Kakas Graduate Faculty Representative Lara Martin Lengel Lynda Dixon © 2013 Anca Birzescu All Rights Reserved iii ABSTRACT Radhika Gajjala, Advisor This dissertation is a critical ethnography of the Roma ethnic minority in post- communist Romania within the socio-economic and political context of the country’s post-accession to the European Union. The focus broadly is on the identity negotiation of the Roma minority in Romanian urban space. To this end, I explore Roma communicative practices in capital city of Bucharest. I examine the urban intercultural contact zones that represent Roma-non Roma relations and interactions. I draw on the productive “travelling” postcolonial theories and translate them into an examination of the Roma minority in Romanian physical space. My ethnography is informed by postcolonial theoretical frameworks that challenge the seemingly dichotomous colonizer/colonized relation. I look at discursive practices among Roma individuals suggesting alternative epistemes to allow for a nuanced understanding of the Roma-non Roma encounter. My methods include in-depth interviews, participant observation, and direct observation. The personal narratives of the 35 participants involved in this study emphasize a range of identity negotiation patterns. These reveal in turn complex, interrelated configurations of internalized oppression, passing, and hybridity that make possible both resistance and conformity to the dominant cultural production of the Gypsy Other. FIELDWORK INSTRUMENTS................................................................. 105 1 Negotiating Roma Identity in Contemporary Urban Romania: An Ethnographic Study INTRODUCTION Throughout my teenage years in Bucharest, I remember how each time I would see Gypsies1 on the buses, metro or trams I got on, in the shops I entered, at the secondary school I attended, at the farmer’s market, at our parish’s church, or simply on the streets I walked on, I would look at them differently than I would look at any other Romanian passers-by. I would look at them by either automatically activating a sort of defensive perception mechanism or simply by ignoring their presence in the landscape, sometimes three or four feet near me. However, I subsequently realized that the ignoring mechanism was just another “self-protective” device that would reassure against any possible interaction with them in the first place. I was not fully aware of, and better said, at that time I had no urgent need to ask myself how I had acquired such ways of seeing, of looking at, Gypsies. Looking back critically, I became aware that these mechanisms of interacting with Roma2 were an outcome of the Roma identity representations delineated by the discursive practices among mainstream Romanian population groups and by Romanian social institutions. My research endeavor is an attempt to unlearn these privileged ways of seeing the Roma and, above all, a humble attempt of reverse mirroring, of seeing myself through their ways of seeing me, of perceiving our interactions through their ways of negotiating Roma versus non-Roma relationships and interactions. 1The term “Roma” is generally preferred by Roma activists as ethnic identity designation in opposition to “Gypsy,” which is the generally pejorative or exoticizing label used by the dominant outgroup populations (Vermeersch, 2003). 2 There are two different spellings of the term “Roma,” namely “Roma” and “Rroma” (with two r’s); for the sake of consistency, I will use the former throughout the study. 2 The ambitious prospect of the European Union enlargement became a significant part of the whirling global transformation of our world, where individuals are increasingly facing the encounter of numerous cultural differences. As such, cultural, national, ethnic, religious identities are not any longer static entities but complex, protean discursive constructs, continuously open to reconstruction, renegotiation, and even contestation. In 1994, the well-known anti-communist dissident, public intellectual and former president of the Czech Republic, Vaclav Havel (1995), eloquently traced the political tasks and prospects lying before a world that had witnessed major historical events in the second half of the twentieth century, most notably the collapse of the colonial hegemony and of communism: In today’s multicultural world, the truly reliable path to coexistence, to peaceful coexistence and creative cooperation,

In line with that approach, peace and reconciliation have often been understood as a mirror image of the preceding war. In addition to problems connected with the study of transnational names (i.e., names of geographical features extending across the territory of several countries), there are also problems in eth- nically mixed areas. These are examined in greater detail in the case of place names in Slovenia and neighboring countries. On the one hand, this raises the question of the nature of endonyms on the territory of Slovenia in the languages of officially recognized minorities and their respective linguistic communities, and their relationship to exonyms in the languages of neighboring countries.     