When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Some colleagues and contributors may be aware that e-Journal editor Gay Morgan sadly lost her partner, Al, to a brain tumour after a difficult fight over the course of putting together this issue. Issue 8 is dedicated to both their bravery. This is also the last issue which will be edited by Michaela Lau - she has moved to a new institution and we wish her every success in her new position. As of this Issue, Dr. Opi Outhwaite has taken on the role of co-editor, after serving as Managing Editor for the past two years. She will be joined by Professor Shawkat Alam as acting co-editor. Despite the shorter than usual issue the editors are pleased to present, in what has become a trademark characteristic of the Journal, an amalgamation of contributions that stretch far and wide within the broad field of environmental law. The Editorial Team hopes that the contributions in this issue may serve as a repository for the exchange of ideas and potential legal and policy responses in an ever-changing and more and more complex world.     - Codebook - EU Profiler/euandi Trend File (2009-2019) European University Institute, Robert Schuman Centre of Advanced Studies February 2020 Introduction The EU Profiler/euandi Trend File (2009-2019) combines party position data from three pan-European voting advice applications (VAAs), developed for the European Parliament elections in 2009, 2014 and 2019. It includes the positions of over 400 parties1 from the 28 EU member states on a wide range of salient political issues. The project was first launched in 2009 under the name ‘EU Profiler’ by the European University Institute (EUI), in collaboration with Smartvote (Switzerland) and Kieskompas (2009). By positioning more than 270 political parties from 30 European countries2 it was the first cross-national VAA of such magnitude. EU Profiler was succeeded by ‘euandi’ (EU and I) in 2014 and re-launched as ‘euandi2019’ five years later, in collaboration with the University of Luzern.3 To determine party positions on the political issues, all three editions of the VAA have used the same iterative method that combines party self-placement and expert judgement. All the parties were offered a chance to place themselves on the pre-selected issue-statements. The parties were also placed on the same list of issues by a group of experts from each EU member state. The results were then compared and, if necessary, calibrated in co-operation with the party representatives. If the party did not respond to the invitation to participate in the self-placement procedure, the positions were determined solely by the expert group.4 Over 100 highly trained experts across Europe worked for each of these VAAs to make such immense data collection endeavour possible.

Austerity politics and the Euro crisis ensured that social and economic issues dominated the agenda and, with environmental topics marginalised, populist right wing and Eurosceptic parties were expected to make big gains in many countries. The Greens had been boosted in 2009 by record results for French and German Greens, but neither was expected to do as well. Given the broadly unfavourable conditions, green parties performed reasonably well (see Table 1). The European Green Party (EGP) won 38 seats in the European Parliament, compared with 46 in 2009. The Green Party-European Free Alliance (EFA) parliamentary group registered 50 Members of the European Parliament (MEPs), including seven from various regional parties and five independents) in 2014, compared with 55 in 2009.1 Insert table 1 about here The Campaign The European Greens enthusiastically embraced the idea of Spitzenkandidaten (lead candidates) for the campaign and organised an online open ‘green primary’ in which not just green party members but all EU citizens could take part. A total of 22,676 people expressed a preference, electing Ska Keller from Germany and José Bové from France as the Greens’ ‘lead’ candidates. The press response to this was rather muted, however. The level of participation was considered a bit of a fiasco, at least by the German press, which calculated that about 0.005% of the targeted EU population had bothered to participate in the primary (Gathmann 2014).

    The Greens in the 2019 European Elections Mitya Pearsona and Wolfgang Rüdigb a Department of Political Economy, King’s College London, UK b School of Government and Public Policy, University of Strathclyde, Glasgow, UK Corresponding author: [email protected] Green parties were particularly successful in the May 2019 elections to the European Parliament (EP). 55 Members of the European Parliament (MEPs) representing the European Green Party (EGP) were elected, a major advance on the 37 elected in 2014 and surpassing the previous high of 47 in 2009. This success helped to boost The Greens / European Free Alliance (EFA) parliamentary group to 751, from 50 in 2014. With the main centre-left and centre-right groups together failing to command a majority in the Parliament for the first time, the Greens have reason to expect that their influence will increase substantially. Many Green parties will also hope that success in the European elections will have a positive effect on their standing at national level. The Election Campaign The 2014 EP elections had been dominated by austerity and economic crisis; environmental issues were sidelined and the Greens struggled. Following the 2015 refugee crisis and several successful electoral performances, populist and extreme right-wing parties appeared as the major challengers to the mainstream parties, and it was feared that the 2019 EP elections would see a further rise of populist right parties. Developments in the run up to the elections, however, indicated that conditions might be more encouraging for Greens. Results in local, regional and national elections in Belgium, Germany and Luxembourg in October 2018 saw big increases in support for Green parties, giving rise to the notion of a ‘green wave’.
