I'm Joanne Myers, Director of Merrill House Programs, and Democracy: The Power of Freedom on behalf of the Carnegie Council I would like to say how extremely honored we are to have to Overcome with us this morning Natan Sharansky on the occasion of his recently published book, The Case Tyranny and Terror for Democracy: The Power of Freedom to Overcome Tyranny and Terror. In reflecting on the challenges facing democracy in the 21st century, Margaret Thatcher once wrote, "It is always true that the world that is can best be understood by those conversant with the world that was. None are more conversant with the realities of the Cold War, or more adept at drawing out its lessons for today, than those who saw it—not just lived through it, but actually saw it for what it was—from the inside." It is with this in mind that we extend a very special welcome to our speaker this morning, Natan Sharansky. From Gulag to guru, Mr. Sharansky's life has personified the struggle for human rights and the ongoing pursuit of dignity for all mankind. Our guest today is a former Soviet dissident and political prisoner who has spent his life championing democracy. -

In general, currents are limited in the bay (inside the spit) and they do not hamper the navigation of vessels in the channel. It should be noted that these currents do not refer to the channel cut through the Turkmenbashi spit. In the area of the cut through the Turkmenbashi spit, currents run parallel to the axis of the channel and can reach values up to 1 – 2.5 knots. The following tables present the distribution of the wind and wave in Turkmenbashi per sector and per speed class. Although the wind in Turkmenbashi is not so strong, the access channel of the port is closed very frequently due to wind because the width and depth of the channel are not 2 - 76 JICA Study on the Turkmenistan March 2010 sufficient under windy condition. Regarding channel closure, details will be described later in this section. The feasibility study on the modernization of Turkmenbashi Port (MLTM 2009) describes that the maximum wave height in the Caspian Sea outside the spit is 2.6m and wave height may reach 2.0m in the cut through section of the channel. The annual maximum wave height in the area of the port is 0.5m on average and at maximum 0.7m. -

COMPETITION IN AFGHANISTAN, CENTRAL ASIA, AND PAKISTAN 7/31/11 2 The US has many hard decisions to make in shaping its policies toward Central and South Asia – driven primarily by the war in Afghanistan, the growing instability in Pakistan, and whether the US should actively pursue strategic interest in Central Asia in the face of Russian and Chinese pressures and advantages, than by strategic competition with Iran. Iran is a player in the equation. So far, its efforts in Afghanistan may have done as much stabilize Western Afghanistan as jeopardize US interests, but Iran controls the main logistics route for the UN food effort and is expanding its role in Afghanistan. It also faces growing problems with Pakistan because of instability in the Baluchi areas in both Pakistan and Iran. As for Central Asia, it is not clear that Iran is capable of being a dominant player in a region when China, Russia, and Turkey are major actors and each Central Asian states is playing as many outside and local powers off against each other as possible. Iran is, however, seeking to expand its role and this has had a tangible impact on US and Iranian competition. Afghanistan: Iran has built up major influence in northwestern Afghanistan and with the Hazara Shi’ite minority in other parts of the country. -

The Hazards of Half-measures: Perestroika and the Failure of Post-Soviet Democratization M. STEVEN FISH Abstract: Perestroika was the most dramatic chapter in the political history of the world in the late twentieth century. Yet, it did not fulfill what was arguably its lofti- est promise—to lay firm foundations for lasting popular rule in Russia. The failure of democratization in post-Soviet Russia may be traced in part to two fateful short- comings in perestroika: the tepidity of Gorbachev’s economic reforms and Gor- bachev’s failure to empower popularly elected legislatures. Key words: democracy, democratization, economic reform, liberalization, national legislature, perestroika erestroika was the most dramatic chapter in the political history of the world P in the late twentieth century. For citizens of the USSR, it brought both hope and trauma. For the rest of the world, it provided liberation from the scourge of the cold war’s apocalyptic endgame scenario, which had defined international relations for four decades. Despite its momentousness, however, perestroika did not fulfill what was arguably its loftiest promise: to lay firm foundations for lasting popular rule in Russia. Mikhail Gorbachev may not have intended his reforms to lead to democ- racy, but by the time the Soviet regime unraveled in late 1991, democratization is what perestroika had brought about. At the dawn of the post-Soviet era, the three Baltic states had already forged open polities. Russia, Ukraine, Belarus, Kyrgyzstan, Georgia, Armenia, and Moldova had experienced significant democ- ratization as well. Yet, in the ensuing decade, Russia, among other post-Soviet countries, underwent a powerful political reversal. -

Turkmen law contains a number of provisions which explicitly allow forced relocation to be used as punishment for certain crimes committed by civilians, however, in practice these laws are used as legal justification for the displacement of political opponents and ethnic minorities. After a failed assassination attempt on President Niyazov in November 2002, the government intensified its search for “internal enemies”, aggravating the risk of forced relocation for political opponents and their relatives. Ethnic minorities are also at a heightened risk of forced displacement due to a government initiated discrimination campaign intended to forcibly assimilate ethnic minorities within Turkmenistan. There are numerous unconfirmed reports of forced relocation of ethnic minorities in the country’s border regions. -
