The purpose is to construct a temporary access road west of the Britannia Road East cul-de-sac, just east of Highway 410 for the construction of the Beckett Sproule Feedermain Contract 6. EX10.117 IMPERIAL OIL To site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere west of Highway 27 - south of Dixon Road - east of Skyway Avenue, in the City of Toronto (Etobicoke York Community Council Area), Etobicoke Creek Watershed as located on the property owned by Ontario Realty Corporation. The purpose is to undertake an integrity excavation of an existing 8" jet fuel pipeline in order to complete maintenance. Works will consists of the excavation of a 10mx10m area to inspect and repair the existing pipeline. A Fisheries and Oceans Canada (DFO) Letter of Advice will be prepared by TRCA staff for the proposed work. 218

The purpose is to undertake works within a TRCA Regulated Area of the Humber River Watershed in order to facilitate the construction.

The permit will be issued for the period of June 10, 2011 to June 9, 2013 in accordance with the following documents and plans which form part of this permit:

 Letter of Undertaking, prepared by M. Oldman, MMM Group Limited, dated June 7, 2011, to address all outstanding TRCA engineering and ecology concerns.

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The purpose of this application is to undertake works within a TRCA Regulated Area of the Humber River Watershed in order to facilitate servicing, installation of stormwater management infrastructure and earthworks associated with a draft approved residential plan of subdivision (City File No. 21T-03005B). The subject lands are located on the southeast quadrant of Castlemore Road and The Gore Road, and bounded by the Clarkway Drive Tributary to the west, in the City of Brampton. Future residential development is proposed on the easterly portion of the subject site, adjacent to the valley corridor of the Clarkway Drive Tributary. The proposed development is part of the Bram East Area "F" Secondary Plan, for which the Nieghbourhoods of Castlemore Crossing Master Environmental Servicing Plan (MESP) and Functional Servicing Report (FSR) were prepared and approved by TRCA staff.

214 The proposed works are primarily located on the tableland portion of the subject property. A stormwater management pond is proposed to provide the necessary stormwater runoff quality and quantity control. This pond is referred to as Pond No. 10 and is one of several proposed stormwater management ponds in the Bram East Area "F" area. The stormwater outfall associated with this pond is proposed to be constructed in the valley corridor. The outfall structure has been designed in accordance with TRCA's guidelines for stormwater outfall structures. No works are proposed within the Regional Storm Floodplain.

As noted above, a MESP was reviewed and approved by TRCA staff. An erosion and sediment control plan has been provided with this application and the scheme is consistent with the requirements and recommendations approved with the MESP report.

Control of Flooding: The area to which this application applies is located outside of the Regional Storm Floodplain. As such, no impacts to the storage and/or conveyance of flood waters is anticipated.

Pollution: Appropriate erosion and sediment controls (i.e., temporary sediment ponds, silt fence, rock check dams, etc.) will be installed and maintained throughout all phases of construction consistent with TRCA's erosion and sediment control guidelines.

The proposed temporary access road will provide access to an existing communication tower and station during the construction of the Beckett Sproule Feedermain Contract 6 which was approved under a separate permitting process. The construction of the temporary access road involves the placement of approximately 216 square metres of fill material. Proposal: Imperial Oil is proposing to undertake an integrity dig within a Regulated Area of the Etobicoke Creek Watershed, approximately 500m north of Hwy 401, west of Hwy 27. The excavation will be 10mx10m and will go to a depth of 4-5m. Works will include minor repair to the existing pipeline including welding and cleaning or the pipes surface. The site will be accessed through an existing church parking lot and a hydro corridor. The access route will be clearly delineated to allow for access to the site. The site will be isolated from the environment with erosion and sediment control measures to contain construction generated material from leavening the work area. Works are projected to occur in June of 2011. 218 Control of Flooding: No impacts to flooding, flood storage or the conveyance of floodwaters are anticipated as part of this project.

Pollution: Standard erosion and sediment control measures (sediment fencing) will be implemented prior to construction and maintained for the duration of construction, and until the site is stabilized and restored, in order to prevent generated sediments from entering Etobicoke Creek. A temporary bridge will be placed over the existing drainage feature to allow for construction access. The existing 900mm culvert along Patterson Creek is proposed to be removed and the banks stabilized with topsoil, seed, coir matting and shrub plantings. The channel bed will be lined with native gravels. Once the channel works are completed, the access route to the site (i.e., the old farm lane) will be restored with native, non-invasive trees, shrubs and seed. Three log barriers will also be installed along the access route to prohibit future use of this area. Pedestrian crossing over Patterson Creek will be provided via a proposed pedestrian bridge to the south of this site.

