Science and Diplomacy: The Past as Prologue Vaughan C. Turekian and Norman P. Neureiter HIS past December marked twenty years since the dissolution of the Soviet TUnion quietly and peacefully ended the Cold War. While that era saw the Cuban Missile Crisis, proxy wars, and policies of mutual assured destruction, it was also a period when people on both sides of the conflict looked for ways to bridge differences and increase the chances for peace and resolution. In a 1985 address to the nation days before meeting with Soviet leader Mikhail Gorbachev for the first time, President Ronald Reagan stated “We can find, as yet undiscovered, avenues where American and Soviet citizens can cooperate fruitfully for the benefit of mankind . In science and technology, we could launch new joint space ventures and establish joint medical research projects.” Two years later, John Negroponte, the President’s Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs (OES), further articulated the Administration’s view during congressional testimony: “It would be short-sighted of us not to recognize that it is in our national interest to seek to expand scientific cooperation with the Soviet Union.” In many ways, the Cold War was a time of highly effective use of science diplomacy to build bridges and connections despite the existence of great political tensions. -

Mikhail Gorbachev and the NATO Enlargement Debate: Then and Now 443 Chapter 19 Mikhail Gorbachev and the NATO Enlargement Debate: Then and Now Pavel Palazhchenko The purpose of this chapter is to bring to the attention of research- ers materials relating to the antecedents of NATO enlargement that have not been widely cited in ongoing discussions. In the debate on NATO enlargement, both in Russia and in the West, the issue of the “assurances on non-enlargement of NATO” giv- en to Soviet leaders and specifically Mikhail Gorbachev in 1989-1990 has taken center stage since the mid-1990s. The matter is discussed not just by scholars, journalists and other non-policy-makers but also by major political figures, particularly in Russia, including President Vladimir Putin and Foreign Minister Sergei Lavrov. In the West, there has recently been renewed interest in the subject following the publi- cation of some declassified material by the National Security Archive, a Washington, D.C., non-profit organization with a somewhat mislead- ing name. While some of the aspects of the discussion of the “assurances” are similar in Russia and the West (conflation of fact and opinion, of bind- ing obligations and remarks relating to expectation or intent) the sub- text is different. In Russia most commentators accuse Gorbachev of being gullible and naïve and blithely accepting the assurances instead of demanding a binding legal guarantee of non-enlargement. In the West, the subtext is more often of the West’s bad faith in breaking what is supposed to be an informal “pledge of non-enlargement” given to Gor- bachev. -

September 2020 Perspective EXPERT INSIGHTS ON A TIMELY POLICY ISSUE JAMES DOBBINS, GABRIELLE TARINI, ALI WYNE The Lost Generation in American Foreign Policy How American Influence Has Declined, and What Can Be Done About It n the aftermath of World War II, the United States accepted the mantle of global leadership and worked to build a new global order based on the principles of nonaggression and open, nondiscriminatory trade. An early pillar of this new Iorder was the Marshall Plan for European reconstruction, which British histo- rian Norman Davies has called “an act of the most enlightened self-interest in his- tory.”1 America’s leaders didn’t regard this as charity. They recognized that a more peaceful and more prosperous world would be in America’s self-interest. American willingness to shoulder the burdens of world leadership survived a costly stalemate in the Korean War and a still more costly defeat in Vietnam. It even survived the end of the Cold War, the original impetus for America’s global activ- ism. But as a new century progressed, this support weakened, America’s influence slowly diminished, and eventually even the desire to exert global leadership waned. Over the past two decades, the United States experienced a dramatic drop-off in international achievement. A generation of Americans have come of age in an era in which foreign policy setbacks have been more frequent than advances. Griffin, Long Wars and the Constitution, and Mariah Zeisberg’s War Powers, are two remarkable books that certainly deserve an entire symposium devoted to them. These books complement each other in the same way that the war powers, some vested in Congress and others in the President, are in correspondence with each other. Griffin’s book revolves around the history of the war powers since 1945, and in this sense is more empirical. Its thesis is that the cold war and Truman’s subsequent decision to launch the war in Korea destabilized American constitutionalism. In the following decades the United States has found itself confronting an endless string of constitutional crises related to the deployment of troops abroad, and the quest for a formula to resolve the constitutional puzzles is as strong as ever. Zeisberg’s book, which took advantage of the fact that Griffin’s book preceded it, is more normative, even though it should be emphasized that Griffin also offers important normative insights. Both books are anchored in democratic theory in that they emphasize the cardinal significance of inter-branch deliberation. Both endorse the notion that the implicit assumption underlying the text of the Constitution is that while the war powers are divided between the legislative and executive branches, these institutions are expected to deliberate internally as well as externally when confronting the critical matter of war. -

For discus- sions of reactions in other parts of the world, see the reviews of individual countries. THE EDITORS Middle East Israel A ALL aspects of Israel's life in 1967 were dominated by the explosion of hostilities on June 5. Two decades of Arab-Israel tension culminated in a massive combined Arab military threat, which was answered by a swift mobilization of Israel's citizen army and, after a period of waiting for international action, by a powerful offensive against the Egyptian, Jor- danian and Syrian forces, leading to the greatest victory in Jewish military annals. During the weeks of danger preceding the six-day war, Jewry throughout the world rallied to Israel's aid: immediate financial support was forthcoming on an unprecedented scale, and thousands of young volunteers offered per- sonal participation in Israel's defense, though they arrived too late to affect the issue (see reviews of individual countries). A new upsurge of national confidence swept away the morale crisis that had accompanied the economic slowdown in 1966. The worldwide Jewish reaction to Israel's danger, and the problems associated with the extension of its military rule over a million more Arabs, led to a reappraisal of atti- tudes towards diaspora Jewry. -

However, Vietnam would soon become a battleground familiar to all Americans. In this lesson plan, students analyze a letter to President Kennedy from a woman who had just lost her brother in South Vietnam and consider Kennedy’s reply, explaining his rationale for sending US military personnel there. Essential Question: What were the origins of US involvement in Vietnam prior to its engagement of combat troops? Objectives Students will: analyze primary sources. discuss US involvement in the Vietnam conflict prior to 1963. evaluate the “domino theory” from the historical perspective of Americans living in 1963.
