7.8 North East Link - Bulleen Park
Council Agenda 26/11/18 7.8 North East Link - Bulleen Park Abstract This report provides an update on the North East Link Authority (NELA) Bulleen Park land use planning project. It seeks Council support for an initial concept design for the Bulleen Park land use plan which incorporates the Boroondara Tennis Centre (BTC) and the 18-hole Freeway Golf Course (FGC). See Attachment 1 for an aerial image showing the project study area. NELA has initiated the study for the Bulleen Park area and has included the BTC and FGC in the project scope. Officers understand the aim of the project is to ensure no sporting club or facility is worse off as a result of the construction and operation of the North East Link (NEL). NELA has advised it intends to finalise the project by early 2019 for inclusion as an appendix in the NEL Environment Effects Statement (EES). NELA has conducted initial consultation about the project, with a workshop held at the Veneto Club on 8 August 2018. The workshop was attended by sporting clubs impacted by the NEL and Council representatives from Boroondara and Manningham. Officers understand NELA staff have also been meeting with sporting clubs and facility operators on an individual basis to discuss the project. Within a limited timeframe, Boroondara officers have prepared high-level concept plans for the FGC and BTC to be considered in the Bulleen Park land use planning study (Attachments 2 and 3). The plans respond to the impact of the NEL on several holes of the FGC by relocating the BTC to the same location and extending the FGC to land north of the current course edge located in Manningham. -

Important Budj Bim Works Begin Across Five Sites
Monday, 11 January 2021 IMPORTANT BUDJ BIM WORKS BEGIN ACROSS FIVE SITES Works have started across the Budj Bim Cultural Landscape, as part of the Andrews Labor Government’s support for the Gunditjmara Traditional Owners to protect and develop the land so more Victorians can celebrate its history and cultural significance. Minister for Regional Development Mary-Anne Thomas today visited the site in Victoria’s south west to inspect the progress of works, alongside the region’s Traditional Owners and representatives from Glenelg Shire Council. The Labor Government is investing over $12 million in the project, including $8 million through the Regional Tourism Infrastructure Fund, to improve the tourist infrastructure of the area. The Government investment also contributed to Budj Bim’s successful bid in 2019 to become a UNESCO World Heritage listed site. The works include a new eel aquaculture and information centre, art installations, new raised walkways, a new cantilevered lookout, an upgraded information centre, entrance infrastructure, carparks and interpretive signage. Construction has started on all five project sites within the cultural landscape, including Tyrendarra Township, Kurtonitj, Lake Condah, Tyrendarra Indigenous Protected Area and Budj Bim. Budj Bim hosts the remains of over 300 Aboriginal stone houses – evidence of the Gunditjmara People’s permanent settlement in the area, as well as a sophisticated system of channels, fish traps and weirs used for farming eels. It is the only Australian site to be listed on the UNESCO World Heritage list solely for its Aboriginal cultural values. The new works follow extensive consultation with Traditional Owners over the past 18 months. -

Council Meeting Agenda 24/08/2020 7.5 Final outcomes of 2020 General Valuation Abstract This report provides detailed information in relation to the 2020 general valuation of all rateable property and recommends a Council resolution to receive the 1 January 2020 General Valuation in accordance with section 7AF of the Valuation of Land Act 1960. The general valuation impacts the distribution of rating liability across the municipality. It does not provide Council with any additional revenue. The distribution of rates is affected each general valuation by the movement in the various property classes. The important point from an equity consideration is that all properties must be valued at a common date (i.e. 1 January 2020), so that all are affected by the same market. Large shifts in an individual property’s rate liability only occurs when there are large movements either in the value of a property category (e.g. residential, office, shops, industrial) or the value of certain locations, which are outside the general movements in value across all categories or locations. -

Frequently Asked Questions What are the objectives of declaring the Bellarine Peninsula a ‘Distinctive Area and Landscape’? The Planning and Environment Act 1987 contains objectives for the protection of Distinctive Areas and Landscapes which are: • to recognise the importance of distinctive areas and landscapes to the people of Victoria and to protect and conserve their unique features and special characteristics; • to enhance the conservation of the environment in declared areas including unique habitats, ecosystems and biodiversity; • to enable the integration of policy development, implementation and decision-making through Statements of Planning Policy; • to recognise the connection and stewardship of Traditional Owners. What is the purpose of declaring an area? Declaring the Bellarine Peninsula is a major step in setting out a long-term vision and strategy on how land is used, protected and developed. A map has also been produced of the proposed areas to be protected. The declaration aims to protect the environment, landscape and lifestyle of the Bellarine Peninsula. What happens now that the area has been declared? Now that the Bellarine Peninsula is declared a distinctive area and landscape, a Statement of Planning Policy must be prepared within one year of the declaration. What is a Statement of Planning Policy (SPP)? An SPP will provide the strongest level of planning protection and: • Sets a 50-year vision which identifies the values and attributes to be protected and enhanced • Sets out the long-term needs for the integration of decision making and planning for the declared area • Includes a declared area framework plan that integrates environmental, social, cultural and economic factors for the benefit of the community and encourages sustainable development and identifies areas to be protected and conserved The SPP may also specify protected settlement boundaries.
