Time is moving. A missed time is difficult to be recovered. If we do not grasp the core of the scientific research and examine its depth, we will not possess the advancement and progress that we aspire to achieve, and may not maintain our achievements that we have realized by the perspiration and sacrifices performed by our people. The issue of scientific research has not to remain within the theoretical limits as it has to be a basic foundation in every university along with the education, and the government has to afford the prerequisites of achieving this mission. The human wealth we have is not only a quantity, but it is a heritage, history and civilization as well as what it produces of thinking, will and determination. Human being always has the ability if s/he wants to create and do right. Human being innovation and work is the most important fortune. Work Development at the State departments and organizations has become a pressing need and a national responsibility in order to not expand the gap between us and others and to be qualified partners in all what is taking place in respect of the political and economic developments in the Arab world and in the whole world. , From the Oath Speech of the Party s and People›s Leader Mr. President Bashar AL- Assad President of the Syrian Arab Republic Renewed thought: I mean by the renewed thought which does not stop at a specified limit and does not limit itself in one frozen mold. We are greatly in need today and tomorrow to push the process of development forward. Some people think that this renewed thought is linked (tied) with age, i.e. it presence mostly exists among youth and this is not accurately precise, as some people enter the youth age while their minds were early stone-minded …. And some other of aged people depart life while their minds were still roaring with activity, renewal and innovation. 11 12 The Speech of Dr. Mohamad Nedal Alchaar Minister of Economy in The Syrian Arab Republic Ladies and Gentlemen, The world›s attention to innovation and invention is becoming of a high priority. A careful reading of history will emphasize the importance of inventions and innovations in the evolution of humanity, and the emergence of civilizations. We, in Syria, have given this aspect all the concern, care and follow-up it needs through Al-Bassel Fair for Creativity and Invention. The fair has become young at its fifteenth session this year in which we have made, despite all the challenges we are facing, qualitative efforts in cooperation with our partners in the Association of Syrian Inventors, the World Intellectual Property Organization (WIPO) and the Islamic Bank of Development (IDB). The fair has grown up and reached an important rank at the global level as it ranked third in the WIPO assessment in 2002, and became one of the best exhibitions at the international level, in terms of organization, number and quality of participants, creative exhibits, and the innovations that have received local, regional, and international attention. This was manifested by the popularity, interest and appreciation which the fair and its organizers and participants enjoy. This attention and care correspond to the action programs of the conferences of the Economic Summit in Kuwait and Sharm El-Sheikh, which emphasized the protection of intellectual property, encouragement of Arab inventors, and linking between Arab inventors and investors. Syria will always be the forum of giving, development and innovation in all shapes and types. Syria was and will remain a welcoming place that spreads love, honesty, attention and care and embraces all Arab brothers and sisters. Ladies and Gentlemen, Behind the success of this fair, there is a working group that deserves our appreciation, respect and gratitude. This group consists of several sectors, organizations, syndicates as well as the president and members of the Preparatory Committee and the General Establishment for International Fairs and Markets. 13 I will never forget the great efforts of the ministry of economy and the affiliated institutions and companies. My appreciation and respect for Prime Minister Dr. Adel Safar, the sponsor of this fair, for his care and sponsorship. And thanks also to the Arab League and its Secretary-General and the Follow-up Committee for their sincere support of this fair in preparation and organization. Our sincere respect is for the great sponsorship and comprehensive care of President Bashar al-Assad for each achievement, innovation, sincere effort and hard work in Syria. I wish you all the best. 14 Message froM Mr. Francis Gurry Director General of the World Intellectual Property Organization (WIPO) The World Intellectual Property Organization (WIPO) is honored to be invited once again by the Syrian Arab Republic to present the WIPO Awards on the occasion of the Fifteenth Al Bassel Fair for Invention and Innovation, organized by the Syrian Ministry of Economy and Trade. Innovation is integral to human progress. It is responsible for improvements in our quality of life and for economic competitiveness; and it is the means by which we address and resolve challenges facing society. Encouraging innovation is the very reason why we have intellectual property. Innovation and its many benefits do not come without the investment of time, of effort, and of human and financial resources. Intellectual property provides the incentive for that investment, as well as facilitating the transfer and diffusion of the fruits of innovation. The WIPO Awards pay tribute to the innovators and entrepreneurs whose ingenuity fuels this productive cycle of innovation. In today’s competitive global market, where the knowledge component of production has become so important, rights related to knowledge - intellectual property rights - represent critical national assets. WIPO, as a specialized agency of the United Nations, is at the forefront of efforts to ensure that the rights of inventors and innovators are recognized, rewarded and protected worldwide. The WIPO Awards recognize the contribution of individual innovators to the development of their national economies and, in turn, to the prosperity of their people. In awarding the WIPO medals at the Fifteenth Al Bassel Fair for Invention and Innovation, we join the Syrian Ministry of Economy and Trade in its efforts to promote the culture of innovation and creativity in the Syrian Arab Republic, and seek to highlight the role that intellectual property can play in such an environment. 15 I warmly congratulate all the Award winners and commend the organizers of the Al Bassel Fair for highlighting the importance of innovation to the Syrian Arab Republic’s economy. However, this equilibrium to attain development can be only materialized through reliance on our local potentials to scientific researches and technology. The might and dignity of every country stem from the hands of its people who are able to give and be creative. This exhibition- Al-Bassel exhibition, is genuine occasion for Syrian inventors with them the exhibition is complete. We have started from this occasion, through which we get to know each other. It has become imperative for us to continue the March altogether in order to build the future of our homeland, Syria. This exhibition is a mirror for the achievement and creativity of the people of this country. It reflects that fact number of country›s inventors is increasing throughout out years since it was started. Therefore, getting those inventors involved in the March of modernization and production, became a must and national duty, simultaneously in the private and the public sectors, a twin for the service of the Syrian Economy. Creativity creates originality… originality creates belonging… belonging in an eternal status of love to our homeland, for which we have to scarifies. Home is a large enough to knead the principles of creativity and originality in the crucible of the labor ship especially in this conditions, which our darling country is pass in it, it must dependence on the self. Moreover, the competition creation and export all patents through the interior and external exploitation. The process of adopting the creative works of the Syrian inventors is a 17 national obligation imposed by conditions we pass through. We are on the cross-road of crucial economic turning We need to work together hand for encouraging inventors and creators to integrate them into the industrial and commercial entity, apply equity to secure them to be able to reach ultimate creativity.

