(DNIT No: DNIT /DGM/ED/UDP/2016-17/04 Dated, 26/10/2016) 1. INTRODUCTION In connection with improvement / widening of Road under PMGSY Scheme from from Kishore Ganj to Uttar Shilghati,after detailed survey of the locations, Schedule of Works including supply of all materials (except Earthing Pipe, M.S. Clamp, Nuts & Bolts, polythene pipe,Hard drawn etc.) has been prepared from this end. The configuration of the Line Sections shall be as per REC standards followed by TSECL in Tripura SCOPE OF WORK Scope of work covered under this package includes supply, transportation to site/ Sub- Divisional Store-yard, storage, insurance, handling, Laying, testing & commissioning / charging of HT / LT Lines on PCC/ST Pole as stated in above including supply of all materials (except Earthing Pipe, M.S. Clamp, Nuts & Bolts etc.). Scope of work given above is only indicative. The detailed scope has been described in the Schedule of Work attached with this bidding document. Cost of bidding document Rs.500.00 Estimated Cost Rs.5,90,616.00 Earnest Money Rs.11,812.00 Completion Period 60 (sixty) Days. 2.0 QUALIFYING REQUIREMENTS FOR BIDDERS To be qualified to bid for the package, the bidder shall have to meet the following minimum criteria: 2.1 The bidder must have experience executed maintenance works of HT/LT lines (up to11KV) or similar nature of work, total work value not less than 1.00 lakh in a single award (supported with authenticated documents or certification from competent authority not below the rank of Sr. Manager) in a particular financial year during last 3 (three) financial years. Contractor 1 Dy.GM,Udaipur Tripura State Electricity Corporation Limited (A Govt. of Tripura Enterprise) or 2.2 The bidder must have executed construction works of HT/LT lines (up to 11KV) or similar nature of work, total work value not less than 1.00 lakh in a single award (supported with authenticated documents or certification from competent authority not below the rank of Sr. Manager) in a particular financial year during last 3 (three) financial years. 3.0 The minimum average annual turnover of the bidder for the last three years should not be less than 30% of the estimated cost put to tender. 3.1.. Bids may be submitted by an individual firm or joint venture as one of the following 3.1.1 A single firm, which meets anyone or both the requirement, indicating in para 2.1 2.2 above and 3.0 mandatory. 3.1.2. A joint venture of two or more registered firms wherein each partner shall meet any one or both the requirements stipulated under clause 2.1, 2.2 & 3.0. 3.1.3. The figures of average annual turnovers for each joint Venture partners shall be added together to determine the bidder’s compliance with the minimum average annual turn over requirement for the package as given at para 3.0 above. 3.2. In case of joint venture any one of the partners shall be authorized to incur liabilities and receive instructions for and on bealf of any and all partners of the joint venture and the entire execution of the contract including receipt of payment shall be done exclusively through him. This authorization shall be evidenced by submitting a power of attorney signed by legally authorized signatories of all the parteners 3.3. All partners of Joint Venture shall be liable jointly and individually / severally for the execution of the contract in accordance with the contract terms. A copy of the agreement of joint venture partners having such provision shall be submitted with the bid. 3.4. Notwithstanding anything contained herein above, TSECL reserves the right to assess the “capacity and capability” of the bidder to execute the work. 4. The Bid Document complete with general condition of contract, technical specification, schedule of quantities etc. may be seen in the Office of the Deputy General Manager, Electrical Division, Udaipur, Gomati District, Tripura on all working days during office hours upto the date fixed for sale of bid documents. 5. The bidder shall bear all cost and expenses associated with purchase and submission of its bid including post bid discussions, technical; & other presentation etc., and TSECL will in no case be responsible or liable for those cost, regardless of the conduct or outcome of the bidding process. 6. The bidder shall furnish documentary evidence in support of the qualifying requirements stipulated above along with their bid. Bid received without such documents shall be summarily rejected. The bidder shall be required to deposit earnest money amounting Rs. 11,812.00.00 @ 2.0 % of the estimated cost put to tender in the shape of demand draft or Bankers Cheque from any Schedule Bank guaranteed by Reserve Bank of India in favour of TRIPURA STATE ELECTRICITY CORPORATION LIMITED payable at SBI, Udaipur Branch, Gomati District, Tripura along with the bid. The earnest money deposited is adjustable with Contract Performance Guaranty. The successful bidder shall be required to furnish a Contract Performance Guaranty @ 10% of the total contract price in the shape of Demand Draft / Bankers Cheque in favour of TRIPURA STATE ELECTRICITY CORPORATION LIMITED from any Schedule Bank guaranteed by Reserve Bank of India payable at SBI, Udaipur Branch, Gomati District, Tripura or in the shape of Bank guarantee in favour of TRIPURA STATE ELECTRICITY CORPORATION LIMITED on any Public Sector / Scheduled Indian Bank on award of the contract. BID NOT ACCOMPANIED WITH REQUISITE BID EARNEST MONEY SHALL NOT BE ENTRTAINED. 8. The bidding documents are not transferable and cost of bidding document is not refundable under any circumstances. 9. The original Bidding document shall be signed by the bidder(s) on all pages and will be submitted with the COMMERCIAL / PRICE bid. GENERAL INSTRUCTIONS The bidders are to satisfy themselves by visiting to the ‘sites of work’ as regards the prevailing condition of locations proposed for Distribution sub-Stations, proposed way leave for the overhead and underground lines, their approaches, transportation facilities, availability of laborers and availability of materials etc. before submission of bid. No claim or excuse on this account will be entertained at any stage later on. The location of the work falls under the jurisdiction of Kakraban Electrical Sub-Division. 2. COST OF BIDDING The Bidder shall bear all the costs and expenses associated with preparation and submission of its Bid including post-bid discussions, technical and other presentation etc. and the TSECL shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process. 3.     1 2 3 INTRODUCTIN With the 73rd and 74th amendment to the constitution of India in 2005 the Disaster Management Act was enacted under the concurrence list of the constitution of India . This act comprises 79 sections and 11 chapters.This act provides for the prerequisite institutional mechanism for monitoring and implementation of plans. It ensures measures by various wings of the Government for the prevention and mitigation of disasters. With the enactment of disaster management act 2005 ,National policy on Disaster Management was framed in 2005. All State Governments have been directed to implement the National policy on Disaster Management to safeguard the safety of people, property and ensure developmental planning giving importance to the pre disaster preparedness. Preparedness rather than post – crisis management, co-ordinated participatory approach, technology upgradation and deployment, information as a tool for disaster management, recognition of linkages between disasters and development, connecting specific programmes for management of natural disasters, forecasting and warning using latest technology, are some of the important features of disaster management. Natural disasters are flood, cyclone, landslide, hailstorm, earthquake and Tsunami.In Tripura it is observed from the records of last 50 years, mostly widespread flood affected the people of Tripura in different years. In the years 1983, 1993, 1994, 2003, 2004, the people of Tripura experienced the divastating flood. In some years, cyclone hailstorm, landslide, and earthquake also, damaged lives and property. Recently cyclone and thunderstorm are playing a disastrous role for the loss of life and property in Tripura. Three persons died of thunderstorm in the months of may and June 2012 under Gomati District.
