First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

The Siberian pole of cold is situated in the extreme north-east of Eurasia (in the region of the Cherskiy mountain system, in the upper parts of the basins of the Yana, Indigirka and K o lyma Rivers). Particularl y low air and soil temperatures have been observed in the intermontane areas. Among these localities is the famous O ymyakon, where the lowest minimum temperature in the Northern Hemisphere has been recorded. In the climate of this area extreme aridity, connected with the intracontinental position of thc territory, is combined with intense cold. In the two highest massifs (Ulakhan-Chistayand Suntar-Khayata) small centres of recent glacierization (chiefly kars) are developed ; there are also distinct traces of a more extensive older mountain g laciation. In the intermontane areas and on the principal level of the dissected hilly peneplain positive indications of a former glaciation are absent. However, the recent cryogenic phenomena r epresented by fossil ice, permafrost, taryns, as well as thermokarstic, solifluction and congelation features, are very abundant and diverse. The widespread development of all th ese features gives this territory a periglacial aspect, and also provides the possibility of using the study of many recent phenomena for palaeogeographical purposes. From this point of view, the processes leading to the formation of loess deposits (cryogenic facies) and the formation of structural and thixotropic soils are of particular interest. -

("Conventional arms" herein are defined as high cost, state-of-the-art weapons systems in aerospace, land vehicles, missiles and naval vessels. ") The rapid and startling changes in the international political environment that took place in the late 1980's forced the U.S. and her Western Allies to reexamine their national defense budgets. The Bush Administration responded to the situation with new policy initiatives or "jolts" that aligned the annual U.S. Department of Defense's budget with Post Cold War realities. (A "jolt" is defined here as a sudden "shock" to a system that has the potential to alter radically one or more of its established structural components or behavioral patterns.) The word "jolt" is specifically used because while the policies reducing force strength and decreasing defense spending had been introduced on earlier occasions since the end of World War II, these particular jolts were driven by different circumstances than previous drawdowns. The Cold War that had dominated and shaped international affairs was over; the Post Cold War era promised to be a radical departure from the 50-year long status quo. -

Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress September 16, 2021 Congressional Research Service https://crsreports.congress.gov RL32665 Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress Summary The current and planned size and composition of the Navy, the annual rate of Navy ship procurement, the prospective affordability of the Navy’s shipbuilding plans, and the capacity of the U.S. shipbuilding industry to execute the Navy’s shipbuilding plans have been oversight matters for the congressional defense committees for many years. In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense (DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring a smaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier of large unmanned vehicles (UVs). On June 17, 2021, the Navy released a long-range Navy shipbuilding document that presents the Biden Administration’s emerging successor to the 355-ship force-level goal. The document calls for a Navy with a more distributed fleet architecture, including 321 to 372 manned ships and 77 to 140 large UVs. A September 2021 Congressional Budget Office (CBO) report estimates that the fleet envisioned in the document would cost an average of between $25.3 billion and $32.7 billion per year in constant FY2021 dollars to procure. -

Brodnikov* Petr E. Podalko** The penetration of the Russian people into Siberia probably began more than a thousand years ago. Old Russian chronicles mention that already in the 11th century, the northwestern part of Siberia, then known as Yugra1), was a “volost”2) of the Novgorod Land3). Gradually, with the advancement of the Russian people to the East, this territorial name spread across the north of Western Siberia to the river Taz. Since 2003, Yugra has been part of the offi cial name of the Khanty-Mansiysk Autonomous Okrug: Khanty-Mansiysk Autonomous Okrug—Yugra. 2) Volost—from the Old Russian “power, country, district”—means here the territo- rial-administrative unit of the aboriginal population with the most authoritative leader, the chief, from whom a certain amount of furs was collected. 3) Novgorod Land (literally “New City”) refers to a land, also known as “Gospodin (Lord) Veliky (Great) Novgorod”, or “Novgorod Republic”, with its administrative center in Veliky Novgorod, which had from the 10th century a tendency towards autonomy from Kiev, the capital of Ancient Kievan Rus. The history of the explordtion of the Central Arctic Ocean is reviewed.It has been only within the last 15 years that any signifi- cant number of depth-sounding data have been collected.The present study uses seven million echo soundings collected by U. S. Navy nuclear submarines along nearly 40, 000 km of track to construct, for the first time, a reasonably complete picture of the physiography of the basin of the Arctic Ocean.The use of nuclear submarines as under-ice survey ships is discussed. The physiography of the entire Arctic basin and of each of the major features in the basin are described, illustrated and named. The dominant ocean floor features are three mountain ranges, generally paralleling each other and the 40°E. 140°W. meridian. From the Pacific- side of the Arctic basin toward the Atlantic, they are: The Alpha Cordillera; The Lomonosov Ridge; andThe Nansen Cordillera. The Alpha Cordillera is the widest of the three mountain ranges. It abuts the continental slopes off the Canadian Archipelago and off Asia across more than550of longitude on each slope.Its minimum width of about 300 km is located midway between North America and Asia.In cross section, the Alpha Cordillera is a broad arch rising about two km, above the floor of the basin.The arch is marked by volcanoes and regions of "high fractured plateau, and by scarps500to 1000 meters high.The small number of data from seismology, heat flow, magnetics and gravity studies are reviewed.The Alpha Cordillera is interpreted to be an inactive mid-ocean ridge which has undergone some subsidence.