    Alone at the Top: Bashar al-Assad and the Struggle for Syria Eyal Zisser Introduction On March 18, 2011, the Arab Spring reached Syria. Overnight, the nation was engulfed in flames heralding the outbreak of the Syrian revolution destined – so it seemed at the time – to topple the Syrian regime within the next few days, or at most, weeks. But what seemed to present as a “lightning revolution” soon turned into a prolonged, blood-soaked, and above all inconclusive war. Faced with a challenge to its stability and very existence, the Baathist regime headed by Bashar al-Assad has demonstrated unity and strength that have surprised the many who thought it was in its final throes. This unity and strength are evidence of the robust nature of the regime and its pillars of support, namely, the party and the army, as well as the regime’s base of support among different segments of Syrian society, especially its minorities – Alawites, Druze, and Christians – and the Sunni middle class in the large cities. 1 But above and beyond this, the fact that the Syrian regime has managed to stay on its feet for the last two and a half years testifies to the personal strength of Bashar al-Assad, who stands alone at the apex of the regime. Bashar’s conduct in August 2013 vis-à-vis the United States in the crisis resulting from the regime’s use of chemical weapons against the rebels is a fine example of the regime’s art of survival: using an iron fist domestically while showing restraint to the world – even a certain acknowledgement of guilt – as long as this serves the viability of the regime in Damascus.

Despite initial promises of reform, Assad shows no signs of relenting in his suppression of the opposition. Whole cities and surrounding areas remain under siege, with little or no access to water, electricity, communications and medical supplies. THE OPPOSITION Initially ad-hoc, the opposition movement has developed coherence and sophistication throughout the uprising, culminating in the creation of the National Initiative for Change (NIC).     Syria and Lebanon: Diverging paths of state unsustainability Silvia Colombo MEDPRO Technical Report No. 6/June 2011 Abstract Any analysis of the prospects for stability and sustainability in the states of Syria and Lebanon reveals the strong ties that exist between these two countries and the impact of external influences on their overall development. Their trajectories, while starkly divergent in terms of the challenges confronting them at present, converge on a path of long-term unsustainability. Lebanon is in the midst of yet another transition phase, triggered by the collapse of Hariri’s government in January 2011. The current situation might be described as one of deteriorating status quo; the state is performing poorly in terms of its delivery of fundamental public services and its institutional legitimacy is tenuous in the face of emerging para-state structures and latent (occasionally active) violence. In Syria, challenges to the sustainability of the state have evolved dramatically since the beginning of 2011, and are now nearing a tipping point. In view of the mounting unrest and violence in the country, the future prospects for its economic and political development are dim. More ominously, the risk of widespread conflict, with sectarian overtones, cannot be discounted. Blanchard Specialist in Middle Eastern Affairs April 22, 2013 Congressional Research Service 7-5700 www.crs.gov RL33487 CRS Report for Congress Prepared for Members and Committees of Congress Armed Conflict in Syria: U.S. and International Response Summary The popular-uprising-turned-armed-rebellion in Syria has entered its third year, and seems poised to continue, with the government and a bewildering array of militias locked in a bloody struggle of attrition. U.S. officials and many analysts believe that Asad and his supporters will ultimately be forced from power, but few offer specific, credible timetables for a resolution to the crisis. Opposition forces are formidable, but forces loyal to President Bashar al Asad continue to resist, using air strikes, artillery, and pro-government militias in punishing counterattacks. U.S. officials believe that the capacity of government forces is eroding but also believe that fighting would likely continue even if opposition groups achieve their objective of toppling Asad. Some members of the Sunni Arab majority and of ethnic and sectarian minority groups view the conflict in communal, zero-sum terms. Many observers worry that a further escalation in fighting or swift regime change could jeopardize the security of chemical and conventional weapons stockpiles, threaten minority groups, or lead to wider civil or regional conflict. Amid extensive damage to major urban areas and reports attributing war crimes to government and opposition forces, the fighting has created a regional humanitarian emergency. Some estimates suggest more than 70,000 Syrians have been killed since unrest began in March 2011.
