsk oblast, 13 – to Kharkiv, 12 to Donetsk, or Lviv oblast, and 11 to Odessa oblast, this does not look impressive. The power struggle in Kyiv oblast might seem of limited strategic importance. Such a conclusion is, however, erroneous as Kyiv oblast has several distinctive features, which makes it central in power competition and power distribution after each election. Firstly, the oblast is adjacent to the ultimate powerhouse of national politics, the city of Kyiv. The nine above-mentioned electoral districts comprise regional town areas which encircle the capital, set its administrative boundaries, contain its growth, limit the city’s capabilities to manage logistics and to provide infrastructural services. In fact, the lack of capacities forced the mayor of Kyiv to initiate the program to create a “Kyiv metropolitan area” which should bring closer housing, transportation, and administration across the city of Kyiv and the oblast emulating the Metropolis of Greater Paris.

    Technical report on the results of the Baseline Analysis of the legislative, institutional and content aspects related to 20 target areas of the Protocol on Water and Health for revision of the National Targets of Ukraine Kyiv November 2017 1 ACKNOWLEDGEMENT This report was prepared within the project implementation on revision of the National Targets to the Protocol on Water and Health (the Protocol), which carried out in the framework of the first direction of the project "European Union Water Initiative +" in Ukraine.
