In response to the growing impetus within nations and the international community to foster effective partnerships between governments and all sectors of civil society to achieve food security for all, these organizations undertook to prepare a joint document that would bring their views on and experiences in promoting food security to the World Food Summit process and would help identify potential ways in which they could contribute to the implementation of the World Food Summit Plan of Action. This document is based on the individual papers submitted by the 14 contributing organizations. The Rural Develoment Division of FAO facilitated its preparation through the funding of a consultant, Marilee Karl, who edited the collection and prepared an "Overview" synthesizing the main issues raised in the papers. The views expressed in the document thus reflect entirely the mandates and positions of the 14 organizations which contributed papers to this collection. INTRODUCTION "If the World Food Summit serves to renew human solidarity, to increase political commitment, and to bring to a critical mass the numbers of individuals who actively care about finding solutions to the food security problem, then I believe that, together, we will find them." Mr. Jacques Diouf Director-General, FAO "With a view to participating in the dialogue at the national, regional and global levels that has been launched on food security in preparation for the World Food Summit, international trade unions, rural workers' organizations and agricultural producers' associations were encouraged to provide information to their constituencies, to contribute feedback to the Plan of Action and technical papers which were prepared for the Summit, and to identify areas for cooperation in the implementation of the Plan of Action." 13th Consultation between International Trade Unions and FAO Rome, 11-13 December 1995 The World Food Summit (WFS) was convened by the Food and Agriculture Organization (FAO) of the United Nations in Rome in November 1996 with the aim of renewing the commitment of world leaders at the highest levels to the eradication of hunger and malnutrition and the achievement of food security for all, through the adoption of concerted policies and actions at the global, regional, national and local levels. A Policy Statement and Plan of Action for this purpose have been drawn up for the Summit. From the start, FAO called for the broad participation of civil society in preparing for the Summit, in debating the issues of food security, in contributing to the Policy Statement and Plan of Action, and in implementing the recommendations for concerted action between governments, international organizations and all concerned sectors of civil society to achieve the goal of food security for all. PARTNERS FOR FOOD SECURITY- 2 The World Food Summit objectives will be achieved only if there is both the commitment and political will of governments to eradicate poverty and food insecurity and the active involvement of civil society in taking the action necessary to do so. Among the sectors of civil society which are most involved in and concerned with achieving food security are the people who produce and process the food for their families, communities, countries and for the rest of the world's population. These are the rural men and women who are small, medium and large-scale farmers, tenant farmers and sharecroppers, landless peasants, agricultural labourers, subsistence food producers, plantation workers, seasonal and migrant workers, wage earners in agro- industries, fisherfolk, and foresters. Paradoxically, these rural people who produce the food also make up the majority of the world's poor (ILO 1990) who are amongst the most vulnerable to food insecurity. The World Food Summit can provide a vehicle to help them to improve both their own situations and their part in providing food security for the world. For this to be realized, however, the voices of these rural people must be heard at the World Food Summit. They must be actively involved in identifying the root causes of food insecurity and in finding the solutions to these problems. They must be among the first to be involved in carrying out the actions necessary to eradicate the food insecurity of the world. The voices of the rural population can be brought to the Summit and their participation can be mobilized in the implementation of the WFS Plan of Action through their representative organizations. These include trade unions, rural workers' organizations, agricultural producers' and farmers' associations, and cooperatives. These organizations represent hundreds of millions of men and women rural workers, farmers of all kinds, fisherfolk, foresters, and indigenous peoples worldwide. They also work at local, national, regional and international levels and thus are in a position to bridge the communication gap between the grassroots and the highest policy-making levels. In addition, many Non-Governmental Organizations (NGOs) also play key advocacy roles in support of rural people, in helping them organize themselves for their empowerment, and in making their voices heard. For these reasons, the international trade unions and the international federations o' agricultural producers and cooperatives, meeting in Rome in December 1995, at the 13th FAO/lnternational Trade Union Consultation recommended "participating in the dialogue at the national, regional and global levels that has been launched on fooc security in preparation for the World Food Summit" and to "provide information to thei constituencies, to