This application is one of five applications before the Executive Committee for approval. The alignment of the trail system has been provided, but will be field fit in some locations in order to minimize impacts to existing vegetation and to provide connections to the existing/proposed trail system within the Maple Nature Reserve in the northwest corner of the block. The trails will be between 1.5 metres and 3.0 metres wide and will be primarily surfaced with limestone. Concrete paving or asphalt will also be applied in some locations where the use of limestone is not feasible (e.g., steeper slopes) or desirable (e.g., connections to the sidewalk system within the neighbouring subdivisions). Various seating areas, retaining structures, drainage culverts and other landscape features will be installed as part of the trail works. To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere, interfere with a wetland and alter a watercourse on Lot 21-25, Concession 2, (Dufferin Street and Major Mackenzie Drive), in the City of Vaughan, Don River Watershed as located on the property owned by Toronto and Region Conservation Authority. The purpose is to allow development, interference with a wetland and alteration of a watercourse within a Regulated Area of the Don River Watershed in order to facilitate the removal of an existing culvert and the construction of a pedestrian bridge (Site 3 between Rivermill Crescent and SWM Pond 4) within Planning Block 12 in the City of Vaughan (bound by Dufferin Street, Major Mackenzie Drive, Bathurst Street and Teston Road).

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The purpose is to allow development, interference with a wetland and alteration of a watercourse within a Regulated Area of the Don River Watershed in order to facilitate the removal of an existing culvert and the construction of a pedestrian bridge (Site 3 between Rivermill Crescent and SWM Pond 4) within Planning Block 12 in the City of Vaughan (bound by Dufferin Street, Major Mackenzie Drive, Bathurst Street and Teston Road).

230 The existing 900mm culvert along Patterson Creek is proposed to be removed and the banks stabilized with topsoil, seed, coir matting and shrub plantings. The channel bed will be lined with native gravels. Once the culvert is removed, the proposed pedestrian bridge will be installed. The 12.0-metre-long and 3.0-metre-wide Eagle Bridge will be installed on helical piers situated on either side of the watercourse. Areas disturbed during the construction of the bridge supports and approaches will be restored using native, non-invasive plantings and seed mixes.

232 Pollution: Standard erosion and sediment control measures (sediment fence, check dam) will be implemented prior to construction and maintained for the duration of construction, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering any watercourse or wetland. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction.

Dynamic Beaches: Not applicable

Erosion: No impacts of slope stability issues have been identified for the proposal.

RATIONALE The application was reviewed by staff on the basis of the following information:

Proposal: The purpose is to conduct grading works and construct new retaining walls associated with the construction a new dwelling within a Regulated Area of the Humber River watershed. The subject property is an existing lot of record located along the valley wall of the Main Humber River valley corridor. The property contains a slope along the front of the property approximately 4 metres in depth with a 2.5 Horizontal : 1 Vertical inclination to the road. The property does not contain a significant amount of vegetation and does not contain vegetation contiguous with the valley feature. The rear half of the property is located on tableland.

234 The proposed works include excavation of a portion of the slope to accommodate the driveway and garage with grades suitable for vehicular travel. Retaining walls along the sides of the proposed driveway will have a maximum height of approximately 2.5 metres. The remainder of the home will be above the garage and generally at the existing grade elevation (on the tableland). Based upon a Geotechnical Report prepared by Soil Engineers Ltd., dated April 19, 2011 and the drawings provided, TRCA geotechnical staff are satisfied that the proposed works will not result in any slope instability or adverse impacts to the valley wall.

Control of Flooding: The property is not located within the Regional Storm Flood Plain. There will be no impacts on the storage or conveyance of flood waters.

Pollution: Sediment control fencing will be erected and maintained for the duration of construction to prevent the transport of sediment into the valley system.

Dynamic Beaches: Not applicable.

Erosion: TRCA geotechnical staff are satisfied that the proposed works will not adversely impact the stability of the slope or have adverse impacts on the valley wall.

Conservation of Land: As a watercourse will not be impacted by the proposal, no fisheries concerns will result. There are no other significant natural features on or adjacent to the site that may be negatively impacted by the project.

Plantings A Planting Plan composed of native non-invasive plantings will provide increased plant densities along a portion of the valley wall, resulting in a net ecological gain for the subject property.

Erosion: The proposed work is being undertaken to improve the existing erosion problem. This will improve slope stability and reduce slope erosion.

With erosion and sedimentation plans in effect, the potential for a harmful alteration, disruption or destruction (HADD) of fish habitat will be mitigated and a Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO). The MNR cold water fisheries timing window (construction to occur between July 1 and September 15) will apply to the works.

Plantings All disturbed areas will be restored with native non-invasive species following construction. A net gain of 13 trees and 7640 live stakes will be planted.
