In general, currents are limited in the bay (inside the spit) and they do not hamper the navigation of vessels in the channel. It should be noted that these currents do not refer to the channel cut through the Turkmenbashi spit. In the area of the cut through the Turkmenbashi spit, currents run parallel to the axis of the channel and can reach values up to 1 – 2.5 knots. The following tables present the distribution of the wind and wave in Turkmenbashi per sector and per speed class. Although the wind in Turkmenbashi is not so strong, the access channel of the port is closed very frequently due to wind because the width and depth of the channel are not 2 - 76 JICA Study on the Turkmenistan March 2010 sufficient under windy condition. Regarding channel closure, details will be described later in this section. The feasibility study on the modernization of Turkmenbashi Port (MLTM 2009) describes that the maximum wave height in the Caspian Sea outside the spit is 2.6m and wave height may reach 2.0m in the cut through section of the channel. The annual maximum wave height in the area of the port is 0.5m on average and at maximum 0.7m.

It is to the contrary the result of an elaborate gov- ernmental system aimed at maintaining this very stability. To allow for an understanding of the system, it is essential to take into account aspects of theories on nation building, paternalism, totalitarianism, political religion, despotism, sultanism and neo-patrimonialism as well as the semiotics of governmental symbolism. However by itself each of these theories, ideas and descriptions falls short of adequately capturing contem- porary processes in Turkmenistan. For this reason a combination of components of the enlisted concepts is used in order to gain access to the all embracing governmental attempts at constructing a Turkmen nation while maintaining absolute power. Therefore the term “nation creation” is introduced. Nation creation is defined as a government controlled system that, under inclusion of economical, social, cultural, political and religious aspects of private and public life, is aimed at constructing a nation while maintaining absolute gov- ernmental power and control by all possible means. Though this system may appear to be a wild mix of at times absurd or even comical individual approaches and concepts, the underlying ruler-logic follows clear lines, which to connect is the aim of this article.

KEY DEVELOPMENTS A. Introduction 1. The 11 Central Asia Regional Economic Cooperation (CAREC) countries continue to implement the CAREC Transport and Trade Facilitation Strategy 2020 (TTFS 2020), which aims to establish competitive corridors, facilitate the movement of goods and people though these corridors, and provide sustainable, safe, and user-friendly transport networks. 2. Priority infrastructure work focuses on the construction and upgrade of roads and rail lines along the six CAREC multimodal corridors connecting the mainly landlocked CAREC countries to wider regional and global networks. Appendix 1 shows the CAREC Multimodal Corridor Map, which was revised in 2017 to include Georgia, thus providing the corridor network with access to the Black Sea ports and the land border with Turkey. The implementation of physical investments (hard infrastructure) is supported by a set of complementary soft side initiatives under five pillars, namely (i) road safety, (ii) railways, (iii) road asset management, (iv) transport facilitation, and (v) aviation. B. Sector Implementation 3. This report covers progress made by the CAREC member countries in 2018 against the TTFS 2020 and subsequently the CAREC Transport Sector Work Plan 2018–2020. I t also covers progress achieved in the implementation of the two major subsector strategies: the CAREC railway strategy (Unlocking the Potential of Railways: A Railway Strategy for CAREC, 2017-2030) and the CAREC road safety strategy (Safely Connected: A Regional Road Safety Strategy for CAREC Countries, 2017-2030).

The aim and focus of the session was to highlight the progress and development of Turkmenistan. “Turkmenistan – Heart of the Great Silk Road”, reflects the concept of modern development of the country, which is based on centuries-old historical experience, cultural traditions, rich spiritual heritage and human values. The Great Silk Road is considered to be one of the successful achievements of ancient civilizations. Turkmenistan pays special attention to the popularization of the phenomenon of the Great Silk Route as a factor, connecting the nations and cultures. 1 Turkmenistan - Heart of the Great Silk Road “Building new roads and railways, seaports and bridges, our motherland revives the Great Silk Route in the third millennium” –Gurbanguly Berdimuhamedov –President of Turkmenistan said in his New Year address to the nation. Turkmenistan has declared 2018 as the Silk Road year and is seeking to establish an extensive transport infrastructure. Turkmenistan was an important junction in the Silk Road -- an ancient trade route which connected Europe with Asia -- and the establishment of an extensive transport infrastructure was crucial in its development. Long-term national programs are being applied Turkmenistan, which aim to expand the current transportation network.