contribute feedback to the Plan of Action and technical papers whicl were prepared for the Summit, and to identify areas for cooperation in the Plan o Action." There has been relatively little scholarly investigation of it because of both theoretical and empirical difficulties. This article argues that solidarity has not declined but has changed in form, which has an impact on what kinds of mobilization are effective. We first develop a theory of solidarity general enough to compare different forms. We then trace the evolution of solidarity through craft and industrial versions, to the emergence of collaborative solidarity from the increasingly fluid ‘friending’ relations of recent decades. Finally, we examine the question of whether these new solidarities can be mobilized into effective collective action, and suggest mechanisms, rather different from tra- ditional union mobilizations, that have shown some power in drawing on friending relations: the development of member platforms, the use of purposive campaigns and the co-ordination of ‘swarming’ actions. In the best cases, these can create collective actions that make a virtue of diversity, openness and participative engagement, by co-ordinating groups with different foci and skills. 1. Introduction This chapter discusses the mechanisms, contexts and outcomes of the involvement of Polish trade unions in the European Trade Union Confederation (ETUC). More specifically, it aims at addressing two interrelated questions. First, what were the key actors, events and contexts of this involvement? And second, what have been the outcomes and impact of ETUC membership with regard to the internal trans- formation of Polish trade unionism and, possibly, changes within trade unionism at the European level? In dealing with these questions, theoretical inspirations are drawn from the sociological and industrial relations debates on the West–East Eu- ropean labour transnationalism (Bernaciak 2011; Gajewska 2008; Meardi 2012). However, as there is no comprehensive written history of the relations between the Polish trade unions and the ETUC, the main goal of the chapter is to fill this gap. In other words, it seeks to reconstruct the main historical events that led up to the ETUC membership of three Polish trade union confederations: NSZZ Solidarność (Free Independent Trade Union Solidarność, established in 1980, in the ETUC since 1991), OPZZ (the All-Poland Alliance of Trade Unions, OPZZ, established in 1984, in the ETUC since 2006) and FZZ (Trade Union Forum, established in 2002, in the ETUC since 2012). It is argued that the case of Poland is worth discussing for a number of rea- sons.     1 Codebook: Comparative Political Data Set, 1960-2013 Codebook: COMPARATIVE POLITICAL DATA SET 1960-2013 Klaus Armingeon, Christian Isler, Laura Knöpfel, David Weisstanner and Sarah Engler The Comparative Political Data Set 1960-2013 (CPDS) is a collection of political and institu- tional data which have been assembled in the context of the research projects “Die Hand- lungsspielräume des Nationalstaates” and “Critical junctures. An international comparison” directed by Klaus Armingeon and funded by the Swiss National Science Foundation. This data set consists of (mostly) annual data for 36 democratic OECD and/or EU-member coun- tries for the period of 1960 to 2013. In all countries, political data were collected only for the democratic periods.1 The data set is suited for cross-national, longitudinal and pooled time- series analyses. The present data set combines and replaces the earlier versions “Comparative Political Data Set I” (data for 23 OECD countries from 1960 onwards) and the “Comparative Political Data Set III” (data for 36 OECD and/or EU member states from 1990 onwards). A variable has been added to identify former CPDS I countries. For additional detailed information on the composition of government in the 36 countries, please consult the “Supplement to the Comparative Political Data Set – Government Com- position 1960-2013”, available on the CPDS website. The Comparative Political Data Set contains some additional demographic, socio- and eco- nomic variables.     Codebook: COMPARATIVE POLITICAL DATA SET III 1990-2012 Klaus Armingeon, Laura Knöpfel, David Weisstanner and Sarah Engler The Comparative Political Data Set III 1990-2012 is a collection of political and institutional data. This data set consists of (mostly) annual data for a group of 36 OECD and/or EU- member countries for the period 1990-20121. The data are primarily from the data set created at the University of Berne, Institute of Political Science and funded by the Swiss National Science Foundation: The Comparative Political Data Set I (CPDS I). However, the present data set differs in several aspects from the CPDS I dataset. Compared to CPDS I Bulgaria, Croatia, Cyprus (Greek part), Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia have been added. The present data set is suited for cross-national, longitudinal and pooled time series analyses. The data set contains some additional demographic, socio- and economic variables. However, these variables are not the major concern of the project and are thus limited in scope. For more in-depth sources of these data, see the online databases of the OECD. For trade union membership, excellent data for European trade unions is provided by Jelle Visser (2013). When using the data from this data set, please quote both the data set and, where appropriate, the original source. The list includes the name of the party or alliance in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance.
