As the organisation continues on its transformation journey, you will play a lead role in promoting and driving innovation, customer centricity, better use of technology and digitisation and a commitment to continuous improvement both across the Urban Living Directorate and the whole organisation to ensure that a high quality of customer experience is maintained. You will provide empowering and supportive leadership to your diverse team of Urban Living professionals (strategic and statutory planning; building services and civic services) enhancing their focus on innovative planning and design initiatives, programs and strategies that optimise community outcomes, including through digital means. To be successful in this instrumental role, the City of Boroondara is seeking a visionary and innovative executive leader who brings a technical planning background and qualifications and who has experience leading a planning function; ideally from within the Local Government sector. You are adept at forming credible and collaborative relationships with your key stakeholders including (but not limited to) elected members; your CEO and executive peers, and the community and you are known for your contemporary thinking, ability to identify improvement opportunities and your focus on designing efficient services that places customer experience at the centre of everything. Davidson | Director Urban Living | City of Boroondara 3 About the City of Boroondara City profile – Boroondara The City of Boroondara includes the suburbs of Ashburton, Balwyn, Balwyn North, Camberwell, Canterbury, Deepdene, Hawthorn, Hawthorn East, Kew and Kew East, and parts of Glen Iris, Surrey Hills and Mont Albert. History This area is the traditional land of the people of the Eastern Kulin Language Group. After surveying the area in 1837, Robert Hoddle declared it the ‘Parish of Boroondara’ and because the area was densely wooded, he took the word from the Woiwurrung language, translating it as ‘where the ground is thickly shaded’. The first local government body was the Boroondara District Road Board, formed in 1854, which encompassed the areas that were to become Hawthorn, Kew and Camberwell. With the amalgamation of these cities in June 1994, the City of Boroondara was created. Population Boroondara has an estimated residential population of 183,199 people (at 30 June 2019). Compared with Greater Melbourne, we have a smaller proportion of young children and people aged 30 to 39, but a larger proportion of 10 to 19 year olds and people over 50 years. Of all 79 Victorian local government areas, Boroondara has the fifth largest population of people aged 85 years and over. At the 2016 Census 3.8% of the population needed assistance with daily living tasks. Davidson | Director Urban Living | City of Boroondara 7 Role Overview Title Director Urban Living Location This position is based at Camberwell Municipal Offices, but is expected to work across all locations as required. Remuneration Circa $300k - $350k TRP (based on experience) Reporting to Chief Executive Officer Direct Reports Manager Building Services Manager Strategic and Statutory Planning Manager Civic Services The Opportunity This is a challenging leadership position playing a key role in leading the organisation as part of the Executive Leadership Team. The role also oversees the delivery of a diverse mix of strategic planning, building and statutory services. The Director Urban Living will head the directorate and is responsible for land use policy, plans and standards, promotes sustainable design and development and heritage conservation. The position plays a critical role in managing the Municipal Strategic Statement. The position provides the drive and leadership for achieving the adopted Council key strategic activities of strengthening our communities, ensuring liveability and amenity and enhancing the environment. This position will also have a significant opportunity to further enhance the City of Boroondara’s reputation throughout the community and within the Local Government sector. As a holder of one of the critical roles in the City Of Boroondara structure, the Director Urban Living will continue to identify and develop innovative planning and design initiatives, programs and strategies for consideration and adoption by the CEO and Council. The Director is committed to providing services that are customer centric as determined by the customer in keeping with the Boroondara Customer First Strategy. This will include implementation of digital services across the portfolio to the extent that the preferred option of communication becomes an online experience driven by the customer from any device in their own time.
