Polarforskningssekretariatet 2007 Årsbok Yearbook Polarforskningssekretariatet Polarforskningssekretariatet är en statlig myndighet med uppgift att främja och samordna svensk polarforskning. Det innebär bl.a. att följa och planera forskning och utvecklingsarbete samt organisera och genomföra forskningsexpeditioner i Arktis och Antarktis. Polarforskningssekretariatet är förvaltningsmyndighet för lagen Swedish Polar Research Secretariat (2006:924) om Antarktis och prövar frågor om tillstånd för vistelse eller verksamhet i enlighet med lagen. The task of the Swedish Polar Research Secretariat is to promote and co-ordinate Swedish polar research. This means e.g. to follow and plan research and development and to organise and lead research expeditions to the Arctic and Antarctic regions. The Swedish Polar Research Secretariat is the administrative authority for the Act on Antarctica (2006:924) and handles permit issues for visits or activities in accordance with the Act. First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources.

ABOUT 250 years ago a revolution began in Europe that would drastically alter the lives and lifestyles of millions, eventually billions, of people worldwide. Clever industrialists discovered that by extracting and burning fossil fuels like coal and oil they could power machines capable of producing goods and food on an unprecedented scale. Soon they discovered the same fuels could drive vehicles of previously unimaginable might, carrying their goods to market faster and in larger quantities than ever before. Fortunes were made. The population exploded. Forests made way for towns, roads and railways and farms to feed the hungry masses. Little did those pioneering industrialists know their revolution would reverberate in a very different way, centuries later. The unconstrained burning of fossil fuels and rapid deforestation that characterise the industrial era have significantly disrupted the cycles of elements like carbon, nitrogen and phosphorus, which are found naturally in the earth and atmosphere. Atmospheric concentrations of some of these elements in their gaseous form – named greenhouse gases or ‘GHGs’ – have increased rapidly, causing the atmosphere to warm up and our climate to change. Average and extreme temperatures around the planet are rising, resulting in reduced snow cover, melting glaciers, extended growing seasons and shifting rainfall patterns.

Nonetheless, a hitherto unrecorded species of gamasid mite was recently found along the strandline in Barentsburg. This record brings the total gamasid mite inven− tory of Svalbard to 23 species. The current inventory of Svalbard is bedeviled with syn− onyms and misidentifications. Nevertheless, resolving these confusions and maintaining an accurate and updated species inventory is of prime importance in understanding the ecology of this region. Vessel History The former U.S. Coast Guard Cutter Glacier is an oceangoing icebreaker that was originally designed and constructed for the U.S. Navy in the mid-1950s. In 1966, Glacier was transferred to the Coast Guard. Ingalls Shipbuilding in Pascagoula, Mississippi began constructing the icebreaker in August 1953 and delivered the ship to the U.S. Navy in May 1955. It was named for Glacier Bay, Alaska, and was the fourth ship to carry this name. After its initial shakedown cruise, Glacier sailed from its homeport of Boston, Massachusetts as Admiral Richard E. Byrd’s flagship bound for the Antarctic as part of Operation Deep Freeze I1 in late 1955. It reached the 1 Operation Deep Freeze I was the codename for a series of scientific expeditions to Antarctica in 1955-56. The impetus behind the expeditions was the International Geophysical Year 1957-58. IGY was a collaborative effort of 40 nations to study the North and South Poles and points in between. Their goal was to advance knowledge of Antarctic hydrography and weather systems, glacial movements, and marine life. The U.S. Navy was charged with supporting the U.S. scientists for their portion of the IGY studies. 2 Ross Ice Pack in December where it smashed through thick ice “carving” out a harbor in Kainan Bay for ships delivering materials, supplies, and labor for the construction of Little America V.2 After clearing a channel and leading a group of ships to Kainan Bay, Glacier headed toward the Ross Ice Shelf to assist in the construction of a naval air station at McMurdo Sound.

  • Region Building and Identity Formation in the Baltic Sea Region
    IJIS Volume 3 REGION BUILDING AND IDENTITY FORMATION IN THE BALTIC SEA REGION ∗ Imke Schäfer Abstract This paper examines the concept of “new region building” in the Baltic Sea region with emphasis on the construction of a collective “Baltic” identity. Possible implications of these processes on Russia as a non-EU member state are discussed. Region building around the Baltic Sea is conceptualised within the framework of social constructivism, and a connection between region building and identity formation is established. Furthermore, an attempt is made to shed light on the way in which a “Baltic identity” is promoted in the region. By means of a short discourse analysis, certain characteristics of the Baltic Sea region are discovered that are promoted as the basis for a regional identity by various regional actors. The impact of these characteristics on relations between Russia, the EU and the other Baltic Sea states are examined and conclusions are drawn in relation to the region building processes in the Baltic Sea area. INTRODUCTION Cooperation in the Baltic Sea region (BSR) has prospered since the independence of the Baltic States in the beginning of the 1990s. Several programmes and initiatives have been established, such as the Northern Dimension initiative (ND), the Council of Baltic Sea States (CBSS) or the Baltic Sea States Subregional Cooperation (BSSSC). Old Russian chronicles mention that already in the 11th century, the northwestern part of Siberia, then known as Yugra1), was a “volost”2) of the Novgorod Land3).