10 1. THE HARMLESS DRUDGE : DEFINING ETHNOMUSICOLOGY DEFINITIONS. For years, people have been asking me the question: "You're an ethnomusicologist?" Shortly after 1950 it was likely to be accompanied by expressions of wonder and of the belief that I was somehow involved with "folk" music, with "primitive music," and particularly with "ancient music," and also that I must have a great deal of companionship with a tape recorder. By 1960 the questioner would likely bring up participation in an Indonesian gamelan, or perhaps an ability to "play" many of the world's odd instruments. In the 1970s, the conversation might well include the term "ethnic" music or even the etymologically outrageous "ethnomusic," and in the eighties and nineties, free association might lead to “diversity” and “world music.” I have always found it difficult to come to a precise, concise, and readily intelligible definition. Dictionaries differ considerably but espouse limited views. In the 120 years in which modern ethnomusicology can be said to have existed, since pioneer works such as those of Ellis (1885), Baker (1882), and Stumpf (1886), attitudes and orientations have changed greatly, and so has the name, from something very briefly called “Musikologie” (in the 1880s), to “comparative musicology” (through about 1950), then to “ethno- musicology” (1950–ca. 1956), quickly to “ethnomusicology” (removing the hyphen actually was an ideological move trying to signal disciplinary independence), with suggestions such as “cultural musicology” (Kerman 1985) and “socio-musicology” (Feld 1984) occasionally thrown in. The changes in name paralleled changes in intellectual orientation and emphasis. It is difficult to find a single, simple definition, to which most people in this field would subscribe, and thus ethnomusicologists have been perhaps excessively concerned with defining themselves.

In this article we intend looking at a research approach capable of providing a better understanding of what is going on in schools, students and communities in “exceptionally challenging contexts” (Harris et al., 2006)—code for schools and communities that have as a result of wider social forces, been historically placed in situations of disadvantage. Ball (2006) summarized neatly the urgent necessity for research approaches that are theoretically tuned into being able to explore and explain what Bourdieu, Chamboredon & Passeron (1991) describe as a world that is “complicated, confused, impure [and] uncertain” (p. 259). Ball’s (2006) claim is for a research approach with the “conceptual robustness” to move us beyond the moribund situation we currently find ourselves in. As he put it: “Much of what passes for educational research is hasty, presumptive, and immodest” (p.9). What is desperately needed are theoretically adroit research approaches capable of “challenging conservative orthodoxies and closure, parsimony, and simplicity”, that retain “some sense of the obduracy and complexity of the social”, and that don’t continually “overestimate our grasp on the social world and underestimate our role in its management” (p. 9). Our particular interest here is in research orientations that are up to the task of uncovering what we know to be something extremely complex and controversial going on in schools, namely how it is that schools work in ways in which “class is achieved and maintained and enacted rather than something that just is! As such, it implements various actions aimed at combating IN MAJOR EUROPEAN discrimination: facilitating the access of Roma and Travellers to public services and justice; giving visibility to their history, MUSEUM COLLECTIONS culture and languages; and ensuring their participation in the different levels of decision making. Another aspect of the Council of Europe’s work is to improve the wider public’s understanding of the Roma and their place in Europe. Knowing and understanding Roma and Travellers, their customs, their professions, their history, their migration and the laws affecting them are indispensable elements for interpreting the situation of Roma and Travellers today and understanding the discrimination they face. This publication focuses on what the works exhibited at the Louvre Museum tell us about the place and perception of Roma in Europe from the15th to the 19th centuries.     The Making and Unmaking of Ethnic Boundaries: A Multilevel Process Theory1 Andreas Wimmer University of California, Los Angeles Primordialist and constructivist authors have debated the nature of ethnicity “as such” and therefore failed to explain why its charac- teristics vary so dramatically across cases, displaying different de- grees of social closure, political salience, cultural distinctiveness, and historical stability. The author introduces a multilevel process theory to understand how these characteristics are generated and trans- formed over time. The theory assumes that ethnic boundaries are the outcome of the classificatory struggles and negotiations between actors situated in a social field. Three characteristics of a field—the institutional order, distribution of power, and political networks— determine which actors will adopt which strategy of ethnic boundary making. The author then discusses the conditions under which these negotiations will lead to a shared understanding of the location and meaning of boundaries. The nature of this consensus explains the particular characteristics of an ethnic boundary. A final section iden- tifies endogenous and exogenous mechanisms of change.